The New Environmental Law: Forest Certification, Errol E. Meidinger

Journal Articles

This paper argues that the rapidly expanding practice of forest certification, together with similar developments in other sectors, is creating a new template for environmental law. Nongovernmental organizations and some industry actors are establishing binding regulatory standards, systems for monitoring compliance, sanctions for non-compliance, and, when things work well, methods for assessment and revision. It locates these developments as a part of “phase 3” of environmental law, which also involves a proliferation of other initiatives beyond traditional regulation. Finally, it offers a preliminary discussion of the efficacy, adaptability, coherence, and legitimacy of the emergent system.

Groundwater circulation wells (GCWs) are a quasi-in-situ method for remediating groundwater in areas where remediation techniques that limit the water available for municipal, domestic, industrial, or agricultural purposes are inappropriate. The inherently resource-conservative nature of groundwater circulation wells is also philosophically appealing in today's culture, which is supportive of green technologies. Groundwater circulation wells involve the circulation of groundwater through a dual screen well, with treatment occurring between the screens. The wells are specifically designed so that one well screen draws in groundwater and the second returns the groundwater after it has been treated within the well. Historically, the treatment …

A review is given of the experimental determination of electron affinities (EAs). Also considered is the ability of computational chemistry methods to predict electron affinities. The development and present status of computational chemistry techniques for the prediction of atomic molecular EAs is also reviewed in a historical context. Through comparisons to experimental EAs and results from other theoretical methods, analysis of DFT EAs is given. In the context of other theoretical methods, the successes and failures of DFT EA predictions are detailed.

Healthcare has been slow in using human factors principles to reduce medical errors. The Center for Devices and Radiological Health (CDRH) recognizes that a lack of attention to human factors during product development may lead to errors that have the potential for patient injury, or even death. In response to the need for reducing medication errors, the National Coordinating Council for Medication Errors Reporting and Prevention (NCC MERP) released the NCC MERP taxonomy that provides a standard language for reporting medication errors. Two types of deep-water coral bioherms occur off the coast of southeastern United States: Oculina and Lophelia/ Enallopsammia. The deep-water Oculina bioherms form an extensive reef system at depths of 70–100 m along the shelf edge off central eastern Florida. These reefs are comprised of numerous pinnacles and ridges, 3–35 m in height. Each pinnacle is a bank of unconsolidated sediment and coral debris that is capped on the slopes and crest with living and dead colonies of Oculina varicosa, the ivory tree coral. In comparison, deep-water reefs of Lophelia pertusa and Enallopsammia profunda corals occur at depths …

Many speech recognition systems use mel-frequency cepstral coefficient (MFCC) feature extraction as a front end. In the algorithm, a speech spectrum passes through a filter bank of mel-spaced triangular filters, and the filter output energies are log-compressed and transformed to the cepstral domain by the DCT. The spacing of filter bank center frequencies mimics the known warped-frequency characteristics of the human auditory system, yet the bandwidths of these filters are not chosen through biological inspiration. Instead, they are set by aligning endpoints of the triangle, which is itself an arbitrary shape. It is surprising that for such a popular speech …

Throughout the years digital signal processing has been encroaching more and more into what had previously been exclusive analog circuit domains. Here we briefly summarize various lines of research in CMOS imaging sensoring technology paying special attention to the gradual transition from analog to digital processing. The transition from continuous-time continuous-value pixels to digital (discrete-time binary-value) pixels could be viewed as the natural final step in the evolution of these imaging circuits in order to achieve wide dynamic range with acceptable signal to noise ratio. This review of literature is a report of the success of programs designed to prevent childhood depression by building resiliency. Research results indicate that prevention programs focused on teaching children and parents coping skills, changing negative thought patterns, social problem solving, teaching the symptoms of childhood depression and how to discuss it with children, and fostering resiliency have reduced the incidence of depression in children (Comer, 1985; Gladstone & Beardslee, 2000; Seligman, 1995).

This study presents a review of literature regarding adolescent anger management. Problematic anger is defined as externalizing or internalizing behaviors that occur frequently enough and at a high enough level of intensity to: (1) disrupt one's everyday functioning at school, home, and/or in the community; and (2) impair one's relationships with others and one's own self-concept. The causes can be traced to a myriad of possible sources: cognitive problems; developmental problems; chronic irritability, agitation, volatility, or mood instability; or environmental stressors.
