High School Size, Achievement Equity, And Cost: Robust Interaction Effects And Tentative Results, Robert Bickel, Craig Howley, Tony Williams, Catherine Glascock Oct 2001

High School Size, Achievement Equity, And Cost: Robust Interaction Effects And Tentative Results, Robert Bickel, Craig Howley, Tony Williams, Catherine Glascock

Education Policy Analysis Archives (EPAA)

… This article has two objectives. First, to determine if the size-by-socioeconomic status interaction effect proves robust across alternative regression model specifications, as it did across differing states. Second, to make a tentative judgment as to whether the equity gains associated with smaller schools are incompatible with the need for fiscal efficiency. ...

Temporary Anion States Of Selected Amino Acids, Kayvan Aflatooni, B. Hitt, Gordon A. Gallup, Paul Burrow Oct 2001

Temporary Anion States Of Selected Amino Acids, Kayvan Aflatooni, B. Hitt, Gordon A. Gallup, Paul Burrow

Paul Burrow Publications

Vertical attachment energies for the formation of low-lying temporary anion states of glycine, alanine, phenylalanine, tryptophan, and proline in the gas phase are reported using electron transmission spectroscopy. Electron attachment into the empty π* orbital of the –COOH group was observed in all the compounds. Temporary anion states associated with the side groups in phenylalanine and tryptophan are found to be stabilized with respect to those in the reference compounds toluene and indole, respectively, by approximately 0.2 eV. We attribute this to electrostatic effects and explore, using simple theoretical models, the extent to which such anion states could be further …

The New Basle Accord, Internal Ratings, And The Incentives Of Banks, Roland Kirstein Oct 2001

The New Basle Accord, Internal Ratings, And The Incentives Of Banks, Roland Kirstein

German Working Papers in Law and Economics

In its recent proposal for a new Basle Accord, the Basle Committee favors external ratings to determine the risk class of potential borrowers. German banks, however, would prefer the acknowledgement of their internal ratings. This paper shows that, even if banks have better screening skill than external rating agencies, they lack the incentives to reveal their screening results truthfully. As long as these incentives are not corrected, external ratings would be better able to implement the new Basle Accord's goals than internal ratings. Supervision of internal ratings, even if it is imperfect and takes place only occasionally, may correct the …

Detecting Novel Attacks By Identifying Anomalous Network Packet Headers, Philip K. Chan, Matthew V. Mahoney Oct 2001

Detecting Novel Attacks By Identifying Anomalous Network Packet Headers, Philip K. Chan, Matthew V. Mahoney

Electrical Engineering and Computer Science Faculty Publications

We describe a simple and efficient network intrusion detection algorithm that detects novel attacks by flagging anomalous field values in packet headers at the data link, network, and transport layers. In the 1999 DARPA off-line intrusion detection evaluation test set (Lippmann et. al. 2000), we detect 76% of probes and 48% of denial of service attacks (at 10 false alarms per day). When this system is merged with the 18 systems in the original evaluation, the average detection rate for attacks of all types increases from 61% to 65%. We investigate the effect on performance when attack free training data …

Total Return Economics, Gordon P. Getty Oct 2001

Total Return Economics, Gordon P. Getty

The Gruter Institute Working Papers on Law, Economics, and Evolutionary Biology

Total return economics (TRE) is a new look at economic basics. It takes prediction of behavior as its objective, and reasons toward this objective from definitions in principle to definitions and inferences in practice. It finds for example that output, if defined in principle as creation of economic value, is implicitly total return or the sum of growth and yield. Likewise capital, if defined in principle as a store enabling future taste satisfactions, is implicitly the integral of the present value of those expected satisfactions time-discounted at the output rate (rate of return) at which it is expected to produce …
