"Welfare Reform: A Social Work Perspective For Assessing Success", Dennis D. Long

The Journal of Sociology & Social Welfare

The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 has instituted major changes in providing for the poor in the United States. This article examines the importance of evaluating the impact of this legislation from a social work perspective. Using Mannheim as a theoretical orientation, welfare reform is examined in relation to dominant ideologies of the 90's. The salience of social work research, particularly qualitative research, in evaluating welfare reform outcomes is explored. Social workers are encouraged to challenge current ideology and utilize social work expertise to conduct research and disseminate information documenting the achievements and misfortunes of clients …

How does the mission of the university relate to the mission that Christ gave his Church? This article explores the presuppositions that preceded Ex Corde Ecclesiae and offers an analysis of the recently approved ordinances for its implementation. Candid discussion of the challenges that remain in the implementation process concludes the article. Calling the 1967 Land O’ Lakes Statement by the presidents of the major American Catholic universities “not the path to follow,” the author explains how a successful implementation of Ex Corde Ecclesiae might look.

The Struggle For Sex Equality In Sport And The Theory Behind Title Ix, Deborah Brake

Title IX's three-part test for measuring discrimination in the provision of athletic opportunities to male and female students has generated heated controversy in recent years. In this Article, Professor Brake discusses the theoretical underpinnings behind the three-part test and offers a comprehensive justification of this theory as applied to the context of sport. She begins with an analysis of the test's relationship to other areas of sex discrimination law, concluding that, unlike most contexts, Title IX rejects formal equality as its guiding theory, adopting instead an approach that focuses on the institutional structures that subordinate girls and women in sport. …

A greater investment in research will strengthen the ability of public and private organizations to provide effective and efficient assistance to people with disabilities and their informal caregivers. Social climate (campus climate), which is defined as "Equal Opportunity Climate, 1" has been deemed important by recent legislation requiring that federally funded institutions demonstrate a good faith effort to assess "climate" as an ongoing concern. The 1991 Civil Rights Act has expanded the working definition of social climate by including both the atmosphere and the behavior of discrimination. Social climate then becomes a legally recognized dimension of the workplace that is assumed to be a measurable concept, as an organizational level characteristic, that can be measured by individual perceptions and experiences with the social climate. Today urban planners have many tools at their disposal to develop, nurture and endorse proper planning techniques in both future urban developments and existing neighborhoods. However, when it comes to existing neighborhood code enforcement many planning departments lack proper funding to efficiently enforce code compliance issues in existing neighborhoods. Financial constraints placed on our urban planning departments, coupled with increasing urban sprawl, make code enforcement of existing neighborhoods difficult and time consuming. Speech-language pathologists and audiologists have begun using computer technology for information storage and retrieval and as one means of providing clinical services to communication-disordered patients. The purpose of this study is to develop a protocol to assess the written communication of brain-injured clients whose communication therapy milieu includes interactions with the world outside the treatment room through computer-mediated communication (CMC).;A panel of experts reviewed a series of discourse analysis procedures and rated their perceptions of validity, reliability, and ease-of use for the procedures as means of evaluating CMC discourse. This study explores physicians' decision-making communication styles at end-of-life and advance directives in a hospital. Participant observation, case studies and a survey questionnaire are used. Egalitarian communication style is found to have moderate reliability. A .6969 coefficient, is measured by Cronbach's Alpha model. Authoritative communication style, yields a less than moderate alpha coefficient of .4278. Regression analysis using these two variables as the independent variables obtains insignificant results. However, sixty-three percent of the respondents speak Spanish moderately or very little. Eighty percent of the surveyed sample do not have training to administer advance directives. Patriarchy And Pragmatism: Ideological Contradictions In State Policies, Lily Kong, Jasmine S. Chan

Theories concerning the state sometimes treat it as a rational system. This paper raises questions about this assumption by examining the coherence of the ideological frameworks underlying state policies in Singapore. The contradictions are shown most clearly when state policies deal with gender issues, especially where they concern women. Through an examination of such policies, we show that, under some conditions, state patriarchy may be subverted by the state's capitalistic developmental considerations. We are aware that patriarchy does not stand or fall by state policies alone, but the following article illustrates how such policies can limit the space for negotiation …

This thesis attempted to replicate the results of the Decker and Rotondo (1999) study by using a similar survey, but testing in three different work settings using a broader age demographic. The results of this study confirm many of the findings by Decker and Rotondo (1999), as well as the findings of Thorson and Powell (1993,1996, 1997) concerning the Multidimensional Sense of Humor Scale (MSHS). The present research revealed that the MSHS scores were age and gender neutral, suggesting that sense of humor in people does not vary according to gender or age. Despite the abundance of drug prevention programs in this country, drug usage among America’s youth continues to grow. This project will examine one emerging school-based prevention program designed to develop resistance skills that have been proven to help students oppose those risky behaviors. Prior to this examination the extent of drug use by American school children is discussed, followed by an extensive literature review evaluation. The Impact Of Economic Structural Adjustment Programs [Esaps] On Women And Children: Implications For Social Welfare In Zimbabwe, Saliwe M. Kawewe, Robert Dibie

The Journal of Sociology & Social Welfare

This study examines the impact of structural adjustment policy (SAP) on the welfare of Zimbabweans, particularly women and children and draws some parallels with economic policy in the US and its effect on social welfare programs and the poor. The paper argues that economic structural adjustment programs (ESAPs), introduced by the World Bank and the International Monetary Fund as major international financial institutions in economic globalization, have been an inappropriate public policy for Zimbabwe.
