The Transformation Of China's Health Care System And Accounting Methods: Current Reforms And Developments, David Chu, Kolleen Rask

This paper is a case study of China’s recent reforms in hospital accounting. We analyze the Chinese health care system in transition to highlight the changing role and nature of accounting services before and after the recent reforms. Prior to reforms, the accounting system provided data solely for government central planning purposes. Reforms were supposed to decentralize hospital decision making, thus signaling a need for a new accounting system that would provide information to managers and resource providers. McGough proceeds with the confidence on the premise that a forensic interview of a child by a member of the prosecutorial team offers many opportunities for compromising the reliability of the child's remembered account. A vast volume of research data now exists that documents the conclusion that the forensic interviewing of children is a very delicate, sophisticated, and high-risk enterprise.

We examine the possible ascent of alkali basalt magma containing 2 wt percent water through a dike and into a horizontal subsurface drift as part of a risk assessment for the proposed high‐level radioactive waste repository beneath Yucca Mountain, Nevada, USA. On intersection of the dike with the low pressure, horizontal drift, the ascending magma will be diverted into the drift. The fragmenting mixture expands down the drift to reach speeds of order 100–300 m/s. After this initial disruptive activity, parts of the repository can be filled with magma within a matter of hours until a pathway is found to …

This Article examines the work of the new complexity or multidimensionality scholars. Most of these scholars are "race-sexuality-gender­class" critics - or scholars whose research introduces sexuality and "queer" theories to the race, gender, and class project initiated by intersectional scholars. This Article seeks to identify concrete points of intervention for multidimensional theorizing. Part II offers an "intellectual history" of the new complexity theories. This section explores the distinctions and similarities among intersectionality literature and the recent contributions of authors in the multidimensionality school. Women, Poverty, Access To Health Care, And The Perils Of Symbolic Reform, Mary Anne Bobinski, Phyllis Griffin Epps

This article looks at health care through gendered eyes. We sift though available data on access to health care, health status, and health treatments to determine whether men and women experience health care differently in the United States. While we do not doubt that overt gender-based discrimination occasionally occurs in health care, this article focuses on the importance of unintended consequences and unconscious bias. We also explore the impact of symbolism about women's roles on the process of health care reform. The results have important implications for policy makers, advocates, and health care providers.

INTRODUCTION: Judges often malign exception making as the erosion of legal rules, yet in the same breath sanction the territory that exceptions have eclipsed to date. Judges may embrace as precedent the course of exceptions that has shaped doctrine so far, but then cite the importance of enforcing common law rules to refuse exceptions that would redress violence against women. This paradoxical stance prompts many feminists to target ignorance of violence in women's lives as the source of judicial resistance to establishing exceptions to rules that prevent recovery for women's harms. The set of standards for the evaluation of National Human Rights Commissions (NHCs) formulated and applied by the UN constitute the dominant conception of an ideal NHC. Virtually every scholar, nongovernmental organization, and governmental body that has commented on the effectiveness of NHCs shares this dominant UN-driven conception of the ideal NHC. However, this dominant conception is significantly limited, and requires fundamental enlargement and revision if the NHCs animated by its vision are to have a significantly increased transformative potential. In this essay I would like to address briefly four issues of importance to local governments raised by the September 11 attack and its aftermath. These issues are the role of local governments in addressing questions of public safety and preparedness; the relations among local governments within a region in responding to terrorism; the role of the federal government in the local response to terrorism; and the implications of September 11 for the structures and functions of local government. In this Lecture I shall discuss the reasons that officials and citizens should rely upon in American politics. In recent years, various theorists have claimed that people in liberal democracies should rely in politics on "public reasons," reasons that are accessible to all citizens. Others have objected that such a counsel is unreasonable, if not incomprehensible. I shall concentrate on two facets of this issue. There is growing awareness that serious, reversible error permeates America’s death penalty system, putting innocent lives at risk, heightening the suffering of victims, leaving killers at large, wasting tax dollars, and failing citizens, the courts and the justice system.

Our June 2000 Report shows how often mistakes occur and how serious it is: 68% of all death verdicts imposed and fully reviewed during the 1973-1995 study period were reversed by courts due to serious errors.

Analyses presented for the first time here reveal that 76% of the reversals at the two appeal stages where data are available for study were …

The participants in the study were administrators, teachers, and students. They were selected from the same school where the researcher conducted the study. In this paper, we argue that market access issues associated with the question of the optimal mandate of the World Trade Organization should be separated from nonmarket access issues. We identify race-to-the-bottom and regulatory-chill concerns as market access issues and suggest that the WTIO should address these concerns. We then describe ways that WTO principles and procedures might be augmented to do so. As for nonmarket access issues, we argue that as a general matter these are best handled outside the WTO, and that, while implicit links might be encouraged, explicit links between the WTO and other labor and environmental …

Polymer−clay nanocomposites of styrene and methyl methacrylate have been prepared by bulk, solution, suspension, and emulsion polymerization as well as by melt blending. Two different organic modifications of montmorillonite have been used:  one contains a styryl monomer on the ammonium ion while the other has no double bond. The organic modification as well as the mode of preparation determines if the material will be exfoliated or intercalated. Exfoliation is more likely to occur if the ammonium ion contains a double bond which can participate in the polymerization reaction, but the mere presence of this double bond is not sufficient to …
