The purpose of this study was to review new aircraft deicing technologies and developments and surmise which approach may be the most appropriate for the Dane County Regional Airport’s (KMSN) expansion plans, size, available funds, and environmental impact reduction efforts. This paper focuses on the emerging glycol source reduction issues that may be most suitable for this particular airport. A new deicing technology at KMSN would reduce the amount of aircraft deicing fluid used, allow for effacing flight operations, limit environmental impact, and lessen the costs of maintaining and operating the current glycol fluid recovery and treatment system.

Police Accountability And Early Warning Systems: Developing Policies And Programs, Geoffrey P. Alpert, Samuel Walker

The identification of police officers who have potential problems has emerged as a popular approach for curbing police misconduct and achieving accountability. Early warning (EW) systems are data-driven programs whose purpose is to identify officers whose behavior is problematic and to subject those officers to some kind of intervention, often in the form of counseling or training. Because of their potential for providing timely data on officer performance and giving police managers a framework for correcting unacceptable performance, early warning systems are consistent with the new demands for performance evaluation raised by community policing and the effective strategic management of …

In July 1997, the Massachusetts State Legislature, recognizing the challenge presented by the problem of substance abuse for women in the criminal justice system, authorized funds to the Department of Public Health’s Bureau of Substance Abuse Services for a study of substance using female offenders to be conducted by the John W. McCormack Institute at the University of Massachusetts Boston. Since March 1998, a group of researchers at the McCormack Institute and the Criminal Justice Center at UMass Boston has gathered and analyzed a wealth of quantitative and qualitative information on women offenders in Massachusetts.

Immigration has been a subject of intense historical and contemporary debate in US political life. Proponents of immigration cite the important contributions immigrants have made and continue to make to the USA’s national development and evolution. Advocates of more restrictive immigration policies stress concerns over the USA’s ability to support immigrant residents and whether newer immigrants threaten the US national identity and social cohesion. Proponents and opponents of current US immigration policy will use figures from the 2000 census to justify their respective arguments in upcoming debates on this subject. Liberals and progressives have been slow to realize that their preferred vocabulary has been hijacked and that when they respond to once hallowed phrases they are responding to a ghost now animated by a new machme. The point is not a small one, for in any debate, especially one fought in the arena of public opinion, the battle is won not by knock-down arguments but by the party that succeeds in placing its own spin on the terms presiding over the discussion.

The Constitution is an anachronism, 200 years out of date. Although the Bill of Rights is adequate, much of the Constitution relates to a world we no longer face. Certainly it is true that the whole fight in adopting and ratifying the Constitution was between the federalists and the anti-federalists. The anti-federalists did not want a central government because a central government with a standing army could march on the States and use their weapons to impose all kinds of tyranny and deprive the States of their liberty. Few would argue that our community's position is precarious. On the one hand, we are a growing presence in the Commonwealth. In 1995, there were an estimated 344,068 Latinos living in Massachusetts, representing 5.6% of the total state population, a 20% increase since 1990. It is expected that the 2000 census will confirm that Latinos are indeed the largest minority group in the state. Latinos make up an even larger proportion of the total population of a number of key cities, including Lawrence (48%), Chelsea (39%), Holyoke (37%), Springfield (20%), and Boston (12%). Advances in technology have given new life to debates concerning privacy.' Specifically, issues surrounding increased access to personal medical records have recently garnered attention. On one side of the debate, healthcare providers and insurers support expanded access to medical records for treatment, research, and insurance claims purposes. At the same time, however, many patients legitimately expect their medical records to remain private. The advent of Internet access to patient records and electronic medical insurance claims submissions has heightened patients' concerns that computerized medical records will offer less protection and more potential for unauthorized disclosure than paper files in locked cabinets. …
