UIC John Marshall Journal of Information Technology & Privacy Law

By analyzing two high-profile cybercrime cases, the authors discuss legal and procedural issues involved when gathering evidence across national borders. In US v. Gorshkov, the FBI was asked to investigate a series of intrusions into the computer systems of businesses in the US from Russia. The second incident is when system administrators at the Rom Air Development Center at Griffis Air Force Base in New York discovered hackers had installed password sniffer programs on all system networks. One of the hackers was identified to be a British citizen. The first thing to start a transnational evidence gathering is to determine …

A Digital Free Trade Zone And Necessarily-Regulated Self-Governance For Electronic Commerce: The World Trade Organization, International Law, And Classical Liberalism In Cyberspace, 20 J. Marshall J. Computer & Info. L. 595 (2002), Kristi L. Bergemann

UIC John Marshall Journal of Information Technology & Privacy Law

In the absence of a world government, cross border trade is always subject to rules that must be politically negotiated among nations that are sovereign in their own realm but not outside their borders. The author explores the development of an international trade and e-commerce paradigm in two main phases as the Internet superhighway bridges nations together. She argues that the construction of an international trading framework must strike the appropriate balance between institutional order and norms and the human and business realities of free trade and democracy. She further argues that the balance can be achieved by creating an …

Vietnam’S Antitrust Legislation And Subscription To E-Asean: An End To The Bamboo Firewall Over Internet Regulation, 20 J. Marshall J. Computer & Info. L. 631 (2002), Robert Neil Wilkey

UIC John Marshall Journal of Information Technology & Privacy Law

As a result of an unprecedented congestion of its Internet and mobile phone communications, many technocrats in Vietnam trace such problems to government policy driven by security concerns. Therefore, the author in this article analyzes Vietnam's regulatory response to Internet technology. The author first discusses the historical background of Vietnam's management and regulatory policy over the Internet. He argues that the policy is essentially the result of socialist assumptions of the state's dominant role in the country's economic growth. Under its 1997 decree regarding Internet usage, the General Director of the General Postal Bureau has the exclusive authority and primary …

Content-Based Regulation Of Electronic Media: Indecent Speech On The Internet, 21 J. Marshall J. Computer & Info. L. 19 (2002), Kelly M. Slavitt, Matthew Knorr

UIC John Marshall Journal of Information Technology & Privacy Law

Using an airing of the Victoria Secret fashion show as an example, the author explores the definition of "indecency" in media. She first discusses the how FCC treats indecency in traditional media (radio, broadcast TV and cable). Then, she addresses numerous failed attempts of applying indecency on the Internet. Consequently, she compares and contrasts the different media. Lastly, she suggests a solution in this regard that would likely pass constitutional muster. The FCC can impose fines or prison sentences on radio and broadcasting licensees for "uttering any obscene, indecent or profane language by means of radio communications." As for cable …

The Talking Culture Of Teco: Communication Patterns In A Taiwanese Organization, Li-Li Chin Jan 2002

The Talking Culture Of Teco: Communication Patterns In A Taiwanese Organization, Li-Li Chin

Iowa Journal of Communication

The goals of this study are to (1) explore how organizational members construct and reconstruct their realities through everyday speech, and (2) identify the organizational communication patterns emerging in the Chinese/Taiwanese organization. All the naturally-occurring interactions suggest that the organizational reality of TECO is that of a humanistic and harmonious small society struggling with transition. Traditional and "new" communication patterns are distributed across different contexts of organizational action. Finally, the indigenous data shows that communication patterns of a Chinese/Taiwanese organization such as TECO are not necessarily coincident with those cross-cultural studies that simply adopted Western constructs to test Chinese.

The Privatization Of Water And Water Systems (Chapter 3), Peter H. Gleick, Gary Wolff, Elizabeth L. Chalecki, Rachel Reyes

Political Science Faculty Publications

This chapter examines the global trend toward transferring water supply and management from public to private control. It outlines drivers such as financial pressures, efficiency goals, and ideological shifts, while reviewing diverse privatization models—from service contracts to full concessions. The text highlights potential benefits, including improved infrastructure and capital access, but focuses on significant risks: inequitable access, rising costs, weakened public oversight, loss of water rights, and environmental neglect. Case studies from Argentina, Bolivia, and the United States illustrate both successes and failures. The authors conclude that privatization can only work equitably when guided by strong governance, transparent contracts, public …

Determination Of The Protein Fraction And Presence Of Antibodies In The Seminal Fluid Of Llama (Lama Glama), Francisco Flores Lopes

Theses and Dissertations

At an international level, Bolivia possesses the largest population of llamas followed by Peru. This makes our country a power, in this renewable resource, to create and generate economic development primarily for the quality of llama meat which has nutritional properties superior to other species of animals used for food. The development of the investigation of llamas in our country has not been very far-reaching. In other countries, advances have been made for quite some time, specifically in the area of reproduction, which presents problems in bringing about an intensive repopulation due to the unique characteristics of llama copulation and …

G02-1445 Understanding Vaccines, Dicky D. Griffin, Steve Ensley, David R. Smith, Grant Dewell

University of Nebraska-Lincoln Extension: Historical Materials

This NebGuide explains the basics of vaccine value, the differences between types of vaccines used in animals, and discusses vaccine selection and vaccination program development.

Vaccines are an important part of disease prevention and control. Like insurance, vaccines come at a cost, including the price of the vaccine, labor to administer the vaccine, localized tissue damage from vaccine injections, and increased metabolic demand of the animal causing potential performance loss during the time the animal is developing a proper immune response. The increased metabolic demand can cause the animal to look depressed and therefore may be confused with illness. This …

A Preferred Vision For Administering Elementary Schools : A Reflective Essay, Tonya Englund-Wilkins

Graduate Research Papers

As a principal; the ship should sail toward the direction of becoming a learning community. The community needs to sense the impact schools play on their lives and their future. They also need to find their role when helping to man the ship. After all, the only path to greater academic achievement is the one open to all in which students and teachers travel daily together. If the map is clearly defined and the course is set, collaborative schools can weather any storm.

An Investigation Of Preservice Elementary Teachers' Thinking About Science, William W. Cobern, Cathleen C. Loving

Scientific Literacy and Cultural Studies Project

It is not common to find media reports on the failures of science education; nor uncommon to hear prestigious scientists publicly lament the rise of anti-science attitudes. Given the position elementary teachers have in influencing children, anti-science sentiment amongst them would be a significant concern. Hence, this article reports an investigation where preservice elementary teachers responded to the Thinking about Science survey instrument. This newly developed instrument addresses the broad relationship of science to nine important areas of society and culture and is intended to reveal the extent of views being consistent with or disagreeing with a commonly held worldview …

Terrorist Crime, Taliban Guilt, Western Victims, And International Law, Mark A. Drumbl

Scholarly Articles

On September 11th, 2001, al-Qaeda terrorists attacked the United States and killed approximately 3,000 civilians from 81 countries. Traditionally, international law treats armed attacks differently than criminal attacks. States launch armed attacks against other states; organized insurgency movements having some level of command or political structure also may launch internal armed attacks against state governments. Individuals or groups, on the other hand, initiate criminal attacks. The law responds to criminal attacks through investigation and trial. The law permits states to use force against other states in self-defense to armed attacks. The September 11th attack was a war-like attack undertaken against a …

Guest Editor's Introduction: Leadership For Social Justice, Margaret Grogan

Education Faculty Articles and Research

"I wanted to edit a special issue of the Journal of School Leadership on social justice for two main reasons. First, I was curious to know what my colleagues had in mind when they thought of social justice. What concrete or abstract ideas might be collected under the heading of social justice? Would there be a variety of positions taken and ideologies represented? Would the manuscripts be theoretical or based on empirical research or both? Could social justice be presented in nontraditional forms of writing even in an academic journal? Questions of content and style piqued my interest."
