After Orange County: Reforming California Municipal Bankruptcy Law, Frederick Tung
After Orange County: Reforming California Municipal Bankruptcy Law, Frederick Tung
UC Law Journal
Because of federal Constitutional concerns, a municipal entity may resort to federal bankruptcy protection only with the authorization of its state. Federal law requires that a municipality be "specifically authorized" under state law to file for bankruptcy protection. Existing California law provides fairly broad authorization for its municipalities, but the statute is in need of both technical and substantive revision. After discussing Constitutional concerns and surveying other states' approaches to municipal bankruptcy authorization, this Article recommends a system of discretionary access, in which the governor holds discretionary power to approve, disapprove, or condition a municipality's access to bankruptcy.

Characterization Of An In Vivo Diode Dosimetry System For Clinical Use, Kai Huang
LSU Master's Theses
An in vivo dosimetry system that uses p-type semiconductor diodes with buildup caps was characterized for clinical use. The dose per pulse dependence was investigated. This was done by altering the SSD, field size and wedge for photons, and by altering SSD and cone size for electrons. The off-axis correction and effect of changing repetition rate were also investigated. A model was made to fit the measured diode correction factors.
The Future In Feminism : Reading Strategies For Feminist Theory And Science Fiction, Alcena Madeline Davis Rogan
The Future In Feminism : Reading Strategies For Feminist Theory And Science Fiction, Alcena Madeline Davis Rogan
LSU Doctoral Dissertations
Contemporary feminist theory, especially in its more dialectical manifestations, is read in this study as describing a relationship between present and future. In this reading, the work of feminist theory contains a “present;” that is, an articulation of the specific problem or question that it addresses. The work of feminist theory also contains a “future,” either implicit or explicit, and often both. An explicit “future” in feminist theory states a praxis-model or specific call-to-arms that claims political effectuality; claims that its implementation might help to ameliorate, in some way, the status quo of sexual politics. An implicit “future” in feminist …

Agroeconomic Effect Of Soil Solarization On Fall-Planted Lettuce, Julio Eduardo Hasing
LSU Master's Theses
The effects of summer soil solarization on the production and economics of four lettuce cultivars were evaluated in two plantings conducted during the fall growing season of 2001, to determine the feasibility of integrating strip-solarization in plasticulture cropping systems. Soil was solarized for 53 and 34 days for the first and second plantings, respectively, using transparent (T4, T5) and black films (T6) that were kept in place as plastic mulches in raised beds through the fall season. Soil temperatures were recorded at 5 and 10-cm depths at 1-hour intervals during the solarization period. Mulch on T5 was painted black before …

LSU Master's Theses
The city of Lafayette, Louisiana is on the threshold of developing a major transportation artery (the I-49 corridor) that will allow non-stop traffic flow through the city. The southern boundary of Lafayette, which is currently inhabited by industrial based business (oil service companies, storage yards, restaurants, and truck lines), will be intersected by this interstate. The area is not visually pleasing and needs direction to create a setting that reflects the unique personality of Lafayette. In recent years, landscape architects and planners have begun to employ a method of zoning called overlay district landscape ordinances and overlay zoning districts to …

Development And Implementation Of An Occupational Safety And Health Administration Education Program For Healthcare Organizations Including A Plan For Evaluation, Anita L. Huse
Abraham S. Fischler College of Education ETD Archive
Today's healthcare organizations must comply with a myriad of laws, regulations, and other requirements governing the organization, delivery, and reimbursement of health care services (Ziel, 1998, p. 1032). The problem is that loss of educational support in the institutions as a result of cut backs often results in non-compliance with federal regulations. Many healthcare institutions are no longer meeting the Occupational Safety and Health Administration (OSHA) educational requirements (Peck, 1997, p. 20). These healthcare institutions must now outsource to educational consultants to provide programs to address this compliance issue.
The purpose of this project was to develop and implement an …
