John E. “Jeb” Byrne was born January 15, 1925 in New York City. He went to public schools in Larchmont, New York, attended Iona Prep School, and then served in World War II for two years. Byrne graduated in 1949 from Marquette University College of Journalism on the GI Bill. Both of his parents were Democrats and politically active. Byrne became the Editor of Iona News, which he did for two years, then started a daily Catholic newspaper in Kansas City, Missouri in 1950 called the Sun Herald. He also worked for UPI. Collaborative Agent Design (CAD) Research Center

This report describes work performed by CDM Technologies Inc. in conjunction with the Collaborative Agent Design (CAD) Research Center of California Polytechnic State University (Cal Poly), San Luis Obispo, for the Office of Naval Research (ONR), on the SEAWAY experimental system for planning, gaming and executing maritime logistic operations from a sea base. SEAWAY incorporates three fundamental concepts that distinguish it from existing (i.e., legacy) command and control applications. First, it is a collaborative system in which computer-based agents assist human operators by monitoring, analyzing and reasoning about events in near real-time. The Global Diffusion of the Internet Project was initiated in 1997 to study the diffusion and absorption of the Internet to, and within, many diverse countries. This research has resulted in an ongoing series of reports and articles that have developed an analytic framework for evaluating the Internet within countries and applied it to more than 25 countries. Part I of the Article engages the revisionists squarely on the turf they have staked out: the intent of those who framed and ratified the Second Amendment. Here I credit the revisionists with some important insights. Their research reminds us how greatly the world in which the Second Amendment was adopted differed from our own. The complexities of natural and human events that make up the history of a place also create components of its image. Images, even those that are meant to describe limited, specific information, often reveal more than that which they were designed to tell. The maps that have been used in conjunction with traditional notions of landscape painting suggest that there is no single way to understand a place. They also hint of something ineffable but true emerging from their forms. The history of movement of people and natural forces, the arriving and leaving of individuals and cultures change the landscape. …
