The past year has been one of repeated shocks to government and the larger society. Terrorist attacks in New York City and Washington, D. C, the burst of the dot.com bubble in the stock market, a wave of corporate scandals, and a slowdown in the economy posed severe problems for officials of all governments in the federal system. The combined effects of the war on terrorism and the economic turmoil forced federal policymakers to create new agencies and to enact new policies. The Internet In India And China, Larry Press, William Foster, Peter Wolcott, William Mchenry

Information Systems and Quantitative Analysis Faculty Publications

This article compares the diffusion of the Internet in China and India. Using a six–dimension framework for characterizing the state of the Internet in a nation, we observe that, while both nations have made significant progress since our last comparison (in 1999), China enjoys a substantial lead over India.

We also examine determinants of Internet diffusion. We find that the Chinese Internet has benefited from economic and trade reform begun in the late 1980s, a strong government commitment to the Internet, complementary human and capital resources, etc. The two nations have very different governments and policies, leading to differing approaches …

This paper describes the results of an exploratory study that culminated in the development of a set of theoretical dimensions for “Corporate IS Sophistication”. These indicators were developed utilizing grounded theory to analyze archival corporate data and data from in-depth interviews with functional IT executives in two Norwegian and one North American firm.

After The Revolution: Being Pragmatic And Functional In Canada's Trial Courts And Courts Of Appeal, William Lahey, Diana Ginn

In a 1998 decision, Pushpanathan v Canada, the Supreme Court of Canada synthesized and revised the previous jurisprudence on "pragmatic and functional analysis" - the approach used since the late 1980's to determine the appropriate standard of deference in substantive review of administrative decision making. The next year, in Baker v. Canada, the Court expanded the reach of the pragmatic and functional analysis by applying it to the exercise of administrative discretion. This paper examines approximately 275 lower court decisions to determine how courts across Canada are responding to and implementing the doctrinal change initiated by the Supreme Court. Patterns …

Breach Of Contract?: The New Economy, Access To Justice And The Ethical Responsibilities Of The Legal Profession, Richard Devlin

In the last several years, there has been a growing awareness within the legal profession that access to justice, that is, to legal advice and representation, is becoming increasingly difficult. Nowhere is this more obvious than in the cuts to legal aid programmes. The author argues that the response of the legal profession is inadequate because it remains trapped in a welfarist paradigm of legal aid that is insensitive to the impact of the new economy and the newly emergent social investment state. The Development Of A Multipurpose Trap (The Nzi) For Tsetse And Other Biting Flies, S. Mihok

New trap designs for tsetse (Glossinidae), stable flies (Muscidae: Stomoxyinae), and horse flies (Tabanidae) were tested in Kenya to develop a multipurpose trap for biting flies. Many configurations and colour/fabric combinations were compared to a simplified, blue-black triangular trap to identify features of design and materials that result in equitable catches. New designs were tested against conventional traps, with a focus on Glossina pallidipes Austen and G. longipennis Corti, Stomoxys niger Macquart, and Atylotus agrestis (Wiedemann). Service In A Cultural Immersion Setting: Student Teachers Evaluate "A Sense Of Community", Susan E. Johnstad

Thesis, Dissertations, Student Creative Activity, and Scholarship

Classroom demographics in K-12 schools in the U.S. show that students of color represent an increased percentage of those enrolled. and that the number of students whose families are in poverty is on the rise. Yet teaching is a profession long dominated by middle-class individuals of European ancestry. The recruitment of teachers from diverse backgrounds is paramount, but teacher education must also prepare new professionals to meet the needs of students whose backgrounds might be different from their own. Cultural immersion and community-based service learning are two strategies for enhancing multicultural education for preservice teachers.

High-Energy Lasers: Technical, Operational, And Policy Issues, Elihu Zimet

Defense Horizons

After more than 30 years of technology development and many billions of dollars in investment, the Department of Defense is poised to operationally deploy its first high-energy laser (HEL) weapon system, the airborne laser. The unique attributes of an HEL—speed-of-light delivery of energy, surgical precision, variable lethality, and multiple target engagement—could significantly alter the balance between offensive and defensive weapons or provide options for nonlethal weapons. On the other hand, the long development period and large outlay of funding to date suggest the significant technical, operational, and policy challenges of fielding such systems.
