Gap Analysis: A Tool For Community Economic Development, Suzette D. Barta, Mike D. Woods
Journal of Extension
The Oklahoma Cooperative Extension Service has responded to a need for reliable retail sales data and analysis through the use of a retail trends report or "gap analysis." This article describes the analysis and the impact of the gap analysis report on the communities that have used it in the last year. Emphasis is placed on describing the methodology. In an attempt to evaluate the usefulness of the information, a survey was conducted among users of the report. The results of the survey indicate that gap analysis has been quite useful to communities actively engaged in economic development.

The goal of this capstone project was to develop the Cycle of Restoration curriculum and implement its contents as part of an action research based investigation that evaluates its effectiveness and usability. The design and implementation of the RON - Cycle of Restoration curriculum was completed as part of a cooperative internship with the Return of the Natives Restoration Education Project and the Bureau of Land Management. The goal of this internship was to explore the environmental science issues associated with invasive plant species, native plant communities, restoration ethics, and to develop an educator resource that would be useful to …

The Invisible Can Or, Gendering Corporate Globalization Trouble: Technological Utopianism And The Language Of Erasure, Marleen S. Barr

In the following, noted science fiction scholar Marleen S. Barr argues for an increased attention to science fiction as a literature of the potentials of globalization, a genre that has largely been marginalized in discussions of the future of a globalized techno-culture. Further, Barr argues for greater attention being paid to feminist utopian fiction which helps to reimagine women's roles in the increasingly complex, and increasingly capitalistic, globalized techno-culture that has continued to marginalize the female body (and consciousness) in much the same way that scholars have denied the possibilities of utopian science fiction.

There are currently more than 36 million people living with HIV/AIDS globally, and in 1999 5.3 million individuals were newly infected with the virus. AIDS activities initiated by nongovernmental organizations (NGOs) have been highly influential on thinking and strategies found within the HIV/AIDS sector. Yet NGOs often experience particular difficulties in increasing the scale of their activities to reach larger numbers of people, to have an impact at levels higher than the community, and to address the broader social determinants of HIV/AIDS. We are facing unprecedented environmental challenges as we enter the new millennium as human choices and practices have repeatedly led to environmental degradation. Increasingly there are individuals and groups seeking to address this environmental crisis and move toward more sustainable patterns of living. But in order to make alternative choices it will be essential to draw upon the wealth and variety of human capabilities.

Environmental Audit Privilege Laws: Stripping The Public's Right To Know, Jennifer Lukas Jackson

This Note argues that because the public places a high premium on its right to know, Congress should enact a federal statute that prohibits a privilege for environmental audits. A federal prohibition on a privilege for environmental audits will make the state statutes unconstitutional under the Supremacy Clause of the United States Constitution. This Note has six parts. Part II provides background on the traditional environmental regulatory regime and the role that the public plays in enforcing environmental statutes. Part III is an analysis of some of the typical state environmental audit privilege laws, including a discussion of the major …

Public Health, Ethics, And Human Rights: A Tribute To The Late Jonathan Mann, Lawrence O. Gostin

The late Jonathan Mann famously theorized that public health, ethics, and human rights are complementary fields motivated by the paramount value of human well-being. He felt that people could not be healthy if governments did not respect their rights and dignity as well as engage in health policies guided by sound ethical values. Nor could people have their rights and dignity if they were not healthy. Mann and his colleagues argued that public health and human rights are integrally connected: Human rights violations adversely affect the community's health, coercive public health policies violate human rights, and advancement of human rights …

Excavation And Interpretation: 42ws126, The Watchman Site, Zion National Park, Utah, Suzanne Beryl Eskenazi
UNLV Retrospective Theses & Dissertations
Excavations at 42Ws126, a Virgin Anasazi site in Zion National Park, Utah, were conducted for three weeks in the summer of 2000 by archaeologists from the Desert Research Institute in Las Vegas, Nevada, along with high school students and teachers from Nevada and southern Utah as part of a public outreach program. The site consists of aboveground and subsurface storage units and hearth features; no evidence for habitation was encountered. The architecture, ceramic, lithic, and ground stone assemblages indicate small-scale, short-term use of the site. Radiocarbon dates from charred material, the presence of both early and later ceramic types, and …

In Search Of The Qualitative Clear Majority: Democratic Experimentalism And The Quebec Secession Reference, Cristie Ford

This article attempts to marry direct democratic deliberation with the enforcement of important constitutional norms in the context of a real-life policy question. The question is the secession of Quebec from Canada. The article argues that a referendum is neither the most legitimate nor the most effective way to address the issue. The debate over Quebec's future must be reoriented by reference to the broad normative framework set out by the Supreme Court of Canada in the Reference Re Secession of Quebec, [1998] 2 S.C.R. 217, combined with a new democratic process.
