The Legitimacy Of Labor Unions, Peter Levine

Labor unions do not have a well-understood rationale, as do capitalist enterprises, strictly voluntary associations, and democratic states. They are nonprofit associations, but also coercive economic agents; working-class communities, but also powerful special interests; embodiments of rights, but also incompatible with certain individual freedoms. These tensions result in an ambivalent legal status. For instance, unions may collect fees from (and negotiate contracts for) certain employees without obtaining their individual consent, yet no one can be required to belong to a union. Unions are exempt from antitrust laws and may restrain competition, but only in particular ways. We cannot assess these …

The purpose of this study was to investigate the effects of funding for the development of early care and education services on employee satisfaction. Overall, the employee job satisfaction among the three groups was not significant. However, there were six items that were found to have a significant difference among the three groups. The programs selected for funding were higher on some items of employee satisfaction and lower on other items than the other two groups. The funded groups were higher on fair treatment and recognition by supervisor. The funded group was lower on salary adequacy and benefit adequacy. The …

Quality Control, Enterprise Liability, And Distintermediation In Managed Care, Nicole Huberfeld, John V. Jacobi

In this article, the authors examine the potential of enterprise liability in light of current health-care finance realities. The article begins by addressing background issues of medical malpractice theory and the development of proposals for a form of plan-based enterprise medical liability centered on managed care organizations (MCOs). The authors then describe recent trends in the evolution of more loosely structured MCOs, including the emergence of "disintermediated," or patient-directed, plans. The authors examine the extent to which these developments weaken the rationales for plan-based enterprise liability. Principally because of increasing life expectancy and the fact that the baby boom generation is reaching retirement age and is followed by a much smaller generation, the American social security system is facing a long-term funding deficit. The Board of Trustees of the Federal Old-Age and Survivors and Disability Trust Funds predicts that unless corrective action is taken, social security benefits will exceed dedicated tax revenues by the year 2016, and the social security system will become insolvent, that is, unable to pay benefits in full, by the year 2038.

The United States is not alone in facing these circumstances. …

Measurements of peroxycarboxylic nitric anhydrides (PANs) made in Houston, Texas during TexAQS (Texas Air Quality Study) 2000 showed a relatively abundant PAN compound that had not been identified in previous studies in North America [cf. Williams et al., 2000]. This compound was hypothesized to be peroxyacrylic nitric anhydride { CH2=CHC(O)OONO2, APAN} based on the work of Tanimoto and Akimoto, [2001]. APAN was synthesized and characterized on one of the two GC systems used to make those measurements, subsequent to the TexAQS 2000 field study, confirming that APAN was observed during TexAQS 2000, both on the ground and in airborne measurements. …

This report presents results from a quantitative and qualitative study on youth livelihood opportunities in Egypt. The study was motivated by growing evidence of increasing unemployment among the young at a time when new entrants into the labor force are also increasing at unprecedented rates. Egypt has a youth population of over 13 million aged 15–24—over a fifth of the total population. They constitute the largest segment of the economically active population. Whether this bulge of young workers entering the labor force is a “demographic gift” or a “demographic burden” depends in large measure on the policies that are in …

Recent evidence suggests that many signaling molecules localize in microdomains of the plasma membrane, particularly caveolae. In this study, overexpression of adenylyl cyclase was used as a functional probe of G protein-coupled receptor (GPCR) compartmentation. We found that three endogenous receptors in neonatal rat cardiomyocytes couple with different levels of efficiency to the activation of adenylyl cyclase type 6 (AC6), which localizes to caveolin-rich membrane fractions. Overexpression of AC6 enhanced the maximal cAMP response to β1-adrenergic receptor (β1AR)-selective activation 3.7-fold, to β2AR-selective activation only 1.6-fold and to prostaglandin E2 (PGE2) not at all.
