Resource management technical reports
Esperance Downs Research Station (EDRS) was established in 1949 as an experimental farm. Knowledge from trials on the station has been instrumental in development of agriculture throughout the Esperance region. However, land degradation and in particular secondary salinity became widespread by the 1980s. With potential for similar problems to develop in the region, the EDRS rehabilitation program began in 1990/91. This report details the objectives of this project along with implementation procedures and an assessment of its achievements.

Background: Limited data are available on physicians’ accuracy in coding for their services. The purpose of this study was to determine the current procedural terminology (CPT) evaluation and management coding accuracy of family physicians and define demographic variables associated with coding accuracy.
Methods: Six hundred randomly selected active members of the Illinois Academy of Family Physicians were sent six hypothetical progress notes of office visits along with a demographic survey. The study group assigned CPT evaluation and management codes to each of the progress notes and completed the demographic survey. Five expert coders also assigned codes to each of the …

The success of the anti-Multi-Lateral Agreement on Investment ("MAI") forces in the spring of 1998, and the events of Seattle in December 1999, have emboldened anti-free traders and arguably forced the debate to a level of hyperbole that has made Blair's appeal to reason timely. The success of anti-free trade activists has apparently spooked the Canadian government into defensive positions about their support for the promotion of international trade and investment. The Airline Quality Rating (AQR) was developed and first announced in early 1991 as an objective method of comparing airline quality on combined multiple performance criteria. This current report, Airline Quality Rating 2001, reflects monthly Airline Quality Rating scores for 2000. AQR scores for the calendar year 2000 are based on 15 elements that focus on airline performance areas important to air travel consumers.

Invasive non-native plants are a serious threat to native species, communities, and ecosystems in many areas around the world. They can compete with and displace native plants, animals, and other organisms that depend on them, alter ecosystem functions and cycles significantly, hybridize with native species, and promote other invaders. The good news is that many plant invasions can be reversed, halted or slowed, and in certain situations, even badly infested areas can be restored to healthy systems dominated by native species. Though at times a source of controversy, the American Law Institute performs an enormous public service through its Restatement projects. One of the initial hurdles any such project confronts is whether it should aim to clarify and illuminate the law, or to push the law in a certain direction. I think the Restatement project is most productive when it aims to clarify and illuminate rather than guide or control the development of legal doctrine. This paper analyses the impact of the SPS and TBT agreements on developing Asian countries with special reference to India. The implementation of these provisions has raised questions of economic protection versus environmental protection. Departure from harmonized international standards, and proliferation of eco-branding in the North, has resulted in market fragmentation for developing country exports. While consumer sovereignty/environmental risk preferences of different nations have to be respected, developing countries need to express their own environmental priorities. Only then would global diversity in environmental endowment and knowledge be accurately reflected in the multilateral trading system and help achieve sustainable development.
