Acquisitions By Partially Privitized Firms: The Case Of Deutsche Telekom And Voicestream, J. Gregory Sidak

Federal Communications Law Journal

A recent phenomenon in competition policy is the acquisition of a private firm by an enterprise that is either wholly owned by government or in the midst of privatization. Such an acquisition poses the question of how public ownership may alter the incentives of a firm to engage in anticompetitive conduct. It also prompts one to examine the process by which such altered incentives revert, as the level of government ownership declines, to the same incentives that face purely private firms. Offenders Incarcerated For Crimes Against Juveniles., David Finkelhor, Richard Ormrod

Crimes Against Children Research Center

This study uses data from the 1997 Survey of Inmates in State Correctional Facilities to examine the characteristics of persons incarcerated for victimizing children and youth. This OJJDP Bulletin, part of the Crimes Against Children series, presents a wide range of information pertaining to victimizers of children, including offense characteristics, offender histories, overall trends, and the severity of sentences received by such criminals. Significant differences between offenders incarcerated for crimes against juveniles and offenders imprisoned for crimes against adults are highlighted. Figures and tables illustrate the Survey's major findings.

Mapping Of Cortical Motor Reorganization In Spinal Cord Injury, Leonid Rozhkov

Theses and Dissertations (ETD)

The annual incidence of spinal cord injury (SCI), not including those who die at the scene of the accident, is approximately 10,000 new cases in the United States. SCI, in its best outcome, may partially and temporarily disconnect the spinal cord from the brain. Some neuronal pathways remain intact in most S CI individuals, whose recovery depends on the utilization of the surviving connections. There is a change in the control of voluntary movements of the extremities by the cerebral cortex of the brain following spinal cord injury.

Moving Beyond The Written Comment: Narrowing The Gap Between Response Practice And Research, Jane Fife, Peggy O'Neill

While our field’s response practices have changed dramatically over the past two decades to involve more student comments on their own texts, empirical studies have lagged far behind classroom practices, focusing almost exclusively on teachers’ written comments as texts. By broadening our notion of response—and acknowledging the many and varied ways that teachers respond to student writing as well as the many and varied ways that students influence and interpret those responses—we will be able to narrow the gap between our teaching practices and our research questions.

The rock-dwelling cichlids (mbuna) of Lake Malawi have undergone an explosive evolution, giving rise to an assemblage of 300-500 species within the last one million years. Most widespread mbuna 'species' are characterized by the presence of local endemic populations, differing primarily in coloration and often of uncertain taxonomic rank. The recency and rapidity of speciation within the mbuna have led to difficulties in reconstructing an accurate species-level phylogeny, in turn limiting our ability to elucidate the evolutionary dynamics associated with divergence of coloration and other characters. My essay first takes me into the arena in which science, spirituality, and theology meet. I comment on the enterprise of science and how scientists could well benefit from reciprocal interactions with theologians and religious leaders. Next, I discuss the evolution of social morality and the ways in which various aspects of social play behavior relate to the notion of “behaving fairly.” The contributions of spiritual and religious perspectives are important in our coming to a fuller understanding of the evolution of morality. Although the dangers posed by landmines are particularly acute in the Middle East, responses to the Ottawa Convention are limited. Jordan, Sudan, Tunisia and Qatar are State Parties, and Algeria has signed but not ratified the Ottawa Convention. The lack of signatories in the region reflects the continuing conflict and instability as well as the role that mines play in territorial defense.

In Israel, there is significant support for both the concept and effort to abolish landmines, but security considerations and continued warfare outweigh arguments in favor of accession to the Convention. Israel is active in international cooperative programs to …
