Exposure Drafts, Comment Letters, and Statements of Position

This Statement of Position (SOP) provides guidance on accounting for certain costs and activities relating to property, plant, and equipment (PP&E). For purposes of this SOP, a project stage or timeline framework is used and PP&E assets are accounted for at a component level. Costs incurred for PP&E are classified into four stages: preliminary, preacquisition, acquisition-or-construction, and in-service. The SOP requires, among other things, the following: A. Preliminary stage costs, except for payments to obtain an option to acquire PP&E, should be charged to expense as incurred. B. Preacquisition and acquisition-or-construction stage costs should be charged to expense as incurred …

Evolving Tenure Rights And Agricultural Intensification In Southwestern Burkina Faso, Michael Kevane, Leslie C. Gray

Economics

Popular and official representations of the environment in Burkina Faso present soils as fragile and potentially subject to catastrophic collapse in fertility. In the cotton growing zone of southwestern Burkina Faso, researchers and policy makers attribute changes in land cover and land quality to population growth. This paper presents evidence questioning the dominant "population-degradation narrative" as applied to Burkina. We find that farmers are intensifying their production systems. While population has led to land scarcity, farmers are responding to both the resulting uncertainty in land rights and reductions in soil quality by intensifying the production process. Adrenocorticosteroid Receptor Effects On Hippocampal Neuron Viability, Deanna Lynn Mccullers

University of Kentucky Doctoral Dissertations

Glucocorticoid activation of two types of adrenocorticosteroid receptors (ACRs), themineralocorticoid receptor (MR) and the glucocorticoid receptor (GR), influences hippocampalneuron vulnerability to injury. Excessive activation of GR may compromise hippocampalneuron survival after several types of challenge including ischemic, metabolic, and excitotoxicinsults. In contrast, MR prevents adrenalectomy-induced loss of granule neurons in the dentategyrus. The present thesis addresses the respective roles of MR and GR in modulating neuronalsurvival following two forms of neuronal injury, excitotoxicity and traumatic brain injury. MaleSprague-Dawley rats were pretreated with MR antagonist spironolactone or GR antagonistmifepristone (RU486) and subsequently injected with kainic acid, an excitotoxic glutamateanalog, or injured …

A Farm-Level Analysis Of Specialty Crop Production In Kentucky, Daniel C. Green

Special purpose crops are those with traits designed to meet the specificdemands of an end user. A mean-variance (E-V) mathematical programming modeland sensitivity analysis are used to quantify and discuss the potential net returns andrisk associated with the adoption of special purpose crops at the farm level.Furthermore, a spreadsheet-based decision aid is developed to assist farmers in thedecision of whether or not to produce high-oil corn on their operation.Results from this study indicate that the profitability of high-oil corn is verymarginal, dependent upon the ability of the crop to yield as well as conventional corn,and gain significant premiums. Outrelativizing Relativism: A Liberal Defense Of The Universality Of International Human Rights, Robert D. Sloane

Vanderbilt Journal of Transnational Law

This Article seeks to provide a new framework, rooted in classical liberalism, for understanding and defending the universality of international human rights. After reviewing the philosophical and historical development of the idea of universality, Part II argues that none of the traditional justifications for conceiving of international human rights as universal succeed. Cultural pluralism therefore must be accepted as a descriptive truth. But to acknowledge the cultural contingency of values as a descriptive claim does not, by itself, undermine the normative claim that human rights are, or should be, universal. Instead, it points to the need to justify universality within …
