Preventing Driving Under The Influence Through Informal Interventions: An Examination Of The Decision Making Processes Common To Potential Dui Offenders, David John Williams

One novel approach to the driving under the influence (DUI) problem is the informal DUI intervention. Informal DUI interventions are any attempts made to prevent an alcohol-impaired individual from driving. The research to date has concentrated on the factors leading individuals to intervene, informally, in a DUI situation. Comparatively little research has investigated the factors leading potential drunk drivers to comply with informal intervention requests.

An interactional arousal/cost-benefit model was used to predict self-reported informal DUI intervention compliance. According to the model, potential DUI offenders' decisions to comply with intervention requests would be influenced by background variables, context variables, intervention …

Drug courts are the most prominent example of a wave of “problem-solving” innovation that has sought to change the way courts operate in this country. Alongside drug courts, domestic violence courts, community courts, family treatment courts, mental health courts, and other specialized courts are using the authority of the judicial branch in new ways—in an effort to improve outcomes for victims, communities, and defendants. The objective of this research is to demonstrate pattern recognition tools such as decision trees (DTs) and neural networks that will improve and automate the design of relay protection functions in electric power systems. Protection functions that will benefit from the research include relay algorithms for high voltage transformer protection (TP) and for high impedance fault (HIF) detection. A methodology, which uses DTs and wavelet analysis to distinguish transformer internal faults from other conditions that are easily mistaken for internal faults, has been developed. Race, Crime And The Pool Of Surplus Criminality: Or Why The "War On Drugs" Was A "War On Blacks", Kenneth B. Nunn

The War on Drugs has had a devastating effect on African American communities nationwide. The concept of the pool of surplus criminality may explain the drug war's focus on African Americans. Faced with a perceived drug problem, White Americans naturally identified African American people as the source of that threat and targeted them for police harassment and penal control. There are ways in which the drug war may be construed as a race war. Kentucky Transportation Center Research Report

I-65 project in downtown Louisville consisted of 27 bridges having approximately 1,493,100 ft2 of steel. The structures had existing coatings that contained lead. The project posed significant operational and public safety and operational constraints due to close proximity of the structures with residences and businesses along the entire route. In 2000, the Central Office Project Design Team developed experimental specifications to abrasive blast and re-paint the bridges. Surface preparation procedures included solvent cleaning, pack rust removal and abrasive blast cleaning. Containment enclosures were employed throughout the project, air monitoring was performed to assure satisfactory containment, and hazardous wastes were collected …

The role of religion in American politics and civil society has drawn significant scholarly focus, but most of the recent attention has fallen on the religious rights political influence and, more recently, on new initiatives to broaden the channeling of social service funding through faith- based organizations. These are important issues, but they exclude another historically important face of religiously-grounded public engagement: religious pressure for deeper political and economic democracy. We examine a widespread contemporary aspect of such engagement, faith-based community organizing (FBCO), through which poor and middle-income religious congregations advance the interests of their members. The Logic Of Scarcity: Idle Spectrum As A First Amendment Violation, Stuart Minor Benjamin

Duke Law Journal

The Supreme Court has distinguished the regulation of radio spectrum from the regulation of printing presses, and applied more lenient scrutiny to the regulation of spectrum, based on its conclusion that the spectrum is unusually scarce. The Court has never confronted an allegation that government actions resulted in unused or underused frequencies, but there is good reason to believe that such government-created idle frequencies exist. Government limits on the number of printing presses almost assuredly would be subject to heightened scrutiny and would not survive such scrutiny.
