Solar And Lunar Radiometric Calibration, Emmett Ientilucci, John Schott, Matthew Banta Jan 2001

Solar And Lunar Radiometric Calibration, Emmett Ientilucci, John Schott, Matthew Banta

Articles

The current generation of Earth-imaging satellites is used primarily to produce photographic quality images that are corrected for inherent non-uniformity in the focal plane (flat-fielding) and non-linearity in the sensor. The next generation of satellites requires the extraction of target reflectance with 1-2% uncertainty from these images. This requires the payload to be radiometrically calibrated to 1% uncertainty, or less. In order to achieve these levels of uncertainty, a radiometric standard is needed that is accessible from low Earth-orbit. Unfortunately, there is no such standard currently available. One common approach is to utilize man-made source standards that have calibration traceable …

Zr-Containing 4,4'-Oda/Pmda Polyimide Composites Parts I And Ii, Marvin Illingsworth, J. Betancourt, Liling He Jan 2001

Zr-Containing 4,4'-Oda/Pmda Polyimide Composites Parts I And Ii, Marvin Illingsworth, J. Betancourt, Liling He

Articles

The objective of this research is to improve the atomic oxygen resistance of KaptonTM, a polyimide (PI) made from pyromellitic acid dianhydride (PMDA) and 4,4'-oxydianiline (ODA), while retaining or enhancing the desirable properties of the pure polymer. Toward this end, zirconium-containing complexes and polymers were used to make composites and blends. Tetra(acetylacetonato)zirconium(IV), Zr(acac)4, which is commercially available, was identified as the best zirconium-containing complex for enhancing the atomic oxygen resistance of polyimide composites of the 10 complexes screened. Films prepared from the commercially-available polyamic acid (PAA) of PMDA-ODA (DuPont) have good uniformity, flexibility, and tensile strength. A 24-layer 10% (mol) …

Divisional Arrangement For The Federal Appeals Courts, Carl W. Tobias Jan 2001

Divisional Arrangement For The Federal Appeals Courts, Carl W. Tobias

Law Faculty Publications

The 106th Congress seriously considered proposed legislation that could profoundly affect the federal appellate courts, and the 107th Congress may well do so. The Commission on Structural Alternatives for the Federal Courts of Appeals, which performed a rather comprehensive, albeit incomplete, study of the tribunals, recommended this bill as the centerpiece of its report for Congress. The commissioners prescribed regionally-based adjudicative divisions for the United States Court of Appeals for the Ninth Circuit and for the remaining appellate courts when the courts increase in size, even as the commission decisively rejected the possibility of splitting the Ninth Circuit into multiple …

The Vulcan Photometer: A Dedicated Photometer For Extrasolar Planet Searches, William J. Borucki, Douglas Caldwell, David G. Koch, Larry D. Webster, Jon M. Jenkins, Zoran Ninkov, Robert Showen Jan 2001

The Vulcan Photometer: A Dedicated Photometer For Extrasolar Planet Searches, William J. Borucki, Douglas Caldwell, David G. Koch, Larry D. Webster, Jon M. Jenkins, Zoran Ninkov, Robert Showen

Articles

A small CCD photometer dedicated to the detection of extrasolar planets has been developed and put into operation at Mount Hamilton, California. It simultaneously monitors 6000 stars brighter than 13th magnitude in its 49 deg2 field of view. Observations are conducted all night every clear night of the year. A single field is monitored at a cadence of eight images per hour for a period of about 3 months. When the data are folded for the purpose of discovering low-amplitude transits, transit amplitudes of 1% are readily detected. This precision is sufficient to find Jovian-size planets orbiting solar-like stars, which …

Company Registration And The Private Placement Exemption, Merritt B. Fox Jan 2001

Company Registration And The Private Placement Exemption, Merritt B. Fox

Faculty Scholarship

Over the last twenty years, there has been a steady shift in securities disclosure regulation away from its traditional transactional basis toward a system of company registration. Under the transaction based approach, each new public offering of a security has to be registered under the Securities Act of 1933 (the "1933 Act"), a requirement that reflects the SEC's traditional concern that the most important time to have high-quality disclosure is at the moment of a securities offering. Under the company registration approach, an established, publicly traded issuer would register just once, provide information thereafter on a periodic basis, and then …

February 25, 2000, the University of Texas School of Law hosted an extraordinary gathering to discuss the fragility of democracies in Latin America and the dangers that they face. The event was sponsored by several institutions at the University of Texas: the School of Law, the Institute of Latin American Studies, the Office of the Provost, the College of Liberal Arts Democracy in the Third Millennium Program, and the International Law Society at the School of Law.

The Entrepreneurial Aptitude Of Prison Inmates And The Potential Benefit Of Self-Employment Training Programs, Matthew Sonfield, Robert Lussier, Robert Barbato Jan 2001

The Entrepreneurial Aptitude Of Prison Inmates And The Potential Benefit Of Self-Employment Training Programs, Matthew Sonfield, Robert Lussier, Robert Barbato

Articles

Using newly collected data, and building upon previous research, this study compared a sample of prison inmates with various other entrepreneurial and non-entrepreneurial groups with regard to entrepreneurial aptitude, as measured by the Miner MSCS-T test. Results show inmates scoring higher than "normative" entrepreneurs, "slow-growth" entrepreneurs and "manager-scentists," but lower than "high-growth" entrepreneurs. Also, inmates score the same regardless of type of crime, first-time versus repeat conviction, or enrollment or not in small business/self-employment training programs. The implications of these findings, including the potential benefits of post-prison self-employment and of training programs for inmates, are discussed.

Fulfilling The Bargain: How The Science Of Ergonomics Can Inform The Laws Of Workers’ Compensation, Jason M. Solomon Jan 2001

Fulfilling The Bargain: How The Science Of Ergonomics Can Inform The Laws Of Workers’ Compensation, Jason M. Solomon

Faculty Publications

In the last decade, cumulative trauma disorders have become a significant percentage of reported workplace injuries and litigated workers'compensation claims. Arising from the accumulated impact of daily work activities on the body, these injuries do not fall neatly within "disease" categories which comprise workers' compensation laws. As a result, courts and legislatures have struggled to properly evaluate workers' compensation claims for these injuries. This Note looks at the legal treatment of cumulative trauma injuries in light of the "original bargain" of workers' compensation, where workers give up a tort remedy against their employers in exchange for guaranteed, but limited, compensation …
