Crimes Against Children Research Center

Property crime is the most frequent kind of criminal victimization and one with important economic and psychological consequences, although it has not received the same public attention as violent crime in recent years. Property crime victimization rates are much higher for juveniles than for adults, but very little attention has been paid to property crimes against juveniles or the particular features that characterize these crimes. This Bulletin tries to fill this gap by examining the characteristics of property crimes against juveniles. Statistical evaluation of the number of Hispanics in the United States in a given year varies. However, all data suggest that the Hispanic population will become the largest ethnic minority in the United States in the new millennium. This research illuminates for health care providers and interpreters cultural factors to consider in the delivery of patient-centered and efficacious care for the ethnic patient, specifically the Latino. The Role Of Eeoc Factors In Determining Perceptions Of Hostile Work Environment Sexual Harassment, Libby Miller

The Equal Employment Opportunity Guidelines on Sexual Harassment identify six factors that are relevant in determinations of sexual harassment. This study attempted to determine if three of these factors (i.e., frequency of harassment, number of victims and number of perpetrators) drive perceptions of what constitutes sexual harassment. Participants role-playing jurors on an hostile environment sexual harassment case demonstrated no differences in perceptions as a function of number of victims or number of perpetrators. The significant effect for frequency of harassment was not in the hypothesized direction, with less frequent harassment being perceived as more likely to constitute sexual harassment. The …

Reading Horizons: A Journal of Literacy and Language Arts

The family literacy movement, which emphasizes respect for diversity and the cultural heritage of participants, is gaining momentum. Acknowledging the importance of family-aseducator, researchers have searched for effective strategies to develop children's oral language and literacy more authentically. The art of storytelling provides an excellent vehicle for promoting and enhancing language and literacy development within families. A sampling of effective family literacy programs across the United States revealed that each included storytelling as a vital component.

This Paper explores the impact of the belief structure among white fundamentalist denominations on the support for the death penalty. Professor Robert L. Young observes that the tenets of fundamentalism, as well as the great extent that fundamentalists conform to the positions of their clergy, support this link between fundamentalism and a punitive orientation toward wrongdoers. Professor Young explains that members in white fundamentalist churches, to a greater extent than others, are inclined toward a negative view of human nature, which in turn leads to the belief that letting the guilty go free is a more serious mistake than convicting …

Critical Hermeneutics: The Intertwining Of Explanation And Understanding As Exemplified In Legal Analysis, George H. Taylor

Chicago-Kent Law Review

Understanding and explanation are often viewed as oppositional: understanding is considered a search for the meaning a text provides, while explanation employs a critical, analytic method that maintains a distance from the text it interrogates. This Article demonstrates that in legal interpretation, understanding and explanation are not opposed but inextricably interconnected. Drawing first on the work of Robert Bork and Justice Antonin Scalia, this Article shows how elements of critique are present even within forms of legal interpretation that seek to maintain fidelity to the "understanding" of authorial meaning. A Communitarian Critique Of The Child Protective System, Toni Terling-Watt

The Journal of Sociology & Social Welfare

Child Protective Services (CPS) has been defined as an ineffective system. Common criticisms are that the system is overburdened and that family preservation policy pressures CPS to reunite families that can't be repaired. However, empirical analyses that identify the deficiencies of this organization are limited. This study utilizes case files and in-depth interviews with interventionists within and outside of CPS to explore the issue. Results reveal that the most common criticisms of the system do have merit. However, it reveals additional system limitations. Estimating Poverty Rates In A Metropolis: The Example Of Los Angeles/Long Beach, Robert G. Mogull

The Journal of Sociology & Social Welfare

This study develops a technique to estimate and project annual rates of poverty for a large metropolitan area for various segments of its population. The annual estimates and projections are based upon the official rates compiled by the Bureau of the Census.

Using Los Angeles/Long Beach as the site of the experimental example, the evidence reveals a substantially increasing trend in the incidence of poverty for the overall metropolitan population. This increase is caused by the dramatic rise in poverty within the Hispanic and Children population groups. Trends in poverty are negative, however, for the Elderly, Blacks, Female Family Heads …

Job Stability And Wage Progression Patterns Among Early Tanf Leavers, Steven G. Anderson, Anthony P. Halter, George Julnes, Richard Schuldt

The Journal of Sociology & Social Welfare

This article reports on first-year employment experiences of a randomly selected sample of 213 Illinois TANF leavers. Aggregate employment levels were 70 percent at exit, and leavers typically generated earnings from a single full-time job. However, employment often was unstable, so that only about one-fourth of leavers had the same job both at exit and when interviewed 10-11 months later. Employment instability resulted from the marginal or temporary nature of many jobs, as well as employment barriers such as health problems and lack of day care. Average wage levels easily exceeded the minimum wage and grew during the first year …

Is Welfare Reform Working? A Study Of The Effects Of Sanctions On Families Receiving Temporary Assistance To Needy Families, Taryn Lindhorst, Ronald J. Mancoske, Alice Abel Kemp

The Journal of Sociology & Social Welfare

This research provides a preliminary descriptive analysis of the impact of new welfare sanctions on recipients living in a southern metropolitan region. The data from this phone survey indicate that many families report considerable hardship no matter why they exited from welfare. Compared to those who left voluntarily, those who were sanctioned off welfare were significantly different in terms of having unmet medical needs, going without food, and having their utilities turned off. Given the high number of problems reported and the low income reported by these respondents, it is not surprising to find that only 10 percent of former …
