The transformation of the American health care environment from retrospective fee-for-service to managed care has been both rapid and chaotic. This period of change has been infected by value conflict, evoking unconscious processes in system participants as they have attempted to cope with personally threatening situations. This article attempts to elucidate this process by presenting an account of events and accompanying value conflict as it occurred over time. VCU Today, the University’s first official administrative organ, began as a somewhat irregular monthly publication but moved to a bi-weekly newspaper format in the 1980s. The newspaper changed its name to VCU Voice in 1988 and ten years later it appeared under the title UniverCity News. As it neared the end of its run as a physical newspaper, the publication became simply VCU News. These four publications were essentially the same periodical published under different titles by the Office of University Relations. VCU News appeared online for the first time in 2002.

Journal of International Information Management

A problem exists in the defitiition of information, particularly in its application in management. The problem emerges from the inability of academics and practitioners alike to differentiate adequately between data and information. Our failure to comprehend the concept of information casts doubt on the efficacy of analyses and development of information systems. As evidenced in the literature and surveys, this paper presents a collection of differing emphases in definitions of information. It then sifts for the basics and proposes a definition of managerial information.

Journal of International Information Management

Passwords have been used for many years in the security of computer systems. The password mechanism has not changed in recent years and has several inherent security problems. This paper examines several password problems including sniffers, dictionary and brute force attacks. A specific Department of Defense incident is cited to illustrate a method to thwart sniffers followed by several suggestions intended to increase the security of the password process.

I would like to take a look at how federalism affects foreign relations law in the United States. About ten years ago some scholars began questioning the foreign affairs orthodoxy, what is sometimes referred to as foreign affairs exceptionalism, in U.S. constitutional law.' They came to be known as the revisionist scholars. Three features characterize foreign affairs exceptionalism. The first feature is Executive Branch preeminence in foreign affairs, in contrast to congressional control. The second feature is judicial law making in foreign affairs. Index of Texas Archaeology: Open Access Gray Literature from the Lone Star State

In July, 1998, the Center for Archaeology Research (CAR) at the University of Texas at San Antonio (UTSA) was awarded a contract by the Texas Department of Transportation (TxDOT) for artifact analysis and report composition on archaeological investigations at a Spanish Colonial period site in Karnes County in south Texas. The data for this analysis and interpretation was recovered during 1985 TxDOT excavations at site 41KA26.

Forty-five test units and seven shovel tests were excavated resulting in the recovery of approximately 4000 artifacts including over 1000 peives of animal bone, 445 Native American pottery sherds, 404 pieces of Spanish ceramics, …

Tool characterization and optimization was performed on a Westech Model 372 Polisher. A Rhodes ESM-U pad with a #5 groove with PSA and two slurries: a Rodel Klebosol 1501-50 silica based slurry and a proprietary cerium oxide slurry were utilized. Initial polishing of blanket thermal oxide wafers on the Westech produced %WIWNU greater than 80% using the Klebosol slurry. Following tool calibrations and modifications to machine configurations, %WIWNU dropped to approximately 5%. Characterization studies were performed for Removal Rate vs. Platen RPM and for Removal Rate vs. Down Force. An increase in removal rate was determined with an increase in …
