PEACE OFFICER AND FIREFIGHTER PROPERTY TAX EXEMPTION. INITIATIVE CONSTITUTIONAL AMENDMENT. Amends the Constitution to allow the Legislature to provide full or partial property tax exemption for the home of firefighters or police officers if the person died as a result of an injury sustained or disease contracted while on duty or the person is blind in both eyes, has lost the use of two or more limbs, or is totally disabled because of an injury incurred while on duty. Exemption may be granted to the eligible firefighter or police officer or his or her spouse, including an unmarried surviving spouse. …

Born recently in Jerusalem, this tiny apolitical person has just arrived in Baltimore from Israel with his proud parents, a journey that required him to have an American passport. All went smoothly at the U.S. consulate in East Jerusalem until I asked the woman processing the forms why there was no country listed after "Jerusalem" on the passport application.

After Seattle: Public International Organizations, Non-Governmental Organizations (Ngos), And Democratic Legitimacy In An Era Of Globalization: An Essay In Contested Legitimacy, Kenneth Anderson

Working Papers

This working monograph (about 120,000 words) analyzes the relationship between public international organizations such as the United Nations system and international non-governmental organizations under conditions of globalization. It argues that international organizations and international NGOs are locked in an embrace of mutual legitimation, each giving the other important political legitimacy, in favor of liberal internationalism and at the expense of democratic sovereignty. The monograph argues that the legitimacy that each gives the other is based on flawed assumptions about the nature of civil society and "international civil society," on the one hand, and global governance and the possibilities of international, …

Atmospheric Compensation For Seawifs Images Of Lake Superior Utilizing Spatial Information, Kirk Knobelspiesse

Theses

Several assumptions are made with the established atmospheric compensation algorithm for images from the SeaWiFS remote sensing platform. One of these assumptions, the existence of Case I (optically clear) ocean water, cannot be made for images of Lake Superior. A modification to the established atmospheric compensation algorithm is presented, where empirical information and external spatial data are utilized to compensate for the atmosphere in all regions of the lake. The established SeaWiFS atmospheric compensation algorithm uses a form of the Dark Object Subtraction (DOS) method. SeaWiFS has two Near-Infrared (NIR) bands used for atmospheric compensation.
