Fair Warning: Preemption And Navigating The Bermuda Triangle Of E-Sign, Ueta, And State Digital Signature Laws, 19 J. Marshall J. Computer & Info. L. 401 (2001), Renard Francois

UIC John Marshall Journal of Information Technology & Privacy Law

Problems with authenticity, integrity, and repudiation can create a barrier for both individuals and businesses using the Internet for transactions and negotiations. To help address these issues, the federal government enacted E-Sign. This statute protects consumers and ensures no signature will be denied legal effect. E-Sign is sometimes in conflict with state adopted statute, UETA. E-Sign has preemption provisions that are inconsistent with the goals of creating legal uniformity. This comment suggests amending E-Sign so that it is clear that any modification to UETA will cause the state’s version of UETA to be completely preempted.

Were Islamic Records Precursors To Accounting Books Based On The Italian Method? A Comment, Christopher Nobes Jan 2001

Were Islamic Records Precursors To Accounting Books Based On The Italian Method? A Comment, Christopher Nobes

Accounting Historians Journal

Some readers might have interpreted Zaid [2000] as claiming that the accounting practices of the Islamic State already used or directly led to double entry. This comment puts Zaid's paper into the context of prior literature and points out that no evidence is offered in that literature or by Zaid to dispute an Italian origin for double entry. Nevertheless, there are clear influences from the Muslim world on some antecedents to Western accounting developments and on some features of pre-double-entry accounting in the West.

Remote Estimation Of Vegetation Fraction In Corn Canopies, D. Rundquist, Anatoly A. Gitelson, D. Derry, J. Ramirez, R. Stark, Galina P. Keydan Jan 2001

Remote Estimation Of Vegetation Fraction In Corn Canopies, D. Rundquist, Anatoly A. Gitelson, D. Derry, J. Ramirez, R. Stark, Galina P. Keydan

School of Natural Resources: Faculty Publications

The aim of the paper was to test two new techniques that make use of channels in the visible range of the spectrum only to estimate vegetation fraction in corn canopies. High spectral resolution radiometers were employed to measure spectral reflectance, and the information content of spectra was investigated. Radiances in spectral channels of MODIS and MERIS were used to calculate Visible Atmospherically Resistant Indices, VARIgreen=(Rgreen- Rred)/(Rgreen+Rred-Rblue) and VARI700=(R700-1.7*Rred+0.7*Rblue)/(R700+2.3*Rred-1.3*Rblue). The indices allowed for estimation …

Effects Of Title I Pre-Kindergarten On Istep+ Scores, Janice Lynne Schroeder Jan 2001

Effects Of Title I Pre-Kindergarten On Istep+ Scores, Janice Lynne Schroeder

All-Inclusive List of Electronic Theses and Dissertations

Researchers, educators, and administrators have intended to improve school achievement for low-income children by providing Title I pre-kindergarten in public schools. It is assumed that third grade low-income children would be more prepared for the Indiana Statewide Testing forEducational Progress (ISTEP+) if they had participated in Title I pre-kindergarten programs. The purpose of this study is to determine whether participation in Title I pre-kindergarten improves the ISTEP+ battery scores of students, and to measure factors that might be related to student achievement. Among the predictors investigated in this study are a program factor (participation in Title I pre-kindergarten) and personal …

An Integrated Spatial Dss For Site Selection For Service Organizations In Developing Countries, Mehdi Beheshtian Jan 2001

An Integrated Spatial Dss For Site Selection For Service Organizations In Developing Countries, Mehdi Beheshtian

Journal of International Information Management

An Integrated Spatial Decision Support System (ISDSS) is developed for finding locations where people can access post offices with minimum travel time between their residences and the post offices and their next destinations. Location-allocation models may be used to determine sites for these transshipment nodes. Due to the nature of traffic and unstructured zoning and all other non-predictable variables, network models may not be applied to find the optimal solution. Instead a gravity model is used to find a solution, which both minimizes the number of post offices and minimizes before-and-after travel times. The result of this system is a …

The Relationship Between Student-Teacher Ratio And Academic Readiness In West Virginia Preschool Programs, Michael A. Smith Jan 2001

The Relationship Between Student-Teacher Ratio And Academic Readiness In West Virginia Preschool Programs, Michael A. Smith

Theses, Dissertations and Capstones

The current study investigated the relationship between student-teacher ratio and academic readiness in West Virginia preschool programs. Data from 47 preschoolers enrolled in 14 Educare programs in West Virginia was examined. Scores from the School Readiness Composite (SRC) of the Bracken Basic Concepts Scale-Revised (BBCS-R) were compared with observed student-teacher ratios. Data analysis yielded a statistically insignificant correlation coefficient of -.061. However, due to limitations inherent in the data set and the abundance of research contradicting these findings, it is unlikely that the data presented here offers an accurate picture of the general relationship between academic readiness and student-teacher ratio.

In Defense Of Realism: It Really Is Commonsense, William W. Cobern, Cathleen C. Loving Jan 2001

In Defense Of Realism: It Really Is Commonsense, William W. Cobern, Cathleen C. Loving

Scientific Literacy and Cultural Studies Project

“What is truth?” Pilot asked Jesus of Nazareth. For many in academe today this question seems quaintly passé. Rejection of “truth” goes hand-in-hand with the rejection of epistemological realism. Educational thought over the last decade has instead been dominated by anti-realist, instrumentalist ideas of two types: first by psychological constructivism and later by social constructivism. Social constructivism subsequently has been pressed to its logical conclusion in the form of relativistic multiculturalism. Proponents of both psychological constructivism and social constructivism value knowledge for its utility and eschew as irrelevant speculation any notion that knowledge is actually about reality. The arguments are …

The Thinking About Science Survey Instrument (Tsso): An Instrument For The Quantitative Study Of Socio-Cultural Sources Of Support And Resistance To Science, William W. Cobern Jan 2001

The Thinking About Science Survey Instrument (Tsso): An Instrument For The Quantitative Study Of Socio-Cultural Sources Of Support And Resistance To Science, William W. Cobern

Scientific Literacy and Cultural Studies Project

Many scientists and science educators are concerned about the public’s ambiguous relationship with science and this public includes elementary teachers. Like many citizens, too many elementary teachers find science disconnected from everyday life and thinking. Science is a “school” subject - not an important part of everyday life. Some may believe that science conflicts with important personal beliefs they hold about other areas of life such as religion and art. Elementary teachers who feel this disconnection with science will at best approach science teaching as something one does if school authorities demand it. Given that we are now promoting constructivist …
