The First Lady As Formal Advisor To The President: When East (Wing) Meets West (Wing), Maryanne Borrelli
Government and International Relations Faculty Publications
Drawing on archival research, this article examines how the position of the first lady has been formally defined, and how that definition has affected presidential advising by first ladies. Three first ladies-Eleanor Roosevelt, Rosalynn Carter, and Hillary Rodham Clinton-have served in a formal capacity within the executive branch. In each instance, the first lady's appointment, and subsequent exercise of formal and informal power, carried significant implications for our understanding of this position, the presidency, and the political system.

New Voices At Work: Race And Gender Identity Caucuses In The U.S. Labor Movement, Ruben J. Garcia

Recently, scholars have pointed to race and gender identity groups in unions as a source of division within the working class, while other scholars have pointed to them as alternatives to traditional unions and more responsive to issues of race and gender in the workplace. In this Article, Professor Garcia argues that race and gender identity caucuses are neither a source of division in the labor movement today, nor are they viable alternatives to traditional unions. In spite of the National Labor Relations Act's subordination of minority rights to majority rule, this Article finds that women and people of color …

Information on how animals partition their activities and travel among complementary resources, such as breeding or overwintering habitats, is needed for species conservation. In a mountain basin at 2500 m elevation in central Idaho, we studied the habitat use and movement patterns of 736 marked and 87 radio-tagged Columbia spotted frogs (Rana luteiventris) from 1995 to 1998. The goals of this study were to (i) identify and characterize R. luteiventris breeding, summer foraging, and overwintering habitats, (ii) describe the movement patterns of juvenile, male, and female R. luteiventris among these resources, and (iii …

Tightening of the European Union law in the field of the air emission limit values from waste incineration causes necessity for existing and new incineration plants to conform to the standards. It will often involve modernization of the flue gas cleaning system. Proposed in the paper the methodology of evaluation of the combustion gases composition in point of view cleaning difficulty should be useful to this end. The UNLV AAA UPP Director implements the program’s administration using staff from the Harry Reid Center for Environmental Studies (HRC) to ensure that work conducted under the UNLV AAA UPP meets program objectives. The Mine Action Information Center (MAIC) at James Madison University implemented this project to develop a framework for the systematic collection and management of landmine casualty data. The project was premised on the lack of an adequate system for collecting and managing landmine casualty data on a global basis. Data on landmine and UXO casualties is being collected in a systematic manner in some countries, but worldwide, it is not being collected in a comprehensive or consistent manner that allows it to be compared cross-nationally and aggregated globally. This research investigates the closing of a small, rural community school. Even though the community waged a tenacious effort to save their school, it closed anyway. Today, in its place, sits a new, private, community school. This research focuses on the dynamics of that drama. The research design consists of multiple levels of interviews (personal, telephone, and focus group), archival reviews of local newspapers, and analysis of video tapes of the monthly meetings o fthe local school board. Additionally, the community shared with the researcher large boxes of confidential legal documents used in the court proceedings against the county. The …

Our recent studies have shown that co-activation of Gq and Gi proteins by 5-hydroxytryptamine (5-HT) and adrenaline show synergism in human platelet aggregation. This study was conducted to examine the mechanism(s) of synergistic interaction of 5-HT and platelet activating factor (PAF) in human platelets. We show that PAF, but not 5-HT, increased platelet aggregation in a concentration-dependent manner. However, low concentrations of 5-HT (2 microM) potentiated platelet aggregation induced by subthreshold concentration of PAF (40 nM) indicating a synergistic interaction between the two agonists and this synergism was blocked by receptor antagonists to either 5-HT or PAF. 5-HT also potentiated …

The purpose of this study was to analyze the effects of implementing a software program that would allow classroom teachers to post student grades and assignments on the Internet. This study measured the improvement in the grades of the students who used this Internet program. The research was limited to four physical science classes at Camden County Technical Schools (CCTS). Ninety-four students participated in this study. Fifty students were given access to their grades and assignments on the Internet and forty-four students were not given access to their grades and assignments on the Internet. Natural Resource Access And Interracial Associations: Black And White Subsistence Fishing In The Mississippi Delta, Ralph B. Brown, John F. Toth Jr.
Journal of Rural Social Sciences
Using qualitative data gathered over approximately twenty months, we examine how racial divisions between black and white fishers factor into access, harvesting strategies, and use of natural resources in subsistence fishing activities in the Mississippi Delta. Though both races engage in subsistence fishing for many of the same reasons -- a sense of autonomy and economic independence -- clear differences were manifest in their access, harvesting strategies, and utilization of the fish. We document these differences. We conclude that the social relations between white and black subsistence fishers, as they interact with and through the landscape, appear to perpetuate the …

A comparison of labor use by small-scale conventional and sustainable farmers has received little attention from researchers. However, the issue is significant given the growing emphasis being placed on a sustainable farming system, which is considered to require more labor and managerial input compared to the conventional one. This study analyzes labor use of small-scale farmers in Tennessee by classifying them into conventional and sustainable categories. The data were collected using face-to-face interviews of randomly selected farmers. We assess whether traditionally marginalized groups in American society (African-Americans, women, rural dwellers) perceive more constraints to outdoor recreation participation than other groups. A series of logistic regressions are applied to a national recreation survey and used to model the probability that individuals perceive certain constraints to participating in outdoor recreation activities. Twelve constraints related to health, facilities, socioeconomic standing, and other personal factors are examined for both participants and nonparticipants of outdoor recreation. We model the probability that individuals report being constrained in participating in their favorite activities as a function of race, gender, and rural residence. In addition, …

Foucault On The Farm: Producing Swine And Subjects, Mary E. Curran

In this paper, through a discussion of an ongoing conflict about regulation of industrial farming in Kentucky, I use Foucault's (1980a, 1980b, 1991) work on governmentality and power and knowledge to analyze how the power relations embedded within processes of governmentality and knowledge production act to marginalize certain groups while producing new regimes of truth and altering subjectivities. My approach differs from that of current academic research and American mass media reporting of the environmental and social impacts of industrial animal agriculture. Academic literature has largely focused upon either the structural changes resulting from the industrialization of agriculture or on …

This paper documents the organizational strategies of three Alabama community groups that have mobilized against the siting of municipal landfills. All three communities are predominately African-American, rural, and lower-income. The framework of environmental justice is applied to understand common elements of the three communities' experiences. The primary focus, however, is on differences between the cases that brought forward markedly different strategies. The purpose of this paper is to critically examine the different approaches taken by each community, and to identify factors and strategies that were crucial to success or failure from the perspective of landfill opponents. The Probability Of Moose Damage At The Stand Level In Southern Finland, Anneli Jalkanen

The probability of moose damage was studied in sapling stands and young thinning stands in southern Finland. Data from the eighth National Forest Inventory in 1986–92 were used for modelling. The frequency of damage was highest at the height of two to five meters and at the age of ten to twenty years (at the time of measurement). Moose preferred aspen stands the most and least preferred Norway spruce stands. Scots pine and silver birch were also susceptible to damage. Logistic regression models were developed for predicting the probability that moose damage is the most important damaging agent in a …
