Long Live The Dead Hand: A Case For Repeal Of The Rule Against Perpetuities In Washington, Keith L. Butler

Washington Law Review

The common law rule against perpetuities has had a storied career spanning several centuries and two legal systems. The rule developed to curb the concentration of wealth in the hands of a few, and to limit the control of property by those no longer alive to use it. Legendary for its complexity, the rule has undergone statutory reform in many states; some states have gone so fara s to repeal the rule outright. Experimental Goes Sounder Products For The Assessment Of Downburst Potential, Gary P. Ellrod, James P. Nelson Iii, Michael R. Witiw, Lynda Bottos, William P. Roeder

Several experimental products derived from Geostationary Operational Environmental Satellite (GOES) Sounder retrievals (vertical profiles of temperature and moisture) have been developed to assist weather forecasters in assessing the potential for convective downbursts. The product suite currently includes the wind index (WINDEX), a dry microburst index, and the maximum difference in equivalent potential temperature (θe) from the surface to 300 hPa. The products are displayed as color-coded boxes or numerical values, superimposed on GOES visible, infrared, or water vapor imagery, and are available hourly, day and night, via the Internet. We extend the logic and semantics of authorization due to Abadi, Lampson, et al. to support restricted delegation. Our formal model provides a simple interpretation for the variety of constructs in the Simple Public Key Infrastructure (SPKI), and lends intuition about possible extensions. We discuss both extensions that our semantics supports and extensions that it cautions against.

Many boundaries impede the flow of authorization information, forcing applications that span those boundaries into hop-by-hop approaches to authorization. We present a unified approach to authorization. Our approach allows applications that span administrative, network, abstraction, and protocol boundaries to understand the end-to-end authority that justifies any given request. The resulting distributed systems are more secure and easier to audit. \par We describe boundaries that can interfere with end-to-end authorization, and outline our unified approach. Microbiology Of Chronic Suppurative Otitis Media With Cholesteatoma, Mohammad S. Attallah

OBJECTIVE: To report the result of causative organisms in chronic suppurative otitis media with cholesteatoma. METHODS: Eighty eight patients clinically diagnosed with chronic suppurative otitis media with cholesteatoma, and confirmed intra-operatively and by histological examination were pre-operatively studied for the causative bacteria and fungi. RESULTS: A single isolate was obtained in 42 (48%) cases, no growth was isolated in 11 (12.5%) cases. Most common bacteria isolated were, Pseudomonas Aeruginosa in 51%, Staphylococcus Aureus in 31%, and Proteus species in 17%. Among the 15 fungal isolates, 9 (10%) were Aspergillus species and the remaining 6 (7%) were Candida Albicans. CONCLUSION: Conventional …

Post carotid endarterectomy seizure is a known clinical presentation in patients who suffer from hyperperfusion syndrome. This case focuses on the importance of identification of high risk patients for developing this syndrome and delaying their discharge from the hospital after successful carotid endarterectomy.

The doctrine of Ex parte Young is typically described as an exception to the immunity granted by the Eleventh Amendment of the U.S. Constitution. This Article contends that the Young doctrine also stands for the proposition that the Supremacy Clause creates an implied right of action for injunctive relief against state and local government officers who violate federal statutes or treaties. That right of action is available to plaintiffs who seek to enforce federal statutes or treaties against government officers unless Congress foreclosed the availability of a Young remedy when it enacted the statute, or the treaty makers foreclosed the …
