In July 1997, the Massachusetts State Legislature, recognizing the challenge presented by the problem of substance abuse for women in the criminal justice system, authorized funds to the Department of Public Health’s Bureau of Substance Abuse Services for a study of substance using female offenders to be conducted by the John W. McCormack Institute at the University of Massachusetts Boston. Since March 1998, a group of researchers at the McCormack Institute and the Criminal Justice Center at UMass Boston has gathered and analyzed a wealth of quantitative and qualitative information on women offenders in Massachusetts.

Calcium β-hydroxy β-methylbutyrate (HMB) supplementation has been reported to reduce catabolism and promote gains in strength and fat free mass in untrained individuals initiating training. However, the effects of HMB supplementation on strength and body composition alterations during training in athletes is less clear. This study examined the effects of 28-d of calcium HMB supplementation during intense training on markers of catabolism, body composition, strength, and sprint performance. In a double-blind and randomized manner, 28 NCAA division I-A football players were matched-paired and assigned to supplement their diet for 28-d during winter resistance/agility training (~8 hr/wk) with a carbohydrate placebo …

In the western world, twentieth-century literature has been an extended experience of atheism and sadism. Lest this claim not seem dogmatic enough, let me put it differently, more boldly: this century has been an attempt to ingest and digest Nietzsche, to cannibalize the Übermensch philologist, first in order to comprehend the strength and depth of his vision, but second to enact his philosophy. Were this a standard academic essay, I would define atheism and sadism, identify and analyze a few texts that best corroborate my thesis, and draw some conclusions about the twentieth century. During the late 1980s and early 1990s, the United States repeatedly threatened China with a series of economic sanctions, trade wars, non-renewal of most-favored-nation status, and opposition to entry into the World Trade Organization. Such threats eventually led to compromises by the Chinese government and the signing of intellectual property agreements in 1992, 1995, and 1996. Despite these agreements, intellectual property piracy remains rampant in China.

Although China initially had serious concerns about the United States's threats of trade sanctions, the constant use of such threats by the U.S. government has led China to change its reaction and approach. By …

Takings, Efficiency, And Distributive Justice: A Response To Professor Dagan, Glynn S. Lunney Jr

In a recent article, Professor Hanoch Dagan argues that courts should incorporate the principle of distributive justice into their decisions as to whether a particular property owner should receive compensation in response to a government-imposed redistribution of property. To that end, he proposes a concept called "progressive" compensation that he believes will better serve distributive justice than present doctrine while at the same time improving the efficiency of governmental decision-making. This Essay questions key aspects of Professor Dagan's analysis, proposes as an alternative a uniform few-many rule for resolving takings issues. In 1790, Congress enacted the first patent statute and imposed two substantive requirements before a patent could issue: novelty and utility. Administrators of the patent system, however, recognized from the outset that patents ought not be granted for every trivial advance in an art; some more substantial improvement was required In 1851, the Court formally tied this third substantive requirement for patentability to the language of the Constitution by distinguishing minor improvements reflecting "the work of the skilful mechanic" from substantial improvements reflecting "[the work] of the inventor."

In his well-written and well-argued book, William D. Popkin delivers on the promise denoted in his title. Part I of the book details the Anglo-American history of statutory interpretation. Part 11 begins by surveying the most important contemporary theories in the field of statutory interpretation. Part 11 ends with the author's rejection of these theories and the exposition of his own theory, which he calls "ordinary judging." This Article criticizes historical practices regarding the prosecution of sitting and former heads of state. It argues that such persons should stand trial for their alleged crimes. However, as the Article illustrates, state practice and international law as they currently exist offer only limited help toward advancing this goal. Varying The Abundance Of O Antigen In Rhizobium Etli And Its Effect On Symbiosis With Phaseolus Vulgaris, K. Dale Noel, Lennart Scott Forsberg, Russell W. Carlson

Judged by migration of its lipopolysaccharide (LPS) in gel electrophoresis, the O antigen of Rhizobium etli mutant strain CE166 was apparently of normal size. However, its LPS sugar composition and staining of the LPS bands after electrophoresis indicated that the proportion of its LPS molecules that possessed O antigen was only 40% of the wild-type value. Its LPS also differed from the wild type by lacking quinovosamine (2-amino-2,6-dideoxyglucose). Both of these defects were due to a single genetic locus carrying a Tn5 insertion. The deficiency in O-antigen amount, but not the absence of quinovosamine, was suppressed by transferring into …

Explosively driven magnetic flux compression (MFC) has been object of research for more than three decades. Actual interest in the basic physical picture of flux compression has been heightened by a newly started Department of Defense (DoD) Multi-University Research Initiative. The emphasis is on helical flux compression generators comprising a hollow cylindrical metal liner filled with high explosives and at least one helical coil surrounding the liner. After the application of a seed current, magnetic flux is trapped and high current is generated by moving, i.e., expanding, the liner explosively along the winding of the helical coil. A quick and simple approach is developed to perform circuit simulations for an equivalent circuit extracted from a first principles formulation for DC power bus structures. The simulations are done by solving the system equation using an iterative method. Good agreement between modeling and measurements demonstrate the effectiveness of the method, which is very suitable and computationally efficient for frequency-domain DC power modeling.

The last decade has seen a significant growth of the Latino population in the Midwest, particularly in rural communities. We discuss the forces that have stimulated the growth of the Latino population in the region. We use data from the Current Population Surveys (1988-1997) to assess the demographic and employment growth of the Latino population in the Midwest. Because of the limitations of secondary data, we also illustrate the growth of the Latino population with evidence from Nebraska and a selected area of the state.
