STATE GRAND JURIES. INITIATIVE CONSTITUTIONAL AMENDMENT AND STATUTE. Amends Constitution to create state grand juries separate from county grand juries. Authorizes Chief Justice to impanel a state grand jury upon public interest determination, upon Attorney General’s request, upon voter petition, or as authorized by statute. Adds statutes to create 13 state grand jury districts. Grants state grand juries jurisdiction over: (1) investigations of specified crimes or conduct that cross county lines; (2) criminal misconduct by law enforcement personnel; and (3) incidents wherein a prosecutor or judge stopped a county grand jury investigation in conjunction with payment of money or property. …

Protection Against Ischemia And Reperfusion Injury, Peter R. Oeltgen, Paul D. Bishop, Mark S. Kindy, Juan A. Sanchez

Molecular and Cellular Biochemistry Faculty Patents

A compound and method for using the compound to reduce injury associated with ischemia and reperfusion of mammalian organs such as the heart. The compound may be administered as part of a preconditioning strategy which reduces the extent of injury and improves organ function following cessation and restoration of blood flow. The compound may be used in preparation for planned ischemia or in a prophylactic manner in anticipation of further ischemic events.

Packet Scheduling For Link-Sharing And Quality Of Service Support In Wireless Local Area Networks, Lars Wischhof, John W. Lockwood

The growing deployment of wireless local area networks (WLANs) in corporate environments, the increasing number of wireless Internet service providers and demand for quality of service support create a need for controlled sharing of wireless bandwidth. In this technical report a method for using long-term channel-state information in order to control the sharing of wireless bandwidth is studied. The algorithm enables an opera-tor of a WLAN to equalize the revenue/cost for each customer in the network and to control the link-sharing based on a combination of user-centric and operator-centric fact-tors. By 1974, according to the Association of American Indian Affairs, approximately 25 to 35 percent of all Indian children were separated from their families and placed in foster homes, adoptive homes, or institutions.The Indian Child Welfare Act (ICWA) was passed in 1978 in response to this overwhelming evidence that Native children were being adopted out of tribes at alarming rates. ICWA mandates that tribes and Alaska Native villages have jurisdiction over their child welfare cases, and mandates certain rules when Native children's cases are heard in state courts, including permitting the tribe to intervene in the state case at any …

Method For High Flux Photocatalytic Pollution Control, Ali Raissi, Eric Martin, Nazim Muradov

UCF Patents

A new method for design and scale-up of photocatalytic and thermocatalytic processes is disclosed. The method is based on optimizing photoprocess energetics by decoupling of the process energy efficiency from the DRE for target contaminants. The technique is applicable to both low- and high-flux photoreactor design and scale-up. The low-flux method is based on the implementation of natural biopolymeric and other low-pressure drop media support for titanium dioxide and other band-gap photocatalysts. The high-flux method is based on the implementation of multifunctional metal oxide aerogels and other media in conjunction with a novel rotating fluidized particle bed reactor.
