The Laws Of Fear, Cass R. Sunstein
The Laws Of Fear, Cass R. Sunstein
Coase-Sandor Institute for Law & Economics Research Paper Series
Cognitive and social psychologists have uncovered a number of features of ordinary thinking about risk. Giving particular attention to the work of Paul Slovic, this review-essay explores how an understanding of human cognition bears on law and public policy. The basic conclusion is that people make many mistakes in thinking about risk and that sensible policies, and sensible law, will follow statistical evidence, not ordinary people. The discussion explores the use of heuristics, the effects of cascades, the role of emotions, demographic differences, the role of trust, and the possibility that ordinary people have a special “rationality” distinct from that …

British Travel Writing About The Americas, 1820-1840: Different And Differentiating Views, Frank Lauterbach
British Travel Writing About The Americas, 1820-1840: Different And Differentiating Views, Frank Lauterbach
CLCWeb: Comparative Literature and Culture
In his article, "British Travel Writing about the Americas, 1820-1840: Different and Differentiating Views," Frank Lauterbach analyzes representations of the United States and South America in British travel writing of the post-Monroe years. His analysis rests on examples from two travelogues by Basil Hall, written in 1824 and 1829, respectively. Lauterbach discusses three related points: 1) Intent on overcoming the colonial affiliation with Anglo-American culture, British travelers try to establish a clear (romance of) difference between themselves and the United States, they employ a post-colonial rhetoric that stresses the strangeness rather than likeness of America; 2) Ironically, US-American responses to …
From Redskin To Redneck: Atrocity And Revenge In American Writing, Terence Martin
From Redskin To Redneck: Atrocity And Revenge In American Writing, Terence Martin
CLCWeb: Comparative Literature and Culture
In his article, "From Redskin to Redneck: Atrocity and Revenge in American Writing," Terence Martin argues that one of the basic narrative patterns in American writing is that of revenge for the violation of innocence. Martin explores in his study Robert Montgomery Bird's Nick of the Woods, Brian Garfield's Death Wish, and John Grisham's A Time to Kill, texts in which ambiguities of the pattern are expressed in a dramatic and disquieting fashion. After brutality to innocent victims precipitates the action, each of these novels identifies predators and revenge figures and thus sets in motion an escalating spectacle of retribution. …

Effect Of Relaxation On Neuro-Immune Responses Of Persons Undergoing Chemotherapy, Patricia K. Taylor Pothier Phd, Ms, Rn
Effect Of Relaxation On Neuro-Immune Responses Of Persons Undergoing Chemotherapy, Patricia K. Taylor Pothier Phd, Ms, Rn
Dissertations
Chemotherapy can be considered both a physiologic and a psychological stressor. Anxiety, nausea, emesis, and immunosuppression are commonly associated with chemotherapy, and may adversely affect the outcome or the process of treatment. Chemotherapy-related anxiety can exacerbate negative side-effects. Some psychological stressors, such as anxiety, can result in down-regulation of certain immune functions. Studies have demonstrated that behavioral interventions, such as specific relaxation strategies, can modify stress-related immune modulation. These behavioral interventions have also been shown to decrease the degree of nausea and vomiting associated with chemotherapy. The purpose of this study was to examine whether a relaxation intervention would result …

Master of Urban and Regional Planning Workshop Projects
In February of2001, Sustainable Communities Northwest (SCNW), a local nonprofit housing developer specializing in sustainable development, contacted Portland State University's Planning Workshop with a request for assistance. Sustainable Communities Northwest was interested in the possibility of converting an apartment building into condominiums to create affordable homeownership opportunities for low-and moderate-income families. ]nspired by recent market rate cohousing projects in Portland and elsewhere, SCNW was also seeking to incorporate aspects of community-oriented housing into this development. Sustainable Communities Northwest was interested in evaluating if a sustainable, affordable, community-oriented condominium conversion concept would be feasible in the Portland area housing market.

Constitutional Taking Doctrine - Did Lucas Really Make A Difference?, Victoria Sutton
Pace Environmental Law Review
This article surveys the United States Supreme Court decision, Lucas v. South Carolina Coastal Commission, 505 U.S. 1015 (1992), examines the impact that this decision has had on private property rights, and responds to some critics which claim Lucas was a decision too narrow to have much impact. In order to examine this impact, a review of the United States Supreme Court history of Commerce Clause jurisprudence and taking jurisprudence, which preceded Lucas, demonstrates how the stage was set to determine the Lucas case. The article concludes with observations on the impact the Lucas decision has made on other cases, …

Nonsymbiotic hemoglobins (ns-Hbs) previously have been found in monocots and dicots; however, very little is known about the tissue and cell type localization as well as the physiological function(s) of these oxygen-binding proteins. We report the immunodetection and immunolocalization of ns-Hbs in rice (Oryza sativa L.) by Western blotting and in situ confocal laser scanning techniques. Ns-Hbs were detected in soluble extracts of different tissues from the developing rice seedling by immunoblotting. Levels of ns-Hbs increased in the germinating seed for the first six days following imbibition and remained relatively constant thereafter. In contrast, ns-Hb levels decreased during leaf …

Selenocysteine (Sec) tRNA (tRNA [Ser]Sec) serves as both the site of Sec biosynthesis and the adapter molecule for donation of this amino acid to protein. The consequences on selenoprotein biosynthesis of overexpressing either the wild type or a mutant tRNA [Ser]Sec lacking the modified base, isopentenyladenosine, in its anticodon loop were examined by introducing multiple copies of the corresponding tRNA [Ser]Sec genes into the mouse genome. Overexpression of wild-type tRNA [Ser]Sec did not affect selenoprotein synthesis. In contrast, the levels of numerous selenoproteins decreased in mice expressing isopentenyladenosine-deficient (i6A-) tRNA [Ser]Sec in a protein- and …

Comments On Nebraska's Falconiform And Strigiform Bird Fauna, Paul A. Johnsgard
Papers in Ornithology
Owing to a lack of long-term survey data, determining whether Nebraska's raptor numbers are stable, increasing, or decreasing is difficult. Unlike our relatively well-monitored gamebirds, no regular surveys have been performed, and raptors barely register on the state's Breeding Bird Surveys or Christmas Bird Counts, owing to their relative rarity. However, a few data-points of interest do exist, which might be worth summarizing.

Regulation Of Polymorphonuclear Leukocyte Function By Platelets, Khalil A. Aziz, Mirko Zuzel
Regulation Of Polymorphonuclear Leukocyte Function By Platelets, Khalil A. Aziz, Mirko Zuzel
Saudi Medical Journal
OBJECTIVE: To investigate the full effect of platelet-derived constituents on various polymorphonuclear neutrophil leukocyte responses. METHODS: Polymorphonuclear neutrophil leukocytes and platelets were separated from fresh blood of normal healthy volunteers. Platelets were then stimulated partially, or maximally to release constituents of their a- or a- and dense granules. The effects of these constituents on polymorphonuclear neutrophil leukocyte function (oxidase activity, degranulation and migration) were investigated. RESULTS: Platelet-derived constituents were found to both enhance, and inhibit polymorphonuclear neutrophil leukocytes-oxidant production, depending on the incubation time. Enhancement was due to dense granule-derived nucleotides (adenosine diphosphate and adenosine diphosphate), while inhibition was due …

Territorial Defense By Coyotes (Canis Latrans) In Yellowstone National Park, Wyoming: Who, How, Where, When, And Why, Eric M. Gese
United States Department of Agriculture Wildlife Services: Staff Publications
Territorial defense and maintenance are an important facet of the social ecology of most carnivore species. From January 1991 to June 1993, we observed 54 coyotes (Canis latrans) for 2507 h in Yellowstone National Park, Wyoming, during which we observed 112 instances of territory defense. The identity of the coyotes involved in challenging and evicting intruding animals was known. Alpha coyotes were most likely to be involved in territorial evictions of intruding animals, followed by beta individuals; pups participated little in territory defense. Coyotes evicting intruders generally had a numerical advantage when challenging the intruders. Territory-defense rates were …

Evaluation Of Mirrors To Deter Nesting Starlings, Thomas W. Seamans, Charles D. Lovell, Richard A. Dolbeer, Jonathon D. Cepek
United States Department of Agriculture Wildlife Services: Staff Publications
European starlings (Sturnus vulgaris) nesting in buildings and other structures can cause health, nuisance, and safety problems. We evaluated effectiveness of flashing lights combined with mirrors, and mirrors alone, as deterrents for starlings nesting in starling nest boxes in northern Ohio, 1998-2000. Each year, 100 nest boxes attached to utility poles were randomly assigned equally among 4 treatments (including untreated boxes): 1998- mirrored (internally placed on the back and 2 side walls of nest boxes), mirrored with red-flashing lights, and mirrored with green-flashing lights; 1999-convex mirror above entrance hole, convex mirror at back of nest box, and flat …
Parasite Systematics In The 21st Century: Opportunities And Obstacles, Daniel R. Brooks, Eric P. Hoberg
Parasite Systematics In The 21st Century: Opportunities And Obstacles, Daniel R. Brooks, Eric P. Hoberg
Harold W. Manter Laboratory of Parasitology: Faculty Publications
Taxonomic names and phylogenetic hypotheses are indispensable tools for modern biological research, both basic and applied. Like all disciplines, parasitology suffers from the ‘taxonomic impediment’ – a global shortage of professional taxonomists and systematists. Only a fraction of the species of parasites on this planet have been identified, and the evolutionary relationships of only a minority of those are understood; thus, information on how to manage parasite biodiversity, including known and potential disease agents, is incomplete. A renewal of systematic parasitology has a key role in redefining the relationship between mankind and the organisms whose biology fascinates us so much.
Exploring The Social Dimensions Of Grog-Temper Use At The Ink Bayou Site (3pu252): A Plum Bayou Culture Site In Central Arkansas, Eric Chadwick Drake
Exploring The Social Dimensions Of Grog-Temper Use At The Ink Bayou Site (3pu252): A Plum Bayou Culture Site In Central Arkansas, Eric Chadwick Drake
Masters Theses
This thesis explores the social implications involved with the technological decision to use grog (crushed potsherds) as a ceramic tempering agent by potters affiliated with the Plum Bayou culture of central Arkansas. The analytical technique of point-counting ceramic thin sections is used to search for patterns of grog-temper use at a single Plum Bayou culture site, the Ink Bayou site (3PU252). While the thermal properties of grog-temper may help to explain the variability of use observed at the Ink Bayou site, the social implications of producing grog-tempered pots are best illuminated by the sequence of productive operations employed by the …

Apoptosis Following Peripheral Sensory Deafferentation In The Olfactory Blub Of Adult Zebrafish, Danio Rerio, Akiko M. Vankirk
Masters Theses
Removal of the olfactory organ in the adult zebrafish results in a significant decrease in volume of the ipsilateral olfactory bulb. Our lab has been investigating the potential role of apoptosis in this phenomenon. My hypothesis is that cells in the adult olfactory bulb normally undergo minimal apoptosis and that apoptosis will increase when sensory stimulation is removed. The TUNEL method allowed detection of cells undergoing DNA-fragmentation, which indicates an apoptotic response. Double-label immunohistochemistry was used to mark which apoptotic cells are neurons by using antibody to Hu, a neuron specific protein. Triple-labeling with bis-benzirnide confirmed the apoptotic nature of …

Cost-Benefit Default Principles, Cass R. Sunstein
Michigan Law Review
Courts should be reluctant to apply the literal terms of a statute to mandate pointless expenditures of effort. . .. Unless Congress has been extraordinarily rigid, there is likely a basis for an implication of de minimis authority to provide exemption when the burdens of regulation yield a gain of trivial or no value. It seems bizarre that a statute intended to improve human health would .. . lock the agency into looking at only one half of a substance's health effects in determining the maximum level for that substance. [I]t is only where there is "clear congressional intent to …

El Gran Viejo: Walt Whitman In Latin America, Josef Raab
CLCWeb: Comparative Literature and Culture
In his article, "El gran viejo: Walt Whitman in Latin America," Josef Raab examines the role and relevance of Walt Whitman within Latin American poetry. It is observed that since the publication of José Martí's essay of 1887, "El Poeta Walt Whitman," Whitman has been a prominent figure in the literary imagination of Latin America. While Martí lauded Whitman as a prophet, his reception in the Americas is far from homogeneous, however. Raab's study addresses ways in which some of the more prominent Latin American poets -- José Martí, Rubén Darío, Pablo Neruda, Gabriela Mistral, Vinícius de Moraes, Jorge Luis …

Lies, Damn Lies And Public Protection: Corporate Responsibility And Breast Cancer Activism, Laura Potts
Journal of International Women's Studies
Introduction:
The first world conference on breast cancer, held in Kingston, Ontario, in July 1997, provided a unique opportunity for activists, concerned about the possible links between breast cancer and the environment, to share their concerns in an international forum, with oncologists, radiologists, epidemiologists, survivors and alternative therapists. It also clearly exposed the fracture lines between competing discourses of risk and responsibility, between groups charged with a duty to protect and to care - health professionals, epidemiologists, statutory bodies, and those taking on those duties - generally activists, from environmental, feminist and survivor groups. These lines were even more clearly …

In addition to being economic regulators, most state utility commissions are vested with an obligation to protect the environment. The authors explore the various forms of this authority, and conclude that they preclude some commissions, but require most public utility commissions to make decisions with environmental costs in mind.
Oregon Aquatic Nuisance Species Management Plan, Erik Hanson, Mark Sytsma
Oregon Aquatic Nuisance Species Management Plan, Erik Hanson, Mark Sytsma
Center for Lakes and Reservoirs Publications and Presentations
Aquatic Nuisance Species (ANS) are a serious problem in Oregon. There are currently over 134 nonindigenous aquatic species reported in Oregon. More species are expected to arrive. Current state activities and authorities address some ANS, their prevention, and control. Yet, the activities are not coordinated or comprehensively managing the impacts of ANS. The importance of Oregon’s aquatic resources requires a coherent response to the threat posed by ANS. This management plan is the initial step in establishing a program in Oregon to specifically address ANS issues.

Il-2 And Antisense Tgf-B1 Gene Therapy Of The H238 Tumor And Analysis Of Tgf-B Receptors, Azim Moiz Mohamedali
Loma Linda University Electronic Theses, Dissertations & Projects
Transforming growth factor-beta (TGF-p) belongs to a family of immunosuppressive cytokines, capable of regulating macrophages, T, B and NK cells. We have detected the TGF-p transcript being synthesized by H238 cells. This is herpes simplex-Type2 transformed murine fibrosarcoma cell line. The amount of TGF-p formed/106 cells was >2000pg/ml. Previous attempts to control H238 tumorigenicity had sub-optimal efficacies. In addition, studies had shown that the FI238 cell line was not responsive to TGF-p. This project was an attempt to develop an improved modality to reduce H238 tumorigenicity and investigate potential abnormalities in expression of TGF-p receptors in the H238 cell line. …
