Penalty Enhancement For Hate Crimes: An Economic Analysis, Dhammika Dharmapala, Nuno Garoupa

Economics Working Papers

The issue of bias-motivated crimes has attracted consderable attention in recent years. In this paper, we develop an economic framework to analyze penalty enhancements for bias-motivated crimes. We extend the standard model by introducing two different groups of potential victims of crime, and assume that a potential offender's benefits from a crime depend on the group to which the victim belongs. We begin with the assumption that the harm to an individual victim from a bias-motivated crime is identical to that from an equivalent non-hate crime. In the late 1960s, many people saw a fictional vision of the beginning of the twenty-first century via the movie, 2001: A Space Odyssey. Early in the movie, a lunar expedition uncovers a large, black monolith in the crater Clavius. Although the movie was fictional, and computers have not yet reached HAL's ability to speak and read lips, the lunar crater Clavius does exist and is named after a sixteenth century scholar who was instrumental in introducing mathematics into the university curriculum.

Presents an overview of the second National Incidence Studies of Missing, Abducted, Runaway, and Thrownaway Children (NISMART-2). First in a series summarizing NISMART-2 findings, this Bulletin describes NISMART component surveys and estimating methodology and defines the types of missing child episodes studied: nonfamily abduction (including stereotypical kidnapping); family abduction; runaway/thrownaway; missing involuntary, lost, or injured; and missing benign explanation. The Bulletin also presents national estimates for children classified as caretaker missing and those reported missing to law enforcement or other agencies, by type of episode and by child's age, gender, and race/ethnicity. Variation And Systematics Of The Malayan Snail-Eating Turtle, Malayemys Subtrijuga (Schlegel And Müller, 1844), Timothy R. Brophy

Allometry, sexual dimorphism, and geographic variation were studied in the Malayan snail-eating turtle, Malayemys subtrijuga (Schlegel and Müller, 1844), using regression and discriminant function analyses. Allometry was evident in M. subtrijuga from the Chao Phraya River Basin. Shell shape changed in males as carapace length increased more than shell width and height, whereas females showed proportional changes. This difference in allometric growth yielded sexually dimorphic adults. Females attained larger sizes and had relatively wider and higher shells than males. Discriminant function analysis of shell and head-stripe characters revealed a clear pattern of geographic variation that was consistent with the topography …

Nonfamily Abducted Children: National Estimates And Characteristics., David Finkelhor, Heather Hammer, Andrea J. Sedlack

Presents national estimates of children abducted by nonfamily perpetrators, based on surveys of households and law enforcement agencies. The Bulletin, which is part of a series summarizing findings from the Second National Incidence Studies of Missing, Abducted, Runaway, and Thrownaway Children (NISMART–2), also analyzes characteristics of victims, perpetrators, and episodes. During the study period, an estimated 58,200 children were abducted by nonfamily perpetrators; 115 were victims of stereotypical kidnappings. Teenagers were the most frequent victims. Nearly half of all victims were sexually assaulted. In 40 percent of stereotypical kidnappings, the child was killed; in another 4 percent, the child was …
