Puerto Rico: State Formation In A Colonial Context, Pedro Caban

Latin American, Caribbean, and U.S. Latino Studies Faculty Scholarship

This article examines U.S. Puerto Rico relations during the American century through the prism of the colonial state and identifies eight periods of fundamental political and economic change that altered the conduct of U.S. colonial practice in Puerto Rico. These periods witnessed the emergence, ascendancy and decline of local political coalitions that competed for control of the control state. The coalitions articulated distinct economic projects and pursued different strategies to resolve Puerto Rico's status as an unincorporated territorial possession. Each period was also marked by insular economic restructuring precipitated by shifts in U.S. fiscal policies and changes in the economy, …

The traditional forms of public health law were directly largely toward communicable diseases and other externalities, such as pollution, with negative health impacts. The more modern view treats any health issue as one of public health so long as it effects large numbers of individuals, which would include such matters as obesity and diabetes. Historically, this paper examines the constitutional evolution of the public health principle from the narrower to the broader conception. It then argues that the narrower principle better defines the appropriate scope of coercive government intervention than the broader definition, which could easily authorize those forms of …

Predicting A Passing Outcome On The National Council Licensure Examination For Registered Nurses By Associate Degree Graduates, Patricia M. Collins

This ex-post facto study was conducted to determine whether grades in pre-program science courses, pre-program cumulative grade point average (GPA) and grades in selected nursing theory courses predict pass/fail performance on the National Council Licensure Examination for Registered Nurses (NCLEX-RN) for graduates of an Associate Degree Nursing (ADN) program. A small, rural community college in western Michigan participated in the study. The subjects included 159 graduates, (143 females, 16 males) admitted to the program beginning fall semester 1992 through May 2001. Data was obtained from the college data files. Ground Penetrating Radar: "Pavement Layer Thickness Evaluation", David A. Willett, Brad Rister

Kentucky Transportation Center Research Report

The following report demonstrates the accuracy of using Ground Penetrating Radar (GPR) to determine both the surface layer thickness for asphalt, and concrete pavements. In addition tests were conducted to identify GPR’s repeatability on dry pavements, GPR’s ability to determine pavement layer thicknesses in wet conditions, and an attempt was made to determine the number of actual field cores necessary to accurately post-process radar data into thickness values.

The equipment used to perform these evaluations was Geophysical Survey Systems Inc.’s model SIR 10B with the model 4108 (1 GHz.) air-launched horn antenna.

In a recent article in this law review, William J. Stuntz argues that criminal law in the United States suffers from a political pathology. The incentives of legislators are such that the notorious overcriminalization of American society is deep as well as broad. That is, not only are remote corners of life subject to criminal penalties - such things as tearing tags off mattresses and overworking animals - but now crimes are defined with the express design of easing the way to conviction. The provision of local government services within the urbanizing area of northwest Clackamas County has posed a difficult challenge for a number of years. This report examines the financial aspects of providing urban services to a study area with the following boundaries: the Clackamas County/Multnomah County line to the north, Interstate 205 to the east, highway 224 to the south, and the City of Milwaukie to the west.

Despite the enormous role that Chief Business Officers (CBOs) play in administering the business and financial affairs of American public universities, little research has been conducted on their leadership preparedness. The primary objectives of this study were to assess the self-perceived preparedness of U.S. public university CBOs at the time they assumed their first position in the role, and to determine if specific factors could be associated with their overall preparedness.

Bridges are the most important element in the road network because of, the strategic position a bridge occupies, its direct impact on safety, and its high cost. Therefore, a continuous maintenance and inspection should be performed. During the past years visual inspection has been the primary method of bridge inspection.

Pontis is a comprehensive bridge management system developed as a tool to assist in the challenging task of bridge management.
