Tree Preservation Ordinances: Sacrificing Private Timber Rights On The Diminutive Altar Of Public Benefits, Brian E. Daughdrill, Kathryn M. Zickert
Mercer Law Review
Georgia is a state dominated by its forests and forest industries. Forests have defined the state since it was settled in the 1730s. Early settlers of the state enjoyed both the bounty provided by Georgia's forests and the use of those forests as they cleared land and built homes. Early forest products, in addition to lumber, included naval stores, "a tar-like substance which was used to caulk the seams of wood ships;" and live oak "knees," curved portions of the tree used as deck supports in wooden ship building. Indeed, Revolutionary War hero Nathaniel Greene, who had vast holdings on …

The Effect Of Contextual-Based Training On Artifact-Based Deception Detection, Elizabeth A. Autrey
The Effect Of Contextual-Based Training On Artifact-Based Deception Detection, Elizabeth A. Autrey
Theses and Dissertations
Air Force dependence on information technology (IT) creates vulnerabilities that it cannot ignore. With global availability of commercial IT and the Internet, the Air Force does not necessarily have the high technological advantage over potential adversaries that it once had. Furthermore, it is possible to directly and covertly manipulate information within information systems, or artifacts, without notice. This directly affects decision makers since the availability and integrity of information is critical. Air Force physical and network security measures taken to protect its information do not guarantee detection of direct information manipulation. This leaves it to information artifact users to detect …
Spectral And Temporal Characterization Of High Temperature Events, William F. Bagby
Spectral And Temporal Characterization Of High Temperature Events, William F. Bagby
Theses and Dissertations
The remote observations of the temporal and spectral characteristics of the infrared (IR) emissions from exploding ordnance have been correlated with explosion conditions. A Bomem MR-154 Fourier Transform Interferometer with two detectors, InSb and HgCdTe, was used to record spectra in the 1.3 - 20 micrometers range. Data was collected at spectral resolutions of 16/cm and 4/cm, and temporal resolutions of 0.045 sand 0.123 5, respectively. The data files range in size from 900 Kilobytes to several Megabytes. These are reduced to 2-dimensional representations of temporal features that are less than 100 Kilobytes. The data analysis indicates the possibility of …
The Distributer's Three-Dimensional Pallet-Packing Problem: A Human Intelligence-Based Heuristic Approach, Erhan Baltacioglu
The Distributer's Three-Dimensional Pallet-Packing Problem: A Human Intelligence-Based Heuristic Approach, Erhan Baltacioglu
Theses and Dissertations
The Distributor's Pallet Packing Problem is to load a set of distinct boxes with given dimensions on pallets or in containers to maximize volume utilization. This problem is still in its early stages of research, but there is a high level of interest in developing effective models to solve this NP-hard problem to reduce the time, energy and other resources spent in packing pallets. In its search to improve operations, the Air Force is also making an effort to solve this problem. Building an analytical model and developing a genetic algorithm approach have been tried, but the problem needs more …
The Use Of Systems Engineering Processes And Tools To Develop A System Dynamic Simulation Model Of Engineering Support During The Development Phase Of An Acquisition Program, Jason E. Bartolomei
The Use Of Systems Engineering Processes And Tools To Develop A System Dynamic Simulation Model Of Engineering Support During The Development Phase Of An Acquisition Program, Jason E. Bartolomei
Theses and Dissertations
Due to the increase of system complexity and the existing draw down of manpower allocations, today's acquisitions environment desperately needs a systems approach to decision making. Many studies have been performed to model the entire government acquisition environment. Due to the high degree of aggregation, front line decision-makers have had no use for the information these models provide. This research focuses on the Air Force's largest functional support element in aircraft systems development, engineering. I will only consider one phase of the government acquisition cycle the Engineering, Manufacturing, and Development (EMD). This is the development cycle, which begins with initial …
Modeling Information Assurance, Joseph E. Beauregard
Modeling Information Assurance, Joseph E. Beauregard
Theses and Dissertations
The ever-increasing speed of information systems allows decision-makers around the world to gather, process, and disseminate information almost instantaneously. However, with this benefit there comes a price. Information is valuable and therefore a target to those who do not have it or wish to destroy it. The Internet has allowed information to flow freely, but it has also made information vulnerable to many forms of corruption. The U. S. military controls much of the world's most sensitive information, and since it cannot sacrifice losing the speed at which this information is currently processed and disseminated, it must find a way …
A Process For Vectoring Offensive Information Warfare As A Primary Weapon Option Within The United States Air Force, Sheila G. Bennett
A Process For Vectoring Offensive Information Warfare As A Primary Weapon Option Within The United States Air Force, Sheila G. Bennett
Theses and Dissertations
Consistently and comprehensively using Information Operations (IO) capabilities as primary weapon option within the Air Force is the next step to operationalizing IO within the Air Force. Doctrine and official guidance has set the variables of mission and concepts of operations, organizational structure, and IW players in place. The missing variable to operationalizing IO and probably the most difficult is the 'how' or process of the equation. This research will introduce a useable process that can be incorporated within the Air Force for integrating offensive IW activities into the current and given environment. The process is the basis for further …

Photoluminescence Of Single Quantum Well Structures In Gallium Arsenide, Christian A. Bartholomew
Theses and Dissertations
The continued development of state-of the-art semiconductor technologies and devices by the United States Air Force and the Department of Defense requires accurate and efficient techniques to evaluate and model these new materials. Of particular interest to the Air Force are quantum well structures which can be used for small-scale laser sources in fly-by-light applications, as efficient infrared countermeasures to heat-seeking missiles, or as advanced seekers in optically guided missiles. This thesis provides the initial experimental procedures and data necessary to begin producing accurate yet robust models. Although carrier effective masses could not be evaluated using hot-electron photoluminescence, photoluminescence excitation …
The Calibration Of Bistatic Radar Cross Section Measurements, Christopher J. Bradley
The Calibration Of Bistatic Radar Cross Section Measurements, Christopher J. Bradley
Theses and Dissertations
Recent advances in signal processing and remote sensing have highlighted the importance of bistatic radar systems for the purposes of environmental monitoring, surveillance, and tracking radar. The calibration of such systems has been problematic-much more so than similar monostatic systems, primarily as a result of the lack of reference objects suitable for calibrating at any given bistatic angle. This research deals with the problems of calibrating full-polarimetric laboratory-environment bistatic radar systems, including the lack of suitable calibration targets and procedures, and operational considerations such as alignment and mounting. Several popular bistatic calibration techniques are classified, evaluated, and comparisons are made …
Estimation Of Relative Satellite Formation Elements In Near Circular Orbits, Ralph E. Bordner Iii
Estimation Of Relative Satellite Formation Elements In Near Circular Orbits, Ralph E. Bordner Iii
Theses and Dissertations
Precise relative position determination of satellite formation elements in near circular orbits is the focus of this thesis. A Bayes filter is used for the estimator with the dynamics solution obtained by solving the time periodic, linearized system via Floquet theory. This approach is similar to that of the traditional Clohessy-Wiltshire treatment, however much more of the system's behavior is retained by using a linear, time periodic system. The dynamics model includes all zonal harmonics of the Earth as well as sectoral, tesseral, and air drag perturbations. The filter algorithm was fed three types of simulated measurements: relative Carrier-Phases Differential …
A Semantic Interface To Scenario Component Reuse In Dod Simulation Systems, Lawrence A. Breighner
A Semantic Interface To Scenario Component Reuse In Dod Simulation Systems, Lawrence A. Breighner
Theses and Dissertations
The Department of Defense utilizes various simulation systems to model employment of forces and weapons systems in operational environments. The data files that model these environments and weapons systems are extremely large and complex, and require many person-hours to develop. Compounding the problem, these data files are distributed across multiple systems in a heterogeneous environment. Currently, there is no automated means of identifying and retrieving reusable portions of these files for reuse in a new scenario under development. This work develops a multi-agent system that catalogs the files, and provides the user with a means of identifying and retrieving reusable …

Theses and Dissertations
Modern Times' bring change in all areas of life. Even the rate of change has changed, and is still changing to increase it's enormous speed even more. Newer and more challenging questions face the military analysts everyday putting a question mark at the end of their last answer. Recently, the question of how to structure a robust air force to meet the requirements of competing, uncertain future scenarios has been keeping them busy. The new world order does not tolerate only being able to respond to a single scenario anymore, which once was considered a hard problem. Who knows what …
Image Registration Using Redundant Wavelet Transforms, Richard K. Brown
Image Registration Using Redundant Wavelet Transforms, Richard K. Brown
Theses and Dissertations
Imagery is collected much faster and in significantly greater quantities today compared to a few years ago. Accurate registration of this imagery is vital for comparing the similarities and differences between multiple images. Since human analysis is tedious and error prone for large data sets, we require an automatic, efficient, robust, and accurate method to register images. Wavelet transforms have proven useful for a variety of signal and image processing tasks, including image registration. In our research, we present a fundamentally new wavelet-based registration algorithm utilizing redundant transforms and a masking process to suppress the adverse effects of noise and …
Effects Of Alternative Performance Criteria Upon Composition Of Air Transportable Spare Parts Kits, Murat V. Buyukacar
Effects Of Alternative Performance Criteria Upon Composition Of Air Transportable Spare Parts Kits, Murat V. Buyukacar
Theses and Dissertations
Airlift capacity is a definitive factor in the success of large-scale military operations. History proves that the demand for airlift soon exceeds its capacity during simultaneous deployment of forces. Therefore good solutions to the airlift capacity problem are important. This thesis contributes to the resolution of this problem by seeking ways to reduce readiness spare parts packages (RSPs) deployed for Air Force squadrons through addition of airlift criteria into the RSP selection process. We find that item cost, weight, and volume are three important criteria for RSP computations. We then offer a method for implementing these three criteria in the …
A Quantitative Decision Support Model To Aid Selection Of Combat Aircraft Force Mixes For Contingency Deployment, Paul G. Filcek
A Quantitative Decision Support Model To Aid Selection Of Combat Aircraft Force Mixes For Contingency Deployment, Paul G. Filcek
Theses and Dissertations
Selection of combat aircraft during crisis action planning can be of critical importance. In determining the value of force mixes, it is proposed that one can evaluate extrinsic and intrinsic value separately. Intrinsic value is the designed capability of a weapons platform to accomplish a specified aerospace mission. Extrinsic value is the expected appropriateness of such platforms, given the environmental characteristics in which they must operate. This research develops a decision support tool for planners in determining the extrinsic value of force mixes, which then expedites the selection of best overall force mixes. The research included: content analysis of official …

Predicting Software Development Cost For Command And Control Systems, Anthony W. Fife
Predicting Software Development Cost For Command And Control Systems, Anthony W. Fife
Theses and Dissertations
In the past, the Department of Defense (DoD) has relied upon commercial software estimating tools. However, these tools are somewhat unreliable when it comes to estimating military systems, particularly Command and Control Systems. The purpose of this study was to develop a parametric model using linear regression to estimate software development costs for DoD Command and Control systems. The developed model is unique in a few ways. First, the model is derived from Department of Defense command and control data. Second, while traditional models require volumes of variables to create estimates, the developed model only requires a few key variables …
Numerical Study Of Optical Delay In Semiconductor Multilayer Distributed Bragg Reflector And Tunable Microcavity Structures, Michael I. K. Etan
Numerical Study Of Optical Delay In Semiconductor Multilayer Distributed Bragg Reflector And Tunable Microcavity Structures, Michael I. K. Etan
Theses and Dissertations
The Air Force has a growing need for the greater bandwidth, speed, and flexibility offered by optical communication links. Future space systems and airborne platforms will most likely use optical signals for efficient power transmission and to minimize the possibility of spoofing and eavesdropping. Tunable optical delays play an important role in the implementation of free space optical communication links. The primary challenge in implementing these systems is the active maintenance of coherent wave fronts across the system's optical aperture. For space applications, this aperture may he hundreds of meters in diameter. Spatial segmentation of a large aperture into smaller …

United States Air Force Graduate Degrees From 1990 To 2000: A Comparison, Jonathan G. Downing
Theses and Dissertations
Throughout its history, the United States Air Force has been concerned with technical graduate education. In 1947, the Ridenour Report stated the importance and need of Air Force officers with technical graduate degrees. This emphasis has served the Air Force well, but there is concern among senior Air Force leaders that there has been an erosion of these technical skills and graduate education. This research will examine the issues surrounding technical graduate education in the Air Force and will address the possible loss of such technical education. The results of this research provide specific statistical data and analysis on the …
Electronic Quenching Of The A(0+U) State Of Bi2, Joseph L. Cox
Electronic Quenching Of The A(0+U) State Of Bi2, Joseph L. Cox
Theses and Dissertations
Temporally-resolved laser induced fluorescence ofhigh vibrational levels in Bi2 A(0+u) above and below the predissociation limit of v'=22 were investigated by observing total fluorescence from a wavelength tunable, pulsed dye laser. Electronic quenching ofBi2 A(0+u) by five collision partners (Ne, Ar, Kr, Xe, N2) was examined for four vibrational levels (v'=22,23,24,25). Electronic quenching by a sixth collision partner (He) was examined for eight vibrational levels (v'=18 through 25). The quenching from stable vibrational levels (v'≤22) was independent ofvibrational quantum number. A significant increase in quenching occurs for the predissociated level …
Analyzing The Effects Of Meteorology On Radar Measured Index Of Refraction Structure Parameter, Jeffrey W. Budai
Analyzing The Effects Of Meteorology On Radar Measured Index Of Refraction Structure Parameter, Jeffrey W. Budai
Theses and Dissertations
Forecasting optical turbulence is essential for the Air Force's Airborne Laser program to optimize placement of aircraft. To find bow meteorology affects Cn2, the intensity of turbulence in the index of refraction, case studies of synoptically interesting times are first chosen. Correlation coefficients are then computed between radar measured Cn2 and meteorological quantities. The potential for mechanically turbulent activity is looked at. In the analysis of this work, six meteorological features were found likely to affect Cn2. Two features associated with affecting potential refractivity, and thus Cn2, are jets …
Routing Unmanned Aerial Vehicles While Considering General Restricted Operating Zones, Darin T. Brown
Routing Unmanned Aerial Vehicles While Considering General Restricted Operating Zones, Darin T. Brown
Theses and Dissertations
U.S. military forces employ unmanned aerial vehicles (UAVs) to conduct intelligence-gathering missions worldwide. For a typical mission, commanders may task UAV operators to gather imagery on 100 or more sites or targets. UAV operators must quickly prepare mission plans that meet the needs of their commanders while dealing with real-world constraints such as time windows, site priorities, imagery requirements, UAVs with different capabilities (i.e. imagery equipment, speed, and range), and UAVs departing from different bases. Previous AFIT research provided the UAV Battlelab with a tool, AFIT Router, for generating high-quality routes to aid mission planning. This research enhances the AFIT …
A Radial Basis Function Neural Network Approach To Two-Color Infrared Missile Detection, Kin-Weng Chan
A Radial Basis Function Neural Network Approach To Two-Color Infrared Missile Detection, Kin-Weng Chan
Theses and Dissertations
Multicolor infrared imaging missile-warning systems require real-time detection techniques that can process the wide instantaneous field of regard of focal plane array sensors with a low false alarm rate. Current technology applies classical statistical methods to this problem and ignores neural network techniques. Thus the research reported here is novel in that it investigates the use of radial basis function (RBF) neural networks to detect sub-pixel missile signatures. An RBF neural network is designed and trained to detect targets in two-color infrared imagery using a recently developed regression tree algorithm. Features are calculated for 3 by 3 pixel sub-images in …
Optimization Of Palladium-Catalyzed In Situ Destruction Of Trichloroethylene-Contaminated Groundwater Using A Genetic Algorithm, Manuel Fernandez
Optimization Of Palladium-Catalyzed In Situ Destruction Of Trichloroethylene-Contaminated Groundwater Using A Genetic Algorithm, Manuel Fernandez
Theses and Dissertations
Conventional technologies for the treatment of groundwater contaminated with chlorinated solvents have limitations that have motivated development of innovative technologies. One such technology currently under development involves using palladium-on-alumina (Pd/Al) as a catalyst to promote dechlorination. Pd/Al catalyst may be used in-well as part of a re-circulating horizontal flow treatment well (HFTW) system. An HFTW system involves two or more dual-screened wells, with in-well reactors, to capture and treat contaminated groundwater without the need to pump the water to the surface. In this study, objective and fitness functions, based on system costs and TCE concentration requirements, were developed to optimize …

Atmospheric Conditions Associated With Lightning During Snow And Ice Events, Randall J. Haeberle
Theses and Dissertations
The purpose of this research was to find the atmospheric mechanisms associated with lightning in snow and ice events. The specific mechanisms that were examined were low-level wind shear, upper level divergence, surface temperature, low-level temperature, the -10 ° C level, and precipitable water. A chi-squared dependency test showed the strong association of low-level wind shear to each precipitation type (snow, sleet/freezing rain, rain) in two separate studies. Surface temperature appeared to have a relationship to lightning in all precipitation categories, while no significant relationship to lightning in all precipitation categories, while no significant relationship was found with upper level …

Theses and Dissertations
The Air Force's dependence on the Internet continues to increase daily. However, this increased dependence comes with risks. The popularity and potential of the Internet attracts users with illegal as well as legal intentions. Since the Air Force considers the Internet an integral component of its information Operations strategy, the Air Force must be confident that it can trust the security of this component. Therefore, reliable methods and information that helps the Air Force classify the risks associated with the Internet can help the Air Force determine the best processes to assure the security of its use of this resource. …
Analysis Of The Effect Of Centralizing Management Of Mobility Readiness Spares Package Assets, Ian R. Hester
Analysis Of The Effect Of Centralizing Management Of Mobility Readiness Spares Package Assets, Ian R. Hester
Theses and Dissertations
Air Force supply doctrine requires the management of large numbers of spare parts in Mobility Readiness Spares Packages (MRSPs). The MRSPs are designed to support deployed aircraft for the first 30 days of a conflict, and can be quite large. When units from several bases deploy to the same operating location, they each bring their full MRSP. This results in a large logistics footprint that may be reduced by taking a system-level approach. This thesis examined the impact of centralized MRSP management on kit size and cost. The Aircraft Sustainability Model (ASM) computer program was used to evaluate MRSPs for …
