The International Criminal Court: Issues For Consideration By The United States Senate, Patricia Mcnerney

Law and Contemporary Problems

McNerney states that many in Congress who oppose the International Criminal Court are also some of the stronger advocates of the US speaking out against human rights abuses around the world. Rather than advocating the creation of an international criminal court that attempts to take decision making authority away from governments and invalidate the rule of law, however, they argue that more should be done to facilitate extradition of criminals to stand trial where they are accused.

The Irresolution Of Rome, Ruth Wedgwood

Wedgwood argues that it would be a pity to allow international misjudgment of the long-term security environment to generate a disregard for the constructive tasks of American military power, and fatally hobble shared support for an effective criminal tribunal. American Senators and military leaders--and the American public--will want to see how the International Criminal Court works in practice before considering the possibility of full ratification and formal membership. If this "look-over" period is not safe, the advocates seeking a "war on the court" may win the day.

Microenterprise Lending To Female Entrepreneurs: Sacrificing Economic Growth For Poverty Alleviation?, Michael Kevane, Bruce Wydick

This research compares the performance of female and male entrepreneurs in a microenterprise credit program in Guatemala. Previous research and field practice has suggested that targeting credit at female borrowers allows for more substantial increases in household welfare, but that male entrepreneurs may more aggressively expand enterprises when given access to credit. In this paper, we develop a model that seeks to clarify why we might expect gender differences in economic responses to credit access. In general, our empirical results reveal that gender differences in economic responses to credit access are surprisingly small. However, we find that female entrepreneurs in …

Evolving Tenure Rights And Agricultural Intensification In Southwestern Burkina Faso, Michael Kevane, Leslie C. Gray

Economics

Popular and official representations of the environment in Burkina Faso present soils as fragile and potentially subject to catastrophic collapse in fertility. In the cotton growing zone of southwestern Burkina Faso, researchers and policy makers attribute changes in land cover and land quality to population growth. This paper presents evidence questioning the dominant "population-degradation narrative" as applied to Burkina. We find that farmers are intensifying their production systems. While population has led to land scarcity, farmers are responding to both the resulting uncertainty in land rights and reductions in soil quality by intensifying the production process. This study was designed to investigate the potential relationships between elementary school teachers' perceptions about curriculum content and methods of instruction and teachers' decisions to teach, or not teach, about HIV/AIDS prevention behaviors as part of a required school health education curriculum for students in grades kindergarten through five. The Elementary School Health Education Profile (ESHEP), a teacher self-report survey was used to assess teachers' perceptions about curriculum and methods of instruction. The Ellen Brook Catchment is a key catchment in the overall health of the Swan-Canning estuarine system. It has been identified as a major source of nutrients entering the estuary, exporting an average of approximately 77 t of nitrogen and 26 t of phosphorus per year. It is these nutrients that contribute to the periodic outbreaks of potentially toxic algal blooms in the Swan and Canning Rivers.
