Ethiopia: An Alternative Approach To National Development, Daniel Kendie Aug 2001

Ethiopia: An Alternative Approach To National Development, Daniel Kendie

International Conference on African Development Archives

The existing Ethiopian constitution that is based on ethnicity should be discarded and replaced by another constitution that recognizes territorial nationalism, which manifested itself in historic Ethiopia as regionalism or provincialism. The historically established status of the provinces of Arussie, Bale, Gondar, Harar, Shoa, Sidamo, Tigrai, Wollo, Wollega, and so on, would have to be restored. A federal constitution which corresponds to Ethiopia’s historical experiences, but modified to suit its present conditions, and based on such principles as the rule of law, state secularism, a bill of rights, a system of checks an balances, political and economic pluralism, including the …

From Marxism-Leninism To Ethnicity: The Sideslips Of Ethiopian Elitism, Messay Kebede Aug 2001

From Marxism-Leninism To Ethnicity: The Sideslips Of Ethiopian Elitism, Messay Kebede

International Conference on African Development Archives

For many scholars, colonialism and neocolonial policies remain the root causes of Africa’s numerous impediments, ranging from the persistence of poverty to the ravages of ethnic conflicts. However, the number of scholars who prefer to ascribe these impediments essentially to the persistence of traditional views and methods and to the lack of reforms radical enough to trigger a sustained process of modernization is not negligible. My position contests this either-or debate and identifies the culprit as the rise of African elitism--a phenomenon implicating the specific effect of colonialism in conjunction with internal African contributions. I take the case of Ethiopia …

Jahnke, Wolfgang Eder, Robert Huber, Janet M. Hope, Kai-Uwe Hinrichs, John M. Hayes, David J. Des Marais, Sherry L. Cady, Roger E. Summons

Geology Faculty Publications and Presentations

The molecular and isotopic compositions of lipid biomarkers of cultured Aquificales genera have been used to study the community and trophic structure of the hyperthermophilic pink streamers and vent biofilm from Octopus Spring. Thermocrinis ruber, Thermocrinis sp. strain HI 11/12, Hydrogenobacter thermophilus TK-6, Aquifex pyrophilus, and Aquifex aeolicus all contained glycerol-ether phospholipids as well as acyl glycerides. The n-C20:1 and cy-C21 fatty acids dominated all of the Aquificales, while the alkyl glycerol ethers were mainly C18:0. These Aquificales biomarkers were major constituents of the lipid extracts of two Octopus Spring samples, a biofilm associated with the siliceous vent walls, and …

Development And Characterization Of Monoclonal Antibodies Directed Against Yaba-Like Disease Virus, Scott Haller Aug 2001

Development And Characterization Of Monoclonal Antibodies Directed Against Yaba-Like Disease Virus, Scott Haller

Masters Theses

The hybridoma technique has been used for the production of monoclonal antibodies (mAb) directed against yaba-like disease virus (YLDV). Spleen cells, obtained from female BALB/c mice immunized with YLDV, were fused with P3x63.Ag8.653 myeloma cells and hybrids were selected. Hybridoma clones were screened for production of anti-YLDV antibodies by Indirect Immunofluorescence (IF) microscopy. Positive hybridoma clones were recloned via limiting dilution and characterized. A single clone (H12) has been selected that specifically reacted with YLDV infected cells and not uninfected cells. Immunodiffusion technique determined H12 monoclonal antibody as an IgG1 isoptype immunoglobulin. H12 antibodies recognized a late YLDV protein, and …

The Returns To Education And Basic Skills Training For Individuals With Poor Health Or Disability, Kevin Hollenbeck, Jean Kimmel Aug 2001

The Returns To Education And Basic Skills Training For Individuals With Poor Health Or Disability, Kevin Hollenbeck, Jean Kimmel

Upjohn Institute Working Papers

This paper examines linkages between disability and health status and the returns to education and basic skills training. It bases analyses on two separate data sources: wave 3 from the 1993 panel of the Survey of Income and Program Participation (SIPP) and the 1992 National Adult Literacy Survey (NALS). The data sets have been used to estimate standard wage equations with education and basic skills training among the independent variables. The NALS data set allows us to control for prose, quantitative, and document literacy. The wage equations rely on Heckit corrections for labor force participation, and we stratify by sex. …

Reefer Madness: How Voters Responded To Medicinal Marijuana Initiatives In The 1998 State Elections, Ryan E. Wood Aug 2001

Reefer Madness: How Voters Responded To Medicinal Marijuana Initiatives In The 1998 State Elections, Ryan E. Wood

Masters Theses

In recent years, a growing number of states have witnessed the passage of state initiatives that have authorized the medicinal use of marijuana. The medicinal marijuana movement has circumvented elected state legislatures by relying on an increasingly popular form of direct democracy - the direct initiative. This paper briefly examines the history and continuing legacy of illicit drugs and the initiative process in the context of the movement for medicinal marijuana. However, the primary focus of this study is to uncover the voter characteristics that influenced attitudes toward medicinal marijuana in the 1998 state elections. This paper uses Voter News …

Official Dollarization In Latin America: Could It Work?, Paul Hallwood, Ian W. Marsh, Jorg Scheibe Aug 2001

Official Dollarization In Latin America: Could It Work?, Paul Hallwood, Ian W. Marsh, Jorg Scheibe

Economics Working Papers

We investigate the case for official dollarization in a selection of Latin American countries. We argue that the monetary shock absorbers of base control, foreign exchange reserve sterilization and exchange rate policy should be retained the more volatile is a country's actual real exchange rate. Our investigation of the asymmetry of macroeconomic shocks between the USA and Latin America suggests that the time series property of the real exchange rate is likely to be one of such volatility that it is advisable to retain at least some monetary shock absorbers. The case for official dollarization is further weakened by the …

Impact Of A Historical Translocation On Populations Of White-Tailed Deer Odocoileus Virginianus, Nathan Kendall Boddie Aug 2001

Impact Of A Historical Translocation On Populations Of White-Tailed Deer Odocoileus Virginianus, Nathan Kendall Boddie

Theses and Dissertations

Randomly amplified polymorphic DNA (RAPD) analysis was used to study the impact of a historical translocation event on populations of white-tailed deer in Georgia. The technique may also serve as a model by which management practices for other rare species can be studied. Populations from an original translocation source in Wisconsin, another Wisconsin population, and three populations in Georgia were sampled during management hunts. RAPD PCR was used to produce a genetic fingerprint for individuals of each population. Resulting band data were analyzed using PHYLIP genetic analysis software. A consensus tree of 100 bootstrapped replicates showed significant similarity between Georgia …

The Effects Of Reform Mathematics Curriculum On Student Achievement, Mark Roger Brown Aug 2001

The Effects Of Reform Mathematics Curriculum On Student Achievement, Mark Roger Brown

Masters Theses

Middle school mathematics instruction is in need of reform. In response to this call for reform, school districts across the country are adopting curriculum based on the National Council of Teachers of Mathematics standards.

This thesis studies the impact of the use of a reform curriculum on student achievement. The study looks at two districts in Western Michigan, one of which uses a reform curriculum and one that uses a traditional curriculum. The study compares the results of the districts on the Michigan Educational Assessment Program mathematics assessment to determine if students using the reformed curriculum materials scored significantly higher …

Imagining Physically Impossible Self-Rotations: Geometry Is More Important Than Gravity, Sarah H. Creem, Maryjane Wraga, Dennis R. Proffitt Aug 2001

Imagining Physically Impossible Self-Rotations: Geometry Is More Important Than Gravity, Sarah H. Creem, Maryjane Wraga, Dennis R. Proffitt

Psychology: Faculty Publications

Previous studies found that it is easier for observers to spatially update displays during imagined self-rotation versus array rotation. The present study examined whether either the physics of gravity or the geometric relationship between the viewer and array guided this self-rotation advantage. Experiments 1-3 preserved a real or imagined orthogonal relationship between the viewer and the array, requiring a rotation in the observer's transverse plane. Despite imagined self-rotations that defied gravity, a viewer advantage remained. Without this orthogonal relationship (Experiment 4), the viewer advantage was lost. We suggest that efficient transformation of the egocentric reference frame relies on the representation …

Dissecting Common Ground: Examining An Instance Of Reference Repair, Timothy Koschmann, Curtis Lebaron, Charles Goodwin, Paul Feltovich

Conference Proceedings

How participants to a joint activity come to develop a shared or mutual understanding of what they are perceiving has long been a problematic issue for philosophers, sociologists, and linguists. We examine the abstract model proposed by Clark and Marshall (1981) whereby speakers and hearers construct mutual knowledge and by which discrepancies in definite reference are repaired. We focus in particular on forms of demonstrative reference that depend upon physical co-presence. We examine an attested example of reference repair in the operating room of a teaching hospital. It involves learning to recognize pertinent structures within endoscopic surgeries, that is surgeries …

"One Country, Two Systems" In Practice : An Analysis Of Six Cases, Yiu Chung Wong Aug 2001

"One Country, Two Systems" In Practice : An Analysis Of Six Cases, Yiu Chung Wong

Centre for Public Policy Studies : CPPS Working Paper Series

The resumption of sovereignty over Hong Kong by the People’s Republic of China (PRC) was unique in the decolonization history of the United Kingdom. For the first time a piece of British colony was returned to another sovereign power without becoming an independent country. For the PRC, the resumption of sovereignty was a natural course of event because China had never admitted that Hong Kong was a colony of the United Kingdom. After initial contacts between Britain and China in the late 1970s, Chinese government decided to take back Hong Kong in 1981. In 1982, the fourth constitution since the …

The Hormesis Challenge For Environmental Health Regulators, Michael S. Baram Aug 2001

The Hormesis Challenge For Environmental Health Regulators, Michael S. Baram

Faculty Scholarship

The hormesis hypothesis provides that human, animal or plant exposure to a low external dose of a hazardous chemical substance or physical agent may have beneficial health outcomes'. For example, human exposure to a precisely defined, low external dose of a carcinogenic pollutant in the workplace or ambient environment may lead to an internal dose or concentration, which stimulates a dormant defense mechanism that inhibits the growth of tumors.

Rethinking The Development Of Patents: An Intellectual History, 1550-1800, Adam Mossoff Aug 2001

Rethinking The Development Of Patents: An Intellectual History, 1550-1800, Adam Mossoff

UC Law Journal

The history of patents begins, not with inventions, but with royal grants of industrial monopolies in the fifteenth century. By the end of the eighteenth century, however, patents represent a legal right to property in a novel mechanical or scientific invention. Commentators today maintain that this radical shift from royal monopoly privilege to legal property right occurred solely in response to economic or institutional demands. While political, economic and institutional conditions certainly played a role in this story, this Article maintains that the ideas of John Locke were the true fountainhead behind the evolution of patents.

Although there were fits …

Predicted Maximum Mobility In Bulk Gan, David C. Look, J. R. Sizelove Aug 2001

Predicted Maximum Mobility In Bulk Gan, David C. Look, J. R. Sizelove

Physics Faculty Publications

A 300 K bulk (three-dimensional) mobility of 1245 cm2/V s has been measured in free-standing GaN. Temperature-dependent Hall-effect data on this particular sample are fitted to obtain unknown lattice-scattering parameters, as well as shallow donor (ND) and acceptor (NA) concentrations, which are ND = 6.7×1015 and NA = 1.7×1015 cm−3. Realistic values of the maximum mobility attainable in bulk GaN are then obtained by assuming two-orders-of-magnitude lower values of ND and NA, leading to a maximum 300 K mobility of 1350 cm2 …

Learning To Move Amid Uncertainty, Robert A. Scheidt, Jonathan B. Dingwell, Ferdinando A. Mussa-Ivaldi Aug 2001

Learning To Move Amid Uncertainty, Robert A. Scheidt, Jonathan B. Dingwell, Ferdinando A. Mussa-Ivaldi

Biomedical Engineering Faculty Research and Publications

We studied how subjects learned to make movements against unpredictable perturbations. Twelve healthy human subjects made goal-directed reaching movements in the horizontal plane while holding the handle of a two-joint robotic manipulator. The robot generated viscous force fields that perturbed the limb perpendicular to the desired direction of movement. The amplitude (but not the direction) of the viscous field varied randomly from trial to trial. Systems identification techniques were employed to characterize how subjects adapted to these random perturbations. Subject performance was quantified primarily using the peak deviation from a straight-line hand path. Subjects adapted their arm movements to the …

Artin-Schreier Families And 2-D Cyclic Codes, Cem Guneri Aug 2001

Artin-Schreier Families And 2-D Cyclic Codes, Cem Guneri

LSU Historical Dissertations and Theses

We start with the study of certain Artin-Schreier families. Using coding theory techniques, we determine a necessary and sufficient condition for such families to have a nontrivial curve with the maximum possible number of rational points over the finite field in consideration. This result produces several nice corollaries, including the existence of certain maximal curves; i.e., curves meeting the Hasse-Weil bound. We then present a way to represent two-dimensional (2-D) cyclic codes as trace codes starting from a basic zero set of its dual code. This representation enables us to relate the weight of a codeword to the number of …
