Sensor-Assisted Video Mosaicing For Seafloor Mapping, Yuri Rzhanov, Randy G. Cutter Jr., Lloyd C. Huff

Center for Coastal and Ocean Mapping

This paper discusses a proposed processing technique for combining video imagery with auxiliary sensor information. The latter greatly simplifies image processing by reducing complexity of the transformation model. The mosaics produced by this technique are adequate for many applications, in particular habitat mapping. The algorithm is demonstrated through simulations and hardware configuration is described.

Now You See It, Now You Don't: Depublication And Nonpublication Of Opinions Raise Motive Questions, Bennett L. Gershman

The basis for these comments is a decision last year by the Eighth Circuit Court of Appeals in Anastasoff v. United States. The court held that an Eighth Circuit local rule, which authorized nonpublication of opinions and explicitly stated that unpublished opinions were to have no precedential effect, was unconstitutional. The panel, in an opinion by Judge Richard S. Arnold, reasoned that a court rule purporting to confer upon appellate judges an absolute power to decide which decisions would be binding and which would not be binding went well beyond the “judicial power” within the meaning of Article III of …

New England Resource Center for Higher Education Publications

One of higher education’s crowning achievements is that colleges and universities are currently educating many groups of people who have been denied access to this resource in the past. A growing percentage of the new population of students arrives on campus with unique mental health needs, which until now campuses have been largely unprepared to accommodate. This new student profile may be more familiar to Student Affairs’ offices, but the educational implications extend to the whole campus. Members of NERCHE’s Student Affairs Think Tank discussed this topic at one of their meetings and offer the following insights.

Corn Stalk Nitrate Concentration Profile: Implications For The End-Of-Season Stalk Nitrate Test, Wally Wilhelm, Gary E. Varvel, James S. Schepers

The end-of-season corn (Zea maysL.) stalk nitrate-N test was developed as a post-mortem to determine if excessive or insufficient N was available to the corn crop during the latter part of the season. The stalk section specified for the test was very specific, the 20 cm-long section between 15 and 35 cm above the soil. Under production conditions, it may not always be possible to collect this precise stalk section. The objective of this study was to determine how nitrate concentration varied within the stalk from the soil level to the ear node, and how this variation could …

What Constitutes Becoming Experienced In Teaching And Learning?, James C. Field, Margaret A. Macintyre Latta

In this paper, we attempt to address one of the central questions for teachers and teaching: how is it that teachers are able to see and act appropriately in concrete circumstances? To do so, we examine the ontological meaning of experience in teacher education. The discussion is anchored in the concrete particulars of a grade 5 art lesson. Our intent is to show the dynamic processes involved in becoming experienced as a teacher and to draw connections between experience and practical wisdom (phronesis). Thus, we argue that phronesis is not so much a form of knowledge as it is dynamic …
