Living Legitimacy: A New Approach To Good Government In Africa, Ajume H. Wingo

New England Journal of Public Policy

This article argues for the reorientation of African governments from a model that privileges the central or garrison states to one rooted in the living experiences of citizens, such as their economic conditions, fellowship associations, local governments, and community self-reliance. It begins by describing and analyzing in depth an example of a set of moral, political, and social institutions that still work well to make collective decisions that the members of the community consider legitimate and follow without coercion. Pacific Studies

The islands of the Pacific have long attracted escapists and adventurers from abroad. Mostly they have gone to Polynesia, and the bulk of scholarly commen- tary on the topic is concerned with that region. Even so, others have been tempted by Melanesia. Two such expeditions were those of the Percy Edwards and the Sophia Sutherland, which left San Francisco for New Guinea and the Solomons, respectively, in 1897. They involved 116 fortune seekers and were very well publicized at the time but have hitherto escaped the notice of historians. Traditionally, in logic, only unary and binary operations are used as basic ones - e.g., "not", "and", "or" - while the only ternary (and higher order) operations are the operations which come from a combination of unary and binary ones. For the classical logic, with the binary set of truth values {0,1}, the possibility to express an arbitrary operation in terms of unary and binary ones is well known: it follows, e.g., from the well known possibility to express an arbitrary operation in DNF form. Exploration of women's issues in Vietnam strengthens the emerging voice of the "exotic other female" in contemporary international feminist discourse. Any women's movement in Vietnam today must be cast as the revitalization of the Vietnamese woman's collective cultural identity, rather than as a Western imported feminist doctrine. The Vietnamese woman's collective cultural identity is based on the history and cultural folklores of Vietnam, including expressions of feminist ideas in law and literature, and a long history of warfare and collective sufferings, wherein women have been seen as martyrs, national treasures, and laborers in war and in peace. In May 2000, the Supreme Court handed down its decision in Vermont Agency of Natural Resources v. U.S. ex rel. Stevens, a seemingly predictable 11th Amendment case. In upholding the plaintiff's Article III standing to bring that case, however, the Court suggested a theory of "representational standing" that holds the potential to radically transform the entire body of law governing the ability of private citizens to seek, through the federal courts, the vindication of broadly-held public interests.

This research looks at how human trust in an information system is influenced by external safeguards in an Information Warfare (1W) domain. Information systems are relied upon in command and control environments to provide fast and reliable information to the decision-makers. The degree of reliance placed in these systems by the decision-makers suggests a significant level of trust. Understanding this trust relationship and what effects it is the focus of this study. This thesis identifies useful tools and techniques available to aid the Air Force development of a reusable launch vehicle (RLV). These tools are identified by comparing traits found within the Lean Aerospace Initiative, Six Sigma and systems engineering. While identified specifically for the RLV effort, these tools and techniques will be of use to many development programs. Historical perspectives of both RLV development efforts within the Air Force and origins of modern quality teachings are provided to establish a common foundation of knowledge, upon which, further analysis can be conducted. Analysis Of The Effect Of Centralizing Management Of Mobility Readiness Spares Package Assets, Ian R. Hester

Air Force supply doctrine requires the management of large numbers of spare parts in Mobility Readiness Spares Packages (MRSPs). The MRSPs are designed to support deployed aircraft for the first 30 days of a conflict, and can be quite large. When units from several bases deploy to the same operating location, they each bring their full MRSP. This results in a large logistics footprint that may be reduced by taking a system-level approach. This thesis examined the impact of centralized MRSP management on kit size and cost. The Affect Of Varying Arousal Methods Upon Vigilance And Error Detection In An Automated Command And Control Environment, Brent T. Langhals

This study focused on improving vigilance performance through developing methods to arouse subjects to the possibility of errors in a data manipulation information warfare attack. The study suggests that by continuously applying arousal stimuli, subjects would retain initially high vigilance levels thereby avoiding the vigilance decrement phenomenon and improving error detection. The research focused on which methods were the most effective as well the impact of age upon the arousability of the subjects. Further the implications of vigilance and vigilance decrement for correct detections as well as productivity were explored. The study used a simulation experiment to provide a vigilance …
