This essay addresses the challenges of controlling toxic harms through an intensive case study of efforts to regulate and remedy dioxin contamination in the U.S. pulp and paper industry. By focusing on the struggle to control a specific toxic harm in a specific industrial sector, the essay explores the politicized nature of toxic harms in the United States and, in the process, highlights the considerable shortcomings of existing legal frameworks and institutions for dealing with problems of such scope and complexity. International Environmental Law And Emotional Rational Choice, Peter H. Huang

This paper considers how emotions can foster compliance by rational actors with international environmental law. Many environmental issues are highly emotionally charged. Both supporters of and opponents to international environmental law often feel very strongly about their positions and views. A psychological game-theoretic model focuses on the disciplinary role that losing face may play in compliance with international environmental law. This model implies that non-compliance, especially by high-profile international actors, should be highly and swiftly publicized upon detection and verification. A series of coumarin and pyranocoumarin analogues were evaluated in vitro for antiviral efficacy against measles virus (MV), strain Chicago. Of the 22 compounds tested for inhibition, six were found to have selectivity indices greater than 10. These were compounds 5-hydroxy-7-propionyloxy- 4-propylcoumarin (2a), 5,7-bis(tosyloxy)-4- propylcoumarin (7); 5-hydroxy-4-propyl-7-tosyloxy- coumarin (8); 6,6-dimethyl-9-propionyloxy-4- propyl-2H,6H-benzo[1,2-b:3,4-b′]dipyran-2-one (9); 6,6-dimethyl-9-pivaloyloxy-4-propyl-2H,6Hbenzo[ 1,2-b:3,4-b′]dipyran-2-one (10); and 7,8-cis- 10,11,12-trans-4-propyl-6,6,10,11-tetramethyl- 7,8,9-trihydroxy-2H,6H,12H-benzo[1,2-b:3,4-b′:5,6- b′′]tripyran-2-one (18). Three of the active drugs were propyl coumarin analogues (2a, 7 and 8), two were dipyranone or chromeno-coumarins (9 and 10), and one was a benzotripyranone with a coumarin nucleus (18). September 11 forged an American unity not seen since Pearl Harbor. We shelved our political differences, put the culture war on simmer, and lost interest in celebrity scandal (think of Gary Condit). Americans rallied behind our Commander-in-Chief, and we agreed that our lives would never be the same. America’s vacation from history had ended, and we had forever lost our innocence and our perceived immunity from harm. When our Commander-in-Chief said that a return to “normalcy” would deny Bin Laden his victory, we rallied behind that, too.

The Administration of George W. Bush is by now famous for its unilateralism. In its first months in office, the Administration made clear that it would not cooperate in major multilateral initiatives on the environment, arms control, and human rights. The September 11 attacks caused a momentary lull in the pursuit of unilateralism, but by November 2001, the lull was over. Unilateralism was back in full swing. Unilateralism, however, does not necessarily violate international law. The international legal system was formed to accommodate independent, sovereign states. It provides plenty of space for states to »go it alone.« And while it …

In the hours after the 11 September attacks on the United States, some called for counterattacks on America's enemies, regardless of any evidence of wrong-doing. Those calls were rejected and some evidence was produced linking Osama bin Laden, his organization, al-Qaeda, and the Taliban regime of Afghanistan to the attacks. The United States and United Kingdom began a bombing campaign of Afghanistan on the strength of that evidence on 7 October 2001. This article explores the law of evidence in international law. It seeks to identify what evidence is sufficient for supporting a case of self-defence to clandestine terror attacks.

As scholars of world religions search for promising ways of responding to the ecological crisis, the Christian tradition can look for inspiration to Descriptio Positionis Seu Situationis Monasterii Claraevallensis, a twelfth-century description of the site and surroundings of Clairvaux abbey. The text exudes the unnamed author's deep appreciation and gratitude for the cooperative interactivity of human beings, other species, the land, water, and air that assured their mutual sustainability and maintained the site's integrity. Seed companies have transgenic maize (Zea mays L.) hybrids resistant to European corn borer (ECB) [Ostrinia nubilalis (Hübner)]. However, the impact of this Bt (Bacillus thuringiensis) gene on other plant processes is not understood. In 1997 and 1999, a study at Central Golden Harvest Research in Clinton, IL focused on how the Bt gene affects gas exchange and yields of maize with and without ECB infestation. Bt and non-Bt isogenic pairs were planted with or without nets and/or insecticides to eliminate natural infestation of ECB, and with or without manual infestation of ECB. This study examined the varying motivations of runners participating in marathon races. Several variables were explored including age, gender, marathons attempted, marathons completed, and best personal performance time. Five hypotheses were considered: 1) Younger runners will most likely be motivated by Achievement Motives (competition and personal goal achievement) than the older runners. 2) Females will be more motivated by Physical Health Motives (weight concern and general health) than males. 3) Males will participate in marathons more for Achievement Motives (competition and personal goal achievement) than females. 4) Females and males will be similar along Psychological Motives (self-esteem and psychological coping) …

Given the significant controversy regarding parapsychology and the study of psi phenomena, there appear to be opportunities to improve design in parapsychological experimentation through the use of more sensitive and reliable means of measurement. The current study was an attempt to introduce a design that employs time as an outcome measurement, the use of groups and individuals as opposed to just individuals, and the use of more specific and focused content through the use of problem-solving tasks, in an attempt to create a sensitive and replicable experiment in telepathy. Estrogen (E2) plasma levels fluctuate as a function of estrous cycling in the mouse. Apolipoprotein E (apoE) mRNA has been shown to increase in both hippocampal astrocytes and microglia during proestrus when plasma estrogen levels are high. The current study was designed to evaluate apoE localization and glial activation in mouse olfactory bulb (OB) as a function of the estrous cycle. In the rat OB, estrogen receptor β (ERβ) is present in the glomerular and external plexiform layers, but not the internal plexiform and granule cell layers. Islands on the Ohio River contain valuable habitats that are unique and irreplaceable on a national or ecoregion basis. Aquatic habitats connected with the islands and their back channels (areas where commercial traffic is prohibited) provide quality habitats for bottomland hardwood wildlife; however, quantitative data on the importance of these areas are lacking. The accepted methods of age determination in the coyote (Canis latrans) are either highly subjective and unquantifiable or expensive and require the extraction of the canine tooth. Since neither of these methods are ideal, their limitations have impeded research on this species. The sand prairie is a unique ecosystem in the state of Illinois, being the habitat for many interesting plants and animals not found elsewhere in the state. One such plant is the state-endangered Stylisma pickeringii (Torr. ex M.A. Curtis) Gray var. pattersoni (Fern. & Schub.) Myint (Convolvulaceae), also known as Patterson's bindweed or Patterson's dawn flower. It currently is found in only three Illinois counties—Cass, Henderson, and Mason. Presently, two of the three populations of S. pickeringii are located on private lands. Very little information is known about the reproductive biology of S. pickeringii var. pattersoni. Nguyen Du's Truyen Kieu or Tale of Kieu has arguably provided a life model for Vietnamese females. The poem's influence extends in important ways to contemporary Vietnamese writers as well, including those as politically and artistically diverse as Duong Thu Huong and Le Ly Hayslip. In Novel Without a Name, Paradise of the Blind and Memories of a Pure Spring, Duong Thu Huong transforms the terms of Nguyen Du's poem to those of Vietnam during its revolutionary period and today. An automated robotic inspection system for electronic manufacturing has been developed to identify pin defects of IC packages mounted on printed circuit boards using surface mount technology. The automated robotic inspection system consists of two robots, a computer, a CCD camera with frame gabber for image acquisition, and a customized windows program using neural network for on-line defect identification. Gray scale images of the pins on IC packages are acquired using ambient light. The images are filtered and formatted to appropriate size, so that Matlab neural network tool could be used. Background: Most patients with Friedreich ataxia (FA) have a GAA trinucleotide repeat expansion in intron 1 of the FA gene (FRDA) on both arms of chromosome 9. However, some patients are compound heterozygotes and harbor a GAA expansion on one allele and a point mutation on the other. Compound heterozygous patients with FA who have a GAA expansion and a G130V mutation have been reported to have an atypical phenotype with a slow disease progression, minimal or no ataxia, or gait spasticity.
