Seldom, if ever, have the power and the purposes of legislation been rendered so impotent.... All that is left today are afew scattered remnants of a once grandiose scheme to nationalize the fundamental rights of the individual.
These words were written fifty years ago by Eugene Gressman, now William Rand Kenan, Jr. Professor Emeritus, University of North Carolina School of Law, as a description of what the courts, primarily the Supreme Court of the United States, had done with the civil rights legislation passed by Congress in the wake of the Civil War. Over half a century ago, the Puerto Rico legislature legalized casino gambling in an effort to promote tourism to the island.' To help ensure that the local population would not overindulge in this particular vice, however, the legislature at the same time provided that "[n]o gambling room shall be permitted to advertise or other- wise offer their facilities to the public of Puerto Rico."' Thirty years later a casino operator challenged the statutory advertising ban and its implementing regulations as violating the freedom of speech guaranteed by the First Amendment. When Should We Prefer Tort Law To Environmental Regulation?, Keith N. Hylton

There are two broad models of regulation: statutory schemes carried out by administrative agencies with the help of public enforcement agents, and highly discretionary common law rules developed over time through litigation. Environmental regulation is dominated by the first model, with relatively little of it done through litigation of tort claims. The reason may be largely historical: tort law has always been viewed as local in design and impact, while environmental law has always had a global aim. But it need not be this way. More than anything, tort law has been flexible, and thus capable of responding to new …

Strengths-based practice is not just about supporting consumers as they identify and use their own positive capacities and assets. It is also about finding community assets which help link the consumer to these potential informal and community supports. For many people—consumers and providers alike—there is a great appeal to the idea of building an individual’s strengths while drawing on the community to build a supportive, individualized network of relationships and involvements. Attributes Of Indiana's 4-H Livestock Judging Program, Clinton P. Rusk, Chad A. Martin, B Allen Talbert, Mark A. Balschweid

This article describes the degree of influence Indiana's 4-H livestock judging program had on developing 10 life skills associated with workforce preparedness, profiles 185 alumni of the 4-H judging program, and documents the beneficial attributes of the judging program by listing qualitative responses from former 4-H livestock judges. The majority (>80%) of the respondents were college-educated men between the ages of 21 and 50. According to the alumni, Indiana's 4-H livestock judging program was highly influential in the development of the following skills: the ability to verbally defend a decision, livestock industry knowledge, oral communication, and decision making.

Biology and Natural History of the Nutria, With Special Reference to Nutria in Louisiana
The nutria or coypu (Myocastor coypus) is a rodent native to South America that has been introduced almost worldwide since the early 1900’s, originally with the intent of fur farming in many cases. The nutria is a large (over 6 kg), semi-aquatic rodent with a voracious appetite and high reproductive potential. Nutria became established in the Louisiana wetlands in the 1930’s. The habitat proved to be ideal and populations exploded, reaching an estimated 20 million animals in less than 20 years. Trapping of nutria …
