TRANSPORTATION.ALLOCATION OF PASSENGER VEHICLE SALES AND USE TAXES. INITIATIVE STATUTE. Creates the Traffic Congestion Relief and Safe School Bus Trust Fund. Reallocates certain state revenue from new passenger vehicle sales from General Fund to Trust Fund for transportation, environmental, and safety programs. Allocates portion of these funds for: school bus safety and clean air programs; highway expansion; mass transit improvements including bus purchase, commuter and light rail expansion. Provides funds for environmental enhancement programs and traffic mitigation programs. Allocates money to 45 specific projects. Amphibians have received increased attention in recent years from the scientific community and general public alike. Many populations throughout the world have declined or have been extirpated, often without an apparent cause. Concern about the status of amphibians has translated into a growing interest in systematic and statistically sound monitoring programs. Several extensive efforts to monitor populations of calling amphibians are in place, and more are under development. Necessary for the design of appropriate surveys is an understanding of the behavior, especially vocalization, of the various species, and how it varies by geographic location and environmental conditions. Employee Ownership After Privatization: Governance Institutions And Firm Performance In Romania, John S. Earle, ÁLmos Telegdy

Reports

This paper studies the governance institutions and performance consequences of privatization through management-employee buyout (MEBO) in Romania. Detailed firm-level survey data are used to analyze ownership rights practices concerning voting, dividend payment, and sales of shares, and to study the continued role of the state through restructuring restrictions in the privatization contracts, difficulties in installment payment, and possible renationalization of shares. Comprehensive privatization and registry data are used to estimate the productivity performance of industrial MEBOs, compared with mass transfers to dispersed individuals, sales to domestic and foreign blockholders, and continued ownership by the state. Hanford Radioactivity In Salmon Spawning Grounds, Government Accountability Project, Norm Buske

Government Accountability Project (GAP)

The public has expressed concern that radioactivity from Hanford’s wartime nuclear weapons production might contaminate salmon spawning grounds in the Columbia River. Salmon hatchlings (alevin) grow among the gravels in the riverbed, where they are susceptible to environmental stresses that include toxic chemicals and radioactivity. Some people worry that radioactivity from Hanford will damage the alevin genetically and slowly reduce the strength of the salmon stock.

In 2001, The RadioActivist Campaign (TRAC) found a radioactive fingerprint (europium-152) of old Hanford nuclear waste in 60% of sediments lying under the Hanford Reach and in 7 of 10 major salmon spawning areas. …

People normally perceive environmental law to be a piecemeal of federal laws mostly concerned with terminating pollution from point sources, such as smoke stacks or water pipes. Land use law on the other hand, is normally a local undertaking, often ignoring national or even regional issues. Today’s new breed of environmental problems, such as sprawl, require that different levels of government work together to create a comprehensively planned land use strategy in order to mitigate long-term environmental degradation. Through the use of financial incentives and other tools, larger bodies of government help encourage local governments to take the necessary steps …
