This study reviews the newspaper coverage given during the 2001 Louisiana special legislative session. It was convened to raise additional money to fund teacher pay raises through legislation impacting the state’s gambling tax requirements. The seven markets include Baton Rouge, New Orleans, Lafayette, Lake Charles, Alexandria, Monroe and Shreveport. The session was a “last resort effort” in response to persistent pleas from educators that had elevated into statewide teacher sickouts. In the fall of 2000 the public voted down new taxes to fund their pay raises. The governor charged his administration to come up with a plan to raise teacher’s …

Wetland groundwater hydrology was investigated at different spatial scales to assess the usefulness of the information to coastal managers. Specific objectives were to: (1) review studies related to coastal groundwater discharge, evaluating techniques and identifying controls; (2) understand regional trends in groundwater flow along the U.S. East and Gulf coasts; (3) evaluate the applicability of naturally occurring radioisotopes as indicators of groundwater in a shallow deltaic system; and (4) evaluate groundwater-surface water exchange within Barataria Basin, Louisiana. This research investigated the capability of wetland soils to function as a medium for the degradation of 1,1,2,2-TeCA and its daughter products, and the influence of different hydrogen donors and nutrients on this process. The rate constants calculated for this study, show that removal of 1,1,2,2-TeCA is occurring in the microcosms receiving hydrogen donors as well as the biotic controls. The parent compound was undergoing complete degradation to ethene, which was confirmed by ethene analysis, as well as monitoring the intermediate compounds. The analysis for the degradation products of 1,1,2,2-tetrachloroethene is important in determining the overall potential for successful degradation …

The research presented in this document focuses on the fabrication, characterization and application of microfluidic systems fabricated in poly(methyl methacrylate) (PMMA) with the emphasis focused on the fabrication processing steps. Microfluidic devices were produced in PMMA using X-ray lithography. The fabrication methods investigated were sacrificial mask, polyimide membrane mask and embossing techniques. PMMA microfluidic devices fabricated using X-ray lithography were characterized using scanning electron microscopy (SEM) and optical microscopy, while analytical techniques such as electroosmotic flow determination, separations, and fluorescent microscopy were used to characterize fluid transport in these devices. This Article begins by briefly describing the role of the board both in law and in practice. Part II explores the distinction be- tween consensus and authority as modes of institutional decision- making. As hierarchical institutions, corporations rely far more heavily on authority than on consensus. Yet, at the apex of the hierarchy is a collegial body that functions mainly by consensus.

Arbitrary changes in the Bluebook from one edition to the next have incited a populist rebellion in the form of the Association of Legal Writing Directors' ALWD Citation Manual. This Article traces the causes of the conflict and assesses its likely outcomes. In late October 1950, the People's Republic of China (PRC) committed approximately 260,000 troops to combat in North Korea. The initial Chinese decision to intervene in the Korean conflict was based on a misperception of American commitment to halt communist expansion. American actions seemed to communicate the desire to avoid confrontation. The withdrawal of U.S. troops and the limited equipping and training of the South Korean army implied Washington's lack of interest in the fate of Korea. Among those few hypotheses amenable to falsification by phylogenetic methods concerning the diversification of the Amazonian biota, three can be singled out because of their verifiable predictions: the riverine barrier, the gradient, and the basal trichotomy hypotheses. I used phylogenetic and population genetics methods to reconstruct the diversification history of the genus Xiphorhynchus (aves: Dendrocolaptidae) in Amazonia. Flagtails, members of the Genus Kuhlia, are Indo-Pacific fishes found in marine and freshwater habitats. Known locally as āholehole, they are important food fishes in the Hawaiian Islands and were often used by Hawaiians in traditional ceremonies. Local fishermen have noted the presence of two morphotypes in Hawai'i, although at the beginning of this study only one species, Kuhlia sandvicensis, was identified in the scientific literature. For this dissertation research, morphological and DNA studies of the two morphotypes determined that two species of the genus Kuhlia do exist in Hawai'i. The Mississippi River has undergone at least seven cyclic avulsions during the Holocene epoch. The latest avulsion, down the Atchafalaya River into the Gulf of Mexico, has produced two bayhead deltas prograding into Atchafalaya Bay. The Wax Lake Delta, typical of other Mississippi sub-deltas, has a natural anastomosing channel pattern. In contrast, the Atchafalaya Delta, situated in the eastern side of the Bay, has experienced sporadic and limited growth due to the dredging of a navigation channel below natural depth. A series of experiments were conducted to produce transgenic goats by somatic cell nuclear transfer (NT). In all experiments, donor cells were electrically fused to enucleated metaphase II oocytes, then chemically activated. In a preliminary study to evaluate embryonic development following NT with proliferating or quiescent fibroblast or cumulus cells, significantly more embryos reconstructed with quiescent cumulus cells fused (77%) compared with proliferating cumulus cells (41%), proliferating fibroblasts (36%) or quiescent fibroblasts (37%). Improved development to the eight- to sixteen-cell stage was observed when fibroblast cells were serum starved (serum starved 39% vs. serum fed 15%). However, there was no …

Biotin is an essential growth factor found in all living cells. It functions as a cofactor for a group of coenzymes that catalyze transcarboxylation, decarboxylation, and carboxylation reactions. Acetyl CoA carboxylase catalyzes the first committed and regulated step in fatty acid synthesis in which malonyl CoA is the product. The biotin-dependent enzyme is found in all animals, plants, and bacteria. We studied the kinetic and structural aspects of acetyl CoA carboxylase, and in 1999 we reported the bioactivity and total synthesis of a unique first generation biotin-derived inhibitor of acetyl CoA carboxylase, 1(BP1). The work presented in this dissertation presents new work on polyatomic photoionization. In these investigations, the broad range behavior of both allowed and forbidden vibrational modes in linear triatomic systems were studied to understand mode specific aspects of photoionization. The current study is made possible by the experimental strategy of exploiting high resolution photoelectron spectroscopy and the high brightness of third generation synchrotron radiation sources. The data is taken typically tens of eV’s past the ionization potential. The considerable research examining pay satisfaction over the past thirty years has focused on antecedents and the conceptualization of the construct. Notably little attention has been given to pay satisfaction consequences. This dissertation incorporates organizational justice literature to develop a model of pay satisfaction consequences and then shows the effect of pay satisfaction on job performance, turnover intentions, organizational commitment, and other variables. Two typologies are created to explain the relationship between pay satisfaction dimensions and consequences. This study examines whether institutional investor shareholdings inhibit firm managers from engaging in earnings management practice. It investigates the empirical association between discretion/flexibility available to managers in managing abnormal non-cash working capital accruals and institutional stock ownership for a sample of 386 New York Stock Exchange firms over a period of 8 years, from 1991 through 1998. In urban environments, anthropogenic activity deposits potentially hazardous residuals onto impervious surfaces. To investigate the process of wet-weather constituent transport, twelve rainfall/runoff events collected at an experimental catchment site in Baton Rouge, Louisiana were analyzed for temporal delivery of aggregate constituents (SSC, COD, TDS) as well as dissolved and particulate-bound metal concentrations (Cd, Cu, Pb and Zn). Event mean concentrations for the parameters analyzed often exceeded USEPA discharge limits. Rainfall-runoff events were characterized as either mass-limited or flow-limited. A series of spatially based models of Hawaiian streams and stream fish habitats were developed to aid in the conservation of native fishes. The spatial models focused on the quantification of habitat for native fishes at three levels within a spatial hierarchy. First, at the reach level, the models classified the major geomorphological features of a stream and its watershed to determine the distribution of fish habitat within the different sections of the stream. Branch and tree sap flux density (SFD) was measured to evaluate the effects of thinning, fertilization, and throughfall exclusion treatments on water use by loblolly pine (Pinus taeda L.) trees. Variations in SFD at different radial xylem depths were also examined to improve estimates of tree water use from sap flux density measured in the outer sapwood. This study was conducted in an 18-year-old loblolly pine plantation in central Louisiana in 1999. The results revealed that SFD was higher in the outer xylem than in the inner xylem and large trees had higher SFD than small trees. Thinning increased daily …

This thesis is concerned with André Tardieu, a French politician who had an outstanding career as a journalist and a politician. After the retirement of Prime Minister Raymond Poincaré in 1929, it seemed like Tardieu would be the natural choice as his successor. He was the only leader on the Right. Tardieu formed his first cabinet in November 1929 and proposed an ambitious program for public works projects to improve the country’s infrastructure. In an attempt to increase thrust to weight ratio and efficiency of modern gas turbines, engine designers are always interested in increasing turbine operating temperatures. The benefits are attributed to the fact that higher temperature gases yield a higher energy potential. However, the detrimental effects on the components along the hot gas path can offset the benefits of increasing the operating temperature. Unresolved phylogenetic problems in pyrenomycetes and population structure of an asexual plant pathogen (Discula destructiva) were investigated. Analyses based on DNA sequences of nuclear encoded small and large subunit RNA genes (SSU and LSU nrDNA) and deduced amino acid sequences of a subunit of RNA polymerase II gene (RPB2) indicated that five genera previously considered in Ceratostomataceae of Sordariales were related to Hypocreales. Melanospora (including the type) and a genus of Ceratostomataceae formed a basal clade, but monophyly of the five genera and of the genus Melanospora was rejected. Dimensionless space provides a tool for analyzing the behavior of complex systems described by mathematical relationships. The limited application of dimensionless variables in numerical reservoir simulation and experimental design motivated the development of a complete set of dimensionless scaling groups. Inspectional analysis yielded 8 dimensionless groups completely describing the flow system. Further analysis of fluid interaction reduced the number of dimensionless groups to 7. Age ratio estimates obtained annually by the Cooperative Waterfowl Parts Collection Survey (PCS) serve as important estimates of annual waterfowl recruitment. To determine if age and sex ratios are biased due to repeat sampling of hunters across years, I examined PCS data collected from 1991-2000. Mean seasonal harvest increased with number of consecutive years hunters responded to the PCS. Proportions of juveniles in the mallard (Anas platyrhynchos) harvest and harvest of all species combined decreased with increasing seasonal harvest level. This document presents a pilot study for evaluating the serious artistic merit of unaccompanied solo trumpet literature. The model for use in the study was derived from the efforts of two wind band literature researchers, Acton E. Ostling, Jr. and Jay W. Gilbert. Ostling wrote his dissertation in 1978 and Gilbert replicated and updated the research in 1993. The primary element of the Ostling and Gilbert studies was a carefully defined collection of ten criteria used to evaluate the quality of each work.
