Phase-Sensitive Detection Electronics For Wavelength Modulation Spectroscopy Experiments, Tyrone Pate Oct 2002

Phase-Sensitive Detection Electronics For Wavelength Modulation Spectroscopy Experiments, Tyrone Pate

Electrical & Computer Engineering Theses & Dissertations

Wavelength modulation spectroscopy (WMS) is a non-intrusive detection technique, which enables the measurement of several parameters such as pressure, concentration, and temperature of a species of interest by analyzing the latter's absorption lineshape profile. The method employs a synchronous modulation and detection apparatus to increase the signal to noise ratio and hence the sensitivity of the measurement. Phase-sensitive detection and demodulation of the signal is performed at the modulation frequency and its harmonics. Research at ODU demonstrates that each particular measurement can be performed optimally at an appropriate harmonic of the modulation frequency. The most suitable harmonic depends on many …

Several For The Price Of One: Right To Aids Treatment As Link To Other Human Rights, Joanne Csete Oct 2002

Several For The Price Of One: Right To Aids Treatment As Link To Other Human Rights, Joanne Csete

Connecticut Journal of International Law

The struggle against the crisis of HIV/AIDS turned a corner in the last year or two with the emergence of a strong and coherent global movement in favor of access to treatment for all persons with the disease. Inequity of treatment access between rich and poor countries has been a feature of the pandemic since use of antiretroviral (ARV) drugs emerged as a standard response to AIDS in wealthy countries in the mid-1990s. It is only more recently that the combination of an active campaign by non-governmental organizations,' the model of a statesponsored program in Brazil that provides generic ARV …

Recurring Beams In Hollow Metal Waveguides: Paraxial Approximation, Lee W. Casperson Oct 2002

Recurring Beams In Hollow Metal Waveguides: Paraxial Approximation, Lee W. Casperson

Electrical and Computer Engineering Faculty Publications and Presentations

For optical and near-optical applications in electromagnetics, the directed propagation of waves in free space and in lenslike media is often in the Cartesian form of Gaussian or more general Hermite-sinusoidal-Gaussian beams. It has been shown that recurring (rather than continuing) forms of such beams are possible in the paraxial approximation for certain hollow metal waveguides, in which multiple reflections from the waveguide walls may occur. Limitations on this recurrence behavior implicit in use of the paraxial approximation are considered here, and estimates are obtained for the maximum propagation distance before the onset of significant distortion of the recurring beams.

The Logic Of Scarcity: Idle Spectrum As A First Amendment Violation, Stuart Minor Benjamin Oct 2002

The Logic Of Scarcity: Idle Spectrum As A First Amendment Violation, Stuart Minor Benjamin

Duke Law Journal

The Supreme Court has distinguished the regulation of radio spectrum from the regulation of printing presses, and applied more lenient scrutiny to the regulation of spectrum, based on its conclusion that the spectrum is unusually scarce. The Court has never confronted an allegation that government actions resulted in unused or underused frequencies, but there is good reason to believe that such government-created idle frequencies exist. Government limits on the number of printing presses almost assuredly would be subject to heightened scrutiny and would not survive such scrutiny. This Article addresses the question whether the scarcity rationale-or any other reasoning-supports distinguishing …

Marbury And Judicial Deference: The Shadow Of Whittington V. Polk And The Maryland Judiciary Battle, Jed Handelsman Shugerman Oct 2002

Marbury And Judicial Deference: The Shadow Of Whittington V. Polk And The Maryland Judiciary Battle, Jed Handelsman Shugerman

Faculty Scholarship

On the 200th anniversary of Whittington and approaching the 200th anniversary of Marbury, this article revisits these two decisions and challenges legal scholars' assumptions that they were such strong precedents for judicial review.5 When one takes into account the broader contexts, both decisions were in fact judicial capitulations to aggressive legislatures and executives. The Maryland General Court asserted its judicial supremacy only in dicta, and the court failed to enforce judicial supremacy when it was legally justified. This article picks apart the court's reasoning step by step, using Whittington to illuminate Marbury and Marbury to illuminate Whittington. …

Participatory Approaches To Program Development And Engaging Youth In Research: The Case Of An Inter-Generational Urban Community Gardening Program, Marianne Krasny, Rebekah Doyle Oct 2002

Participatory Approaches To Program Development And Engaging Youth In Research: The Case Of An Inter-Generational Urban Community Gardening Program, Marianne Krasny, Rebekah Doyle

Journal of Extension

We applied participatory models of program development and research in an inter-generational program whose goal was for youth to document ethnic gardening practices in urban community gardens. Outcomes for educators included professional development and the opportunity to expand their programs to urban audiences, whereas youth learned about gardening, developed positive relationships with elders, and enhanced their academic skills. Developing relationships with youth was an important outcome for gardeners. Through examining what motivates various participants and how they benefit, we may be able to enhance our understanding of how best to work with educators to design a youth participatory research program.

Basic Botany On-Line: A Training Tool For The Master Gardener Program, Ann Marie Vanderzanden, Bob Rost, Rick Eckel Oct 2002

Basic Botany On-Line: A Training Tool For The Master Gardener Program, Ann Marie Vanderzanden, Bob Rost, Rick Eckel

Journal of Extension

A team of educators and Web designers at Oregon State University developed a non-credit, on-line training module for the Oregon Master Gardener program. The project goal was to increase accessibility to the Master Gardener program and is the first step in developing similar modules for other topics covered in the Master Gardener training. The 48 Master Gardener participants felt the module was a useful training tool. They also noted that the convenience of completing the material at their own pace and during a time that fit into their schedule made this type of training tool useful to them.

Forest Landowner Short Courses At Mississippi State University, Andrew J. Londo, Thomas A. Monaghan

Journal of Extension

Extension forestry at Mississippi State University has been providing educational opportunities for forest landowners in Mississippi for more than 70 years. The first forest landowner short course was offered in 1984. Since then, the short course curriculum has grown to include 11 short courses taught throughout the state every year. Since 1987, these short courses have resulted in over 7,000 attendees owning or managing over 2,000,000 acres of forest land and valuing the information they received at over $115,00,000. The short course format described here will combine well with new and emerging technologies such as interactive video, the Internet, and …

Teaching Youth Through 4-H Animal Science Workshops, Clinton P. Rusk, Krisanna Machtmes Oct 2002

Teaching Youth Through 4-H Animal Science Workshops, Clinton P. Rusk, Krisanna Machtmes

Journal of Extension

The Animal Sciences Workshop for Youth is an intensive 3-day training at Purdue University. The goal of the workshop is to educate high school aged youth about animal production practices while stimulating their minds to think about new and improved ways to raise animals. By bringing 4-H youth together with Animal Science professors, the workshop serves to teach and recruit students at the same time. Since 1973, this significant educational program has affected more then 8,000 youth delegates from 11 states and British Columbia. 94% of the delegates attending in 2000 found the workshop to be a positive learning experience.

The Development Of A Multipurpose Trap (The Nzi) For Tsetse And Other Biting Flies, S. Mihok Oct 2002

The Development Of A Multipurpose Trap (The Nzi) For Tsetse And Other Biting Flies, S. Mihok

All Peer-Reviewed Publications

New trap designs for tsetse (Glossinidae), stable flies (Muscidae: Stomoxyinae), and horse flies (Tabanidae) were tested in Kenya to develop a multipurpose trap for biting flies. Many configurations and colour/fabric combinations were compared to a simplified, blue-black triangular trap to identify features of design and materials that result in equitable catches. New designs were tested against conventional traps, with a focus on Glossina pallidipes Austen and G. longipennis Corti, Stomoxys niger Macquart, and Atylotus agrestis (Wiedemann). A simple design based on minimal blue and black rectangular panels, for attraction and contrast, with a trap body consisting of an innovative configuration …
