The Incidence And Diversion Of People With Mental Illness In The Kent County Correctional Facility, Marleah Bevelacqua

Masters Theses

Many individuals with mental illness are arrested specifically due to symptoms of their mental illness for charges such as trespassing or disorderly conduct. This study involves several facets of determining an appropriate diversion program for Kent County Correctional Facility to place people in community based treatment programs rather than jail. The quantitative portion of the study was to replicate an earlier study performed in 1994 to determine an accurate number of persons with mental illness incarcerated in the facility. The remainder of the study was more qualitative in nature, studying jail diversion programs in other areas to determine similarities and …

Part I of this piece discusses the origin and development of the abstention doctrine, focusing specifically on the Burford abstention, a kind of abstention particularly salient to institutional reform cases. Part I also illustrates the inconsistencies inherent in the application of the abstention doctrine in its current form. Parts II and …

Research Across Multiple Systems: Probabilistic Population Estimation (Ppe), Diane Haynes, Rebecca Larsen, Shabnam Mehra

Mental Health Law & Policy Faculty Publications

Today, social service administrators are examining client service utilization using cross system analysis, because often a client's needs require accessing governmentfunded services from multiple organizations. One technical problem that arises is that organizations do not share common unique identifiers from which to link one individual’s information together (i.e., system #1 uses Social Security Number (SSN) and system #2 uses Personal Identification Number (PIN)). Different methods have been employed to deal with the issue of working with information across data sets when there is no common unique identifier. Probabilistic Population Estimation (PPE), Caseload Segregation/Integration Ratio (C/SIR), and Probabilistic Population Matching (PPM) …
