Child Emotional Maltreatment: A 2-Year Study Of Us Army Cases, Linda K. Jellen, James E. Mccarroll, Laurie E. Thayer

Objective: Reports of childhood emotional maltreatment have increased greatly over the past decade. The objective of this research was to determine the types of emotional maltreatment substantiated in a community of US Army families residing temporarily in Germany. Such a description may help to improve the understanding of how a jurisdictional body defines emotional maltreatment in day-to-day practice.
Method: Data were obtained from a review of the minutes of case review committees (CRCs) for 181 cases of child emotional abuse in 1997–1998. We determined the type, number, and severity of incidents, the substantiation rate, and the situations to which children …

This article examines the current state of termination of parental rights (TPR) law, along with the results of an appellate case review, an exploratory project, and an empirical investigation of decision-making related to these cases. Section I begins with an overview of termination of parental rights law. The focus of this section is recent statutory changes in the area, highlighting some key differences between the former and the current law. In Section II, the focus shifts to a review of the foundations for the empirical study. Section III more specifically addresses the main areas that are explored in the empirical …

Is Twenty-Two Months Beyond The Best Interest Of The Child? Asfa's Guidelines For The Termination Of Parental Rights, Katherine A. Hort

Fordham Urban Law Journal

This Note first discusses the legal precedents, child development theories, and policies regarding "reasonable efforts" and parental termination that led to the enactment of ASFA. Next, it examines Illinois's and New York's different responses to ASFA. It also introduces the debate over "congregate care" as an alternative for those children who may never be returned to a parent's care, but whom are unlikely to be adopted. Lastly, it argues that the New York system is more workable than the Illinois system given the complexities of the foster care system. The purpose of this study was to identify and describe from an ecological perspective the characteristics contributing to collaboration, empowerment and effectiveness of federally mandated Ryan White Title I and Title II planning councils and consortia within the State of Florida.

A case study approach within two (2) community health planning partnerships, specifically those related to. HIV/AIDS consortia, was used to gather data over one and a half years. The methodology included a combination of qualitative and quantitative approaches, utilizing documents, administering several survey instruments, observing meetings, and conducting individual interviews. Learning Through Service In A Clinical Setting: The Effect Of Specialization On Social Justice & Skills Training, Antoinette M. Sedillo Lopez

Arguing against the trend toward specialization in clinical legal education, this essay addresses potential limitations of specialized legal clinics in furthering the dual mission of clinical legal education: social justice and skills training. It points out that specialized clinics limit access to justice by leaving the myriad needs of clients partially unmet. They limit students' learning about the complex needs of clients and students' ability to discover broad inequities in the legal system. Specialization makes it more difficult to train students to be creative problem solvers, and affects their professional socialization

The Effectiveness Of Residential Facilities For The Treatment Of Disruptive Behavior Disorders., Michelle Colette Hainesworth

Disruptive Behavior Disorders (DBDs) consist of four categories of syndromes known as Attention Deficit Hyperactivity Disorder (ADHD), Oppositional Defiant Disorder (ODD), Conduct Disorder (CD), and DBD Not Otherwise Specified (NOS). They are the most prevalent disorders in children and adolescents and the most common reason for referral to residential treatment centers (RTC). However, little research exists concerning RTCs efficacy in treating disruptive behavior. The following study attempted to take a comprehensive approach in that it evaluated the effectiveness of an RTC, including the specific treatments that contributed to a positive outcome. This article examines the pertinent legislative and judicial developments of the past year that have effected juvenile law in Virginia. Specifically, this article discusses new laws and amendments passed by the Virginia General Assembly with respect to juvenile delinquency, non-criminal misbehavior, and termination of parental rights. Part IV discusses changes to Title 22.1 of the Virginia Code that affect school disciplinary matters. Part V examines developments in the area of juvenile mental health. This dissertation evaluates a strategy that was developed for equipping church members in the Brandon Seventh-day Adventist Church using the Spiritual Body Building Lessons and an intentional follow-up process. One of the greatest needs of church members is to truly experience body life in the church: having a sense of belonging and a meaningful, significant ministry in which one receives support and encouragement. Spiritual Body Building Groups were designed as a launching pad to equip church members in how to be church as well as how to do church.
