Mission To Assess Future Sustainable Options Of The Lao Uxo Trust Fund And The Uxo Lao Mine Action Programme, Robert Keeley, Alison Allcock, Thongdeng Singthilath, Marty Kongsaysy

Global CWD Repository

This report sets out some ideas for scoping the contamination problem in Lao PDR and suggests ways by which priority areas could be identified. This leads to means by which long, medium and short term strategic action plans could be developed and an exit strategy for international assistance established. This report then identifies two options for reconstructuring the UXO program that address stakeholder concerns.

IIMB Management Review

How does one protect intellectual property in an intangible digital economy? Can mere ideas or algorithms be patented? Why is it that software can be patented in some circumstances and not in others? Are we barking up the wrong tree in pursuing patents while most IT technologies are related to standards? Discussing these issues and more are Shamnad Basheer, IT Attorney; T R Madanmohan, Associate Professor, IIMB and S D Sherlekar, Principal Consultant (Embedded Systems) at TCS Bangalore. Computer software, pointed out Shamnad Basheer, can be legally protected by patenting the software, copyrighting the source code and protecting the software …

The Canadian Forum On Civil Justice: Project Evaluation: Final Report, Réjeanne Lalonde Beals Sep 2002

The Canadian Forum On Civil Justice: Project Evaluation: Final Report, Réjeanne Lalonde Beals

Canadian Forum on Civil Justice

The Department of Justice has funded the Canadian Forum on Civil Justice (CFCJ, or the Forum) in its start-up phase, from 1998/99 to 2000/01. The Forum is now seeking funding for its on-going operations. As part of its decision-making process, the Department determined that an evaluation of the Forum’s activities to-date would be desirable. This evaluation was therefore undertaken to determine whether the Forum has added value to the Canadian civil justice community. This report describes the Forum and its activities, and presents answers to the evaluation questions addressed.

The Atp:Co(I)Rrinoid Adenosyltransferase (Coba) Enzyme Of Salmonella Enterica Requires The 2'-Oh Group Of Atp For Function And Yields Inorganic Triphosphate As Its Reaction Byproduct, Maris V. Fonseca, Nicole R. Buan, Alexander R. Horswill, Ivan Rayment, Jorge C. Escalante-Semerena

Department of Biochemistry: Faculty Publications

The specificity of the ATP:corrinoid adenosyltransferase (CobA) enzyme of Salmonella enterica serovar Typhimurium LT2 for its nucleotide substrate was tested using ATP analogs and alternative nucleotide donors. The enzyme showed broad specificity for the nucleotide base and required the 2’-OH group of the ribosyl moiety of ATP for activity. 31P NMR spectroscopy was used to identify inorganic triphosphate (PPPi) as the byproduct of the reaction catalyzed by the CobA enzyme. Cleavage of triphosphate into pyrophosphate and orthophosphate did not occur, indicating that triphosphate cleavage was not required for release of the adenosylcorrinoid product. Triphosphate was a strong …

Svmtrip: A Method To Predict Antigenic Epitopes Using Support Vector Machine To Integrate Tri-Peptide Similarity And Propensity, Bo Yao, Lin Zhang, Shide Liang, Chi Zhang Sep 2002

Svmtrip: A Method To Predict Antigenic Epitopes Using Support Vector Machine To Integrate Tri-Peptide Similarity And Propensity, Bo Yao, Lin Zhang, Shide Liang, Chi Zhang

School of Biological Sciences: Faculty Publications

Identifying protein surface regions preferentially recognizable by antibodies (antigenic epitopes) is at the heart of new immuno-diagnostic reagent discovery and vaccine design, and computational methods for antigenic epitope prediction provide crucial means to serve this purpose. Many linear B-cell epitope prediction methods were developed, such as BepiPred, ABCPred, AAP, BCPred, BayesB, BEOracle/BROracle, and BEST, towards this goal. However, effective immunological research demands more robust performance of the prediction method than what the current algorithms could provide. In this work, a new method to predict linear antigenic epitopes is developed; Support Vector Machine has been utilized by combining the Tri-peptide similarity …

Field Testing And Computer Modeling To Characterize The Energy Impacts Of Air Handler Leakage, Florida Solar Energy Center, James Cummings Sep 2002

Field Testing And Computer Modeling To Characterize The Energy Impacts Of Air Handler Leakage, Florida Solar Energy Center, James Cummings

FSEC Energy Research Center®

In order to determine the impact of air handler location upon heating and cooling energy use, the amount of air leakage which occurs in the air handler cabinet needs to be known. Also, the leakage which occurs at the connections between the air handler cabinet and the return and supply plenums needs to be known as well because these connection leaks would also be located in the attic or any other location.

In order to assess this leakage, testing was performed on a total of 69 air conditioning systems. Thirty systems were tested in the year 2001 under funding from …

Genetic Effective Size Of A Wild Primate Population: Influence Of Current And Historical Demography, Jay F. Storz, Uma Ramakrishnan, Susan C. Alberts Sep 2002

Genetic Effective Size Of A Wild Primate Population: Influence Of Current And Historical Demography, Jay F. Storz, Uma Ramakrishnan, Susan C. Alberts

Jay F. Storz Publications

A comprehensive assessment of the determinants of effective population size (Ne) requires estimates of variance in lifetime reproductive success and past changes in census numbers. For natural populations, such information can be best obtained by combining longitudinal data on individual life histories and genetic marker-based inferences of demographic history. Independent estimates of the variance effective size (NeV, obtained from life-history data) and the inbreeding effective size (NeI, obtained from genetic data) provide a means of disentangling the effects of current and historical demography. The purpose of this study was to assess …

Heterosexual Males: A Group Forgotten By The Profession Of Social Work, Jordan I. Kosberg Sep 2002

Heterosexual Males: A Group Forgotten By The Profession Of Social Work, Jordan I. Kosberg

The Journal of Sociology & Social Welfare

Social work literature has mainly focused upon females and gay males. A search was undertaken of general references to heterosexual males in published social-work authored articles and appearing in book reviews and publishers' ads in two prominent social work journals during the last decade. The conclusion reached was that heterosexual males are seldom discussed and when they are discussed they are portrayed in a very biased manner. It is believed that social workers do not receive necessary preparation for understanding and working with heterosexual males, especially from minority and immigrant groups, who are facing emotional, physical, interpersonal, and family problems. …

The Increase In Incarcerations Among Women And Its Impact On The Grandmother Caregiver: Some Racial Considerations, Dorothy S. Ruiz Sep 2002

The Increase In Incarcerations Among Women And Its Impact On The Grandmother Caregiver: Some Racial Considerations, Dorothy S. Ruiz

The Journal of Sociology & Social Welfare

This article analyzes census data on the increase in incarcerations among women, with specific emphasis on some racial differences. The steady rise in female incarcerations and its impact on grandmothers who are caregivers of their children is the focus of this analysis. The article includes sociodemographic and health characteristics of imprisoned mothers, a review of relevant research, the impact of incarcerations on family caregivers, and implications for research. The rate of female incarceration has increased by 11% per year since 1985. A disproportionally higher number are women of color. Approximately fifty-three percent of the children whose mothers are imprisoned are …

Textualism And War Powers, Michael D. Ramsey Sep 2002

Textualism And War Powers, Michael D. Ramsey

University of Chicago Law Review

This Article explores the eighteenth-century use of the phrase "declare war," with the goal of shedding some light upon the original understanding of the Constitution's Declare War Clause. It finds that "declaring" war in the eighteenth century had a broader meaning than is commonly supposed: Nations could declare war by formal proclamation, but nations could also "declare" by action alone. An armed attack showing an intent to settle differences between nations by force created a state of war between those nations. Launching such an attack, even in the absence of a formal proclamation, was called "declaring" war. As the Article …

Interring The Nondelegation Doctrine, Eric A. Posner, Adrian Vermeule Sep 2002

Interring The Nondelegation Doctrine, Eric A. Posner, Adrian Vermeule

University of Chicago Law Review

A large academic literature discusses the nondelegation doctrine, which is said to bar Congress from enacting excessively broad or excessively discretionary grants of statutory authority to the executive branch or other agents. The bulk of this literature accepts the existence of the doctrine, and argues only about the terms of its application or the competence of the courts to enforce it. In this essay, we argue that there is no such nondelegation doctrine: A statutory grant of authority to the executive branch or other agents never effects a delegation of legislative power. Agents acting within the terms of such a …
