The Death Of Section 504, Ruth Colker Dec 2001

The Death Of Section 504, Ruth Colker

University of Michigan Journal of Law Reform

This Article argues that the passage of the ADA had an unexpected consequence, namely the narrowing of the rights that were understood to exist under Section 504. Section 504 covered two broad areas of the law: the law of employment for individuals employed by entities receiving federal financial assistance and the law of education for students attending primary, secondary or higher education. The effect on the law of employment, which I will discuss in Part II, has been immediate and dramatic. The effect on the law of education, discussed in Part III, cannot yet be fully documented. Recent decisions, however, …

Reforming Disability Nondiscrimination Laws: A Comparative Perspective, Stanley S. Herr Dec 2001

Reforming Disability Nondiscrimination Laws: A Comparative Perspective, Stanley S. Herr

University of Michigan Journal of Law Reform

Comparing the law and policies of other countries concerning disability rights to ours can help us understand how we may strengthen those rights and heighten compliance with nondiscrimination laws. Since it took effect in 1992, the Americans with Disabilities Act (ADA) has been a leading example of such comprehensive legislation on behalf of people with disabilities. Along with the United Nations Standard Rules on Equalization of Opportunities for Persons with Disabilities, the ADA has inspired many countries to develop their own disability nondiscrimination laws and remedial agencies. This process must work in both directions, however, and laws and agencies from …

Image Compression By Wavelet Transform., Panrong Xiao

Electronic Theses and Dissertations

Digital images are widely used in computer applications. Uncompressed digital images require considerable storage capacity and transmission bandwidth. Efficient image compression solutions are becoming more critical with the recent growth of data intensive, multimedia-based web applications.

This thesis studies image compression with wavelet transforms. As a necessary background, the basic concepts of graphical image storage and currently used compression algorithms are discussed. The mathematical properties of several types of wavelets, including Haar, Daubechies, and biorthogonal spline wavelets are covered and the Enbedded Zerotree Wavelet (EZW) coding algorithm is introduced. The last part of the thesis analyzes the compression results to …

Sevilla, Puerto Y Puerta De Las Indias: El Motivo De La Indianización Y Su Papel En Las Comedias Sevillanas De Lope De Vega, Manuel Cornejo Dec 2001

Sevilla, Puerto Y Puerta De Las Indias: El Motivo De La Indianización Y Su Papel En Las Comedias Sevillanas De Lope De Vega, Manuel Cornejo

Teatro: Revista de Estudios Escénicos / A Journal of Theater Studies

Teatro: Revista de Estudios Escénicos / A Journal of Theater Studies

Teatro: Revista de Estudios Escénicos / A Journal of Theater Studies

Lo Peor De Ambos Mundos: Dos Entremeses Americanos De Luis Quiñones De Benavente Y Vicente Suárez De Deza, Héctor Brioso Santos Dec 2001

Lo Peor De Ambos Mundos: Dos Entremeses Americanos De Luis Quiñones De Benavente Y Vicente Suárez De Deza, Héctor Brioso Santos

Teatro: Revista de Estudios Escénicos / A Journal of Theater Studies

La Imagen De Las Indias En El Teatro Breve Del Siglo De Oro, Héctor Urzáiz Tortajada

Teatro: Revista de Estudios Escénicos / A Journal of Theater Studies

Andanzas Americanas De Pedro Ordóñez De Ceballos En Dos Comedias Del Siglo De Oro, Miguel Zugasti Dec 2001

Andanzas Americanas De Pedro Ordóñez De Ceballos En Dos Comedias Del Siglo De Oro, Miguel Zugasti

Teatro: Revista de Estudios Escénicos / A Journal of Theater Studies

Ezra Pound's Comparative Poetics, Naikan Tao Dec 2001

Ezra Pound's Comparative Poetics, Naikan Tao

CLCWeb: Comparative Literature and Culture

In his paper, "Ezra Pound's Comparative Poetics," Naikan Tao concentrates on Pound's theories regarding comparison and examines the significance of his comparative studies to the formulation of his poetics, an aspect that has not been sufficiently investigated. On the basis of Pound's work, Tao observes that the conception of comparison Pound shaped through his comparative studies is the internal principle that governs the presentation of details and particulars, the method Pound advocated as a reader-oriented approach to truth and as an efficient, self-reliant means to avoid others' generalization and discursive presentation. Pound's view of comparison as an epistemological norm -- …

The Effects Of Regional Planning On Suburuban Tokyo Metropolitan Areas, Michael Corbett Dec 2001

The Effects Of Regional Planning On Suburuban Tokyo Metropolitan Areas, Michael Corbett

Master's Projects

In the current economic downturn that Japan is experiencing, there are a number of issues concerning Tokyo suburban areas that face Japanese planners. Among them are the effects of the historical movements of the population into what is now the Tokyo Metropolitan Areah the transfer of power to local governments^; land availability and social problems caused by the changing demographics of an aging Japanese society in those areas. Unfortunately, during the rapid urbanization spurred by necessary development after World War II little thought was given to quality of life issues such as building design or area plans. Instead, emphasis was …

Entropy In Pynchon's "Entropy" And Lefebvre's The Production Of Space, Jason Snart Dec 2001

Entropy In Pynchon's "Entropy" And Lefebvre's The Production Of Space, Jason Snart

CLCWeb: Comparative Literature and Culture

In his paper, "Entropy in Pynchon's 'Entropy' and Lefebvre's The Production of Space," Jason Snart examines Thomas Pynchon's short story "Entropy" for the ways in which it deals with the kinds of disorder(s) associated with entropy as a thermodynamic and informational concept. Those concepts are installed as a framework within which to consider cultural studies work like Henri Lefebfre's thought in his The Production of Space and Ludwig von Bertalanffy's general systems theory and themodynamics: disorder is rendered not as confusion, but rather as a state of potential energy and productivity and Lefebvre's and Bertalanffy's concepts serve to show how …

Europe In America: Grammatology, Legal Studies, And The Politics Of Transmission, Peter Goodrich Dec 2001

Europe In America: Grammatology, Legal Studies, And The Politics Of Transmission, Peter Goodrich

Articles

This Essay begins by analyzing the way American legal theory has failed to adequately address the challenges and insights of grammatology, the philological critique of the language of law initiated with Jacques Derrida's work Of Grammatology. Professor Goodrich traces the form that this failed confrontation took and then outlines how this philological critique ought to inform a study of law. Importantly for Professor Goodrich, the grammatological approach to law provides ways of analyzing not just the written legal text, but also the effects of new media technologies on the law more broadly. The changes in the law brought about by …

A Framework For Multilingual Information Processing, Steven Edward Atkin Dec 2001

A Framework For Multilingual Information Processing, Steven Edward Atkin

Theses and Dissertations

Recent and (continuing) rapid increases in computing power now enable more of humankind's written communication to be represented as digital data. The most recent and obvious changes in multilingual information processing have been the introduction of larger character sets encompassing more writing systems. Yet the very richness of larger collections of characters has made the interpretation and processing of text more difficult. The many competing motivations (satisfying the needs of linguists, computer scientists, and typographers) for standardizing character sets threaten the purpose of information processing: accurate and facile manipulation of data. Existing character sets are constructed without a consistent strategy …

Development Of Instrumentation For The Investigation Of Surface Regeneration For Candle Filters, Sean Patrick Gregory Dec 2001

Development Of Instrumentation For The Investigation Of Surface Regeneration For Candle Filters, Sean Patrick Gregory

Graduate Theses, Dissertations, and Problem Reports (ETD)

Two methods of improving efficiency of coal based power generation are integrated gasification combined-cycle (IGCC) and pressurized fluidized-bed combustion (PFBC). Both of these options require high-temperature gas stream particle cleanup for optimum efficiency. Candle filters in a pressurized vessel have received the greatest amount of attention in dealing with this topic, but problems still persist and there does not seem to be clear-cut answer to the problem. This research is an investigation of the candle filter cleaning process, a process known as surface regeneration.;The objective of this research program has been to develop the instrumentation necessary to investigate the surface …

The web-enabled database of Temple Blackboard logs the adoption date, course ID, and course title for every Blackboard course, unobtrusively, twenty-four hours a day. Temple Blackboard serves as 4 digital approximation of the cumulative recorder pioneered by B. F. Skinner, recording more than 2800 course adoptions across 30 months, in real time. Temple Blackboard course records provide unprecedented quantity and quality …

Enzymatic Deinking Of Flexographic Water-Based Inks, Somporn Chaiarrekij Dec 2001

Enzymatic Deinking Of Flexographic Water-Based Inks, Somporn Chaiarrekij

Masters Theses

Introduction

In recent times, environmental concerns have led to the development of water-based flexographic and rotogravure inks. One of the major concerns for water-based inks is their deinkability. Wash deinking of flexographic water-based ink is much more effective than flotation deinking; however, it has two major disadvantages. It consumes large amounts of water and gives a lower yield than flotation due to the loss of fines and fillers in the effluent (1).

Stakeholder Beliefs, Satisfaction And Assessments Of School Climate After Implementation Of A Year-Round Calendar., Robin Lee Adams Dec 2001

Stakeholder Beliefs, Satisfaction And Assessments Of School Climate After Implementation Of A Year-Round Calendar., Robin Lee Adams

Electronic Theses and Dissertations

Year-Round Schooling (YRS), a calendar or scheduling concept, has become quite common in this country over the past thirty years. Generally schools have adopted YRS scheduling in an effort to: (1) increase efficiency in the operation of the schools and (2) enhance student development and learning.

The University School at East Tennessee State University (ETSU), a public K-12 school located on the ETSU campus, implemented a YRS calendar in the Summer of 1996. Over a period of six years data were collected to assess the effectiveness of YRS at University School. Study participants (students, parents and teachers) were surveyed initially …
