This report covers the findings, conclusions, and recommendations of a mission from the Geneva International Centre for Humanitarian Mine Action (GICHD) on behalf of the UNDP-Croatia and the Croatian Mine Action Centre (CROMAC) undertaken from 11-15 November 2002. The purpose of the mission was to assess the relevance and effectiveness of the methods used to develop the pilot County Mine Action Plan (CMAC) in Croatia.

"Shaming" Probation Penalties And The Sexual Offender: A Dangerous Combination, Kenya A. Jenkins

Northern Illinois University Law Review

Sexual offenders are one of the larger problems in the criminal justice system today, particularly with regard to recidivism rates, which are extremely high among sexual offenders. Due to these problems, judges are increasingly imposing 'shaming' probation conditions. Shaming penalties include requiring sex offenders to put signs in their yards and bumper stickers on their cars identifying themselves as convicted sex offenders. This comment examines these shaming penalties in the context of the constitutional issues that they raise, and their effectiveness in rehabilitating the convicted offender and protecting the public. Freedom Is To Confinement As Twilight Is To Dusk: The Unfortunate Logic Of Sexual Predator Statutes, Julia C. Walker

This Law Summary begins with a brief overview of the clinical treatment of sexual predators. The clinical background section enhances the discussion of legislation and jurisprudence because the adjudication of an individual as a sexually violent predator, in many states, involves testimony form medical experts and findings as to the individual’s ability to control his behavior, and, consequently, the likelihood that he will re-offend if he is released. In modern times, a large and growing number of Americans qualify as bona fide residents of two or more locales. These dual residents are subject to local taxes and ordinances and are profoundly affected by policies that concern their second-home community. Yet, in most states, individuals are prohibited from voting in more than one location through voting statutes that equate residence with domicile. Recently, the Second Circuit upheld a New York election law that prevents second-home owners from voting in both of their residential districts. Historical Perspectives On Violence Against Women, Vivian C. Fox

Journal of International Women's Studies

Three great bodies of thought have influenced western society’s views and treatment of women: Judeo-Christian religious ideas, Greek philosophy and the Common Law legal code. All three traditions have, by and large, assumed patriarchy as natural – that is male domination stemming from the view of male superiority. As part of the culture perpetuated by these ideologies, violence towards women was seen as a natural expression of male dominance. This paper contains three main themes.
