Accommodation And Equal Liberty, Lisa Schultz Bressman Mar 2001

Accommodation And Equal Liberty, Lisa Schultz Bressman

Vanderbilt Law School Faculty Publications

How should legislatures respond to requests from religious individuals or institutions for exemptions to generally applicable laws? In Employment Division v. Smith, the Supreme Court held that the Free Exercise Clause does not require legislatures (federal or state) to honor such requests. The question remains whether they should do so on a voluntary basis. This is the problem of permissive accommodation-that is, accommodation of religious liberty as a matter of political discretion rather than constitutional compulsion. Put in the terms of this Symposium, it is the problem of accommodation in the public square. It is not immediately apparent why permissive …

Building Citizenship: How Student Voice In Service-Learning Develops Civic Values, William Morgan, Matthew Streb

Service Learning, General

Objectives. Though many decry the decline in political participation and interest, few academic studies present a clear approach to help reverse these trends. This paper examines the impact of service-learning programs on students’ self-concept, political engagement, and attitudes toward out-groups. Methods. The data come from a pre and post survey given to more than 200 high school students in 10 different schools. We use Huber regression to assess the impact of student voice in the service-learning project on six dependent variables. Results. We show that if students are involved in service-learning projects in which they have a high degree …

Institutionalized Service-Learniing In The 50 States, Kathy Anthes Mar 2001

Institutionalized Service-Learniing In The 50 States, Kathy Anthes

Service Learning, General

Service-learning is a teaching method that combines service to the community with classroom curriculum. Service-learning is more than merely community service. It is a hands-on approach to mastering subject material while fostering civic responsibility. On a programmatic level, service-learning in America is thriving. Through funds from the Corporation for National Service, almost every state has resources and some level of a service-learning program. Although practitioners and other service-learning advocates have long regarded service-learning as a way to increase student achievement and student civic engagement and decrease a host of problems, such as drop-out rates and school crime and violence, there …

Residential Mobility And Youth Well-Being: Research, Policy, And Practice Issues, Edward Scanlon, Kevin Devine Mar 2001

Residential Mobility And Youth Well-Being: Research, Policy, And Practice Issues, Edward Scanlon, Kevin Devine

The Journal of Sociology & Social Welfare

Despite an extensive body of sociological work suggesting that residential mobility reduces child well-being, the subject of relocation has been largely overlooked in social work and social welfare literature. Recent social policies threaten to increase the incidence of moving among low-income families in the United States. This paper reviews theoretical and empirical literature in this area and finds evidence that residential mobility reduces children's academic functioning, and may negatively affect other aspects of child well-being. These effects are especially strong for poor children from single parent families, making this issue of particular relevance for social work. The authors suggest implications …

The Effectiveness And Enforcement Of A Teen Curfew Law, Richard D. Sutphen, Janet Ford

The Journal of Sociology & Social Welfare

This article examines the effect of a teen curfew on juvenile arrest rates and reviews the first year of the curfew's implementation in a city of over 200,000 population. Juvenile arrest rates were compared for three years prior to the curfew's enactment and three years of curfew enforcement. Data related to 377 curfew violations and 83 parent citations issued in 22 police beats during the first year of implementation were analyzed to determine whether the curfew was primarily enforced in areas with serious juvenile crime or targeted low income, minority neighborhoods. Results indicate that the curfew had no effect on …

The Transformation Of Russian Social Policy In The Transition Toward A Market Economy, Isabel Pla Julian Mar 2001

The Transformation Of Russian Social Policy In The Transition Toward A Market Economy, Isabel Pla Julian

The Journal of Sociology & Social Welfare

The last few years have witnessed truly extraordinary events in the formerly communist societies. These countries were characterized by the great importance attached to social policy as opposed to market economy countries with a similar level of economic growth. However, the transition process toward a market economy has set new conditions for the functioning of governing levels and companies, which has affected social policies altogether. On the one hand, economic liberalization has brought about a reduction of the Russian Government's intervention in the economy, particularly in social policy. On the other hand, the privatization of the state company in a …

Neighbor's Knowledge And Reaction To Suspected Child Abuse In An Urban Setting, Gary Paquin, John Schafer, Adam Carle Mar 2001

Neighbor's Knowledge And Reaction To Suspected Child Abuse In An Urban Setting, Gary Paquin, John Schafer, Adam Carle

The Journal of Sociology & Social Welfare

Neighbors are seen as an important source of child abuse prevention and reporting. This article reports the result of a random telephone survey of a large mid-western city (n = 513) which examined the extent to which respondents suspected their neighbors of physical child abuse. Data was also collected on how respondents learned of such physical abuse, what their response to it was, and whether they noticed a difference in the frequency of the abuse after they did or did not respond. In this urban environment, relatively few knew of their neighbors' physical abuse, and those who did learned of …

Accountability Solutions In The Consent Search And Seizure Wasteland, José F. Anderson Mar 2001

Accountability Solutions In The Consent Search And Seizure Wasteland, José F. Anderson

All Faculty Scholarship

The legal and social issues that have emerged out of the doctrine that people in America have a right against unreasonable government instituted searches and seizures have dominated the dialogue and controversy in the American criminal justice system over the last three decades. A large portion of the debate has centered around the controversial exclusionary rule, which frees the sometimes unmistakably guilty because of irregularities in police procedure.

The notion that society suffers when criminals go free because of the constable's blunder has struck a decidedly political note in the discussion over criminal justice reform. Many observers are quick to …

Telling Transitions At The Table: Re-Served Seats Of Higher Learning?, Dorothy Lander Mar 2001

Telling Transitions At The Table: Re-Served Seats Of Higher Learning?, Dorothy Lander

The Qualitative Report

This paper traces the transitions of first year students and other adults of the university as they partake in an intergenerational shared inquiry at a common table. My transformative research invites students, faculty, and staff to attend to (eat) and transform (digest) the moral and political encounters in successive becomings from their speaking positions at a common table. This dialogical partaking of words disrupts the market discourse of student as consumer and re-stories the university as a service organization where all organizational actors are consuming and being consumed. Eating together and telling transitions dissolve boundaries between service and knowledge, between …

Elementary Teachers' Commitment Declines: Antecedents, Processes, And Outcomes, Christine Joffres, Margaret Haughey Mar 2001

Elementary Teachers' Commitment Declines: Antecedents, Processes, And Outcomes, Christine Joffres, Margaret Haughey

The Qualitative Report

This qualitative study examines the organizational, social, and personal factors that may influence elementary teachers' declining commitments. Our findings suggest that when the teachers under study felt unsuccessful, that is, when they experienced low feelings of efficacy and low feelings of community, teachers' commitments' shifted or declined. However, the impact of negative teaching experiences on commitments is far from uniform. Rather the teachers' commitments declined as a function of the teachers' understandings of their perceived failures.

Using A Story-Building Approach To Research Comprehensive Community Initiatives, Lori Messinger Mar 2001

Using A Story-Building Approach To Research Comprehensive Community Initiatives, Lori Messinger

The Qualitative Report

This article is the story of the author's experiences as a researcher-storyteller. She delineates the process used to "build a story" of the planning and development of a rural comprehensive community initiative. In a critically reflective look at this approach to community research, the author describes how she selected the research topic, defined the purposes of the research, selected the methods used in data collection and analysis, and approached the construction process of building the story through literary elements such as plot, scene, and voice. The strengths and pitfalls of this approach and suggestions for future research are discussed.

A Multi-Objective Decision Support Model For The Turkish Armed Forces Personnel Assignment System, Zubeyir Cimen Mar 2001

A Multi-Objective Decision Support Model For The Turkish Armed Forces Personnel Assignment System, Zubeyir Cimen

Theses and Dissertations

The Turkish Armed Forces (TAF) assign more than 25,000 active duty personnel annually. TAF wants to obtain maximum utilization of its personnel by assigning the right person to the right job at the right time, To accomplish this task, decision-makers and personnel assignment staff should consider conflicting multiple objectives that create the widely known problem called "personnel assignment problem". To assist in this complicated task from a quantitative perspective, a preemptive goal programming approach was used to develop an integer programming (IP) model to capture the multiple objectives flexibly and interactively. A realistic size IP problem with random data was …

An Investigation Of The Contracting Officer Career Pyramid, William B. Elyea Mar 2001

An Investigation Of The Contracting Officer Career Pyramid, William B. Elyea

Theses and Dissertations

Air Force contracting officers rely on published guidance to assist in establishing their career objectives. This thesis uses empirical data to evaluate the published Air Force career guidance. The data set is comprised of complete duty histories from all active duty colonels, colonel selects, and general officers in the contracting career field. The guidance implies a career path to an exceptional career but provides no empirical validation. This thesis follows a rigorous procedure to objectively evaluate the Air Force guidance. The guidance is translated into 18 research questions based on its main tenets. Each duty occurrence is categorized by type …

United States Air Force Graduate Degrees From 1990 To 2000: A Comparison, Jonathan G. Downing Mar 2001

United States Air Force Graduate Degrees From 1990 To 2000: A Comparison, Jonathan G. Downing

Theses and Dissertations

Throughout its history, the United States Air Force has been concerned with technical graduate education. In 1947, the Ridenour Report stated the importance and need of Air Force officers with technical graduate degrees. This emphasis has served the Air Force well, but there is concern among senior Air Force leaders that there has been an erosion of these technical skills and graduate education. This research will examine the issues surrounding technical graduate education in the Air Force and will address the possible loss of such technical education. The results of this research provide specific statistical data and analysis on the …

The Effect Of External Safeguards On Human-Information System Trust In An Information Warfare Environment, Gregory S. Fields Mar 2001

The Effect Of External Safeguards On Human-Information System Trust In An Information Warfare Environment, Gregory S. Fields

Theses and Dissertations

This research looks at how human trust in an information system is influenced by external safeguards in an Information Warfare (1W) domain. Information systems are relied upon in command and control environments to provide fast and reliable information to the decision-makers. The degree of reliance placed in these systems by the decision-makers suggests a significant level of trust. Understanding this trust relationship and what effects it is the focus of this study. A model is proposed that predicts behavior associated with human trust in information systems. It is hypothesized that a decision-maker's belief in the effectiveness of external safeguards will …

Gss Technology As A Moderator Of Influence And Perceived Expertise, Kevin V. Thompson Mar 2001

Gss Technology As A Moderator Of Influence And Perceived Expertise, Kevin V. Thompson

Theses and Dissertations

Group Support System (355) research has found this content and process anonymity influence problem solving groups. However, previous studies report mixed results on how OSS technology changes social influence processes and recognition of expertise which affect group performance. This thesis explored content and process anonymity's affect on influence and perceived expertise using three treatments to derive possible explanations for the mixed results found in previous GSS research. The study developed a theoretical model of influence, perceived expertise, and performance. Using structural equation modeling the study tested the relationships between expertise and participation rates, and overall group performance. An experiment was …

A Delphi Expert Assessment Of Professional Certification Programs For Contracting Personnel, Ronald L. Tougaw Jr. Mar 2001

A Delphi Expert Assessment Of Professional Certification Programs For Contracting Personnel, Ronald L. Tougaw Jr.

Theses and Dissertations

This study examined the strategic goals that were the basis for the DoDs implementation of mandatory certification for individuals serving in the contracting career field of the acquisition workforce. The study then went on to enlist panels of contracting experts to assess the extent to which two of the available certification programs meet, or fail to meet, those goals. The research method employed to gather input from experts was a Delphi discussion technique. Two separate panels, one consisting of Air Force civilian employees, the other of Air Force active duty officers, participated in eight Delphi iterations facilitated by the researcher. …

Wordsworth Senex: Review Of The Cornell Wordsworth: Last Poems, 1821-1850, Ed. Jared Curtis, With Associate Eds. April Lea Denny-Ferris And Jillian Heydt-Stevenson., Donald H. Reiman

Documentary Editing: Journal of the Association for Documentary Editing (1979–2011)

The Cornell Wordsworth is one of the most ambitious and, on the whole, one of the most successful multi-volume literary editions of our time. Nearly forty years ago, General Editor Stephen M. Parrish and other senior Wordsworthians conceived the project as a way to rescue the reputation of William Wordsworth (WW) from what they regarded as his mistaken tendency to age his poems as though they were fine wine by repeatedly revising them (some for . nineteen years or more) before he finally released them for publication. An original aim of the Cornell Wordsworth was, therefore, to make available from …
