One option of development that governments in Africa can pursue but which does not appear to have crossed their minds, is encouraging towns, represented as incorporated units, to borrow financial credit. There are several reasons why this appears to be a viable option of development. No government has the financial capacity to address the social and developmental needs of every town under its jurisdiction. A government that encourages or makes it easy for individual towns to utilize credit available from financial institutions, therefore, will be opening a hitherto underutilized component of development in the form of local savings and entrepreneurship …

Locations Of Black Identity: Community Canning Centers In Texas, 1915-1935, Debra Ann Reid

In 1915, African Americans in rural Texas observed communities in transition when they looked out the doors of their wood-frame houses. In that year approximately 72 percent of all blacks in the state, or 511,321 individuals, lived in rural areas. During the 1920s low commodity prices and high inflation combined to ruin many, but few left the land. Instead they rented land on the shares and struggled to earn enough of a living to keep families together. Yet the Great Depression intensified the poverty and forced many blacks to leave rural life behind. In addition, the violence and disfranchisement of …

Evaluation Of Dcof-Funded Peace Corps Youth-At-Risk Programming, Usaid-Leahy

This report was the result of an evaluation of the collaboration between USAID and the Peace Corps in implementing DCOF-funded activities. The evaluation primarily explored the impact the partnership has had on intended beneficiaries, but also examined each agency’s assessments of this joint effort and the vitality of their partnership. The evaluation, the first conducted on the Participating Agency Service Agreement (PASA) which frames USAID/Peace Corps at-risk youth programming, was undertaken by an independent consultant with considerable awareness of the fund and its purposes.

In 1985, the Friend-in-Need Society (FINS) pioneered its Jaipur Foot Program to fill a need scarcely affected by government hospitals. Since 1991, USAID, through the Global Bureau’s Leahy War Victims Fund (LWVF), has partnered with FINS to extend services to more than 6,000 amputees. Several small private organizations address the physical mobility needs of civilian amputees and other persons with physical disabilities, but the number of prosthetic devices they contribute is quite small compared to the number contributed by FINS, and the cost of their services is beyond the means of the average Sri Lankan. The Political Economy Of International Debt And Third World Development, Fredoline Anunobi, Leo U. Ukpong
African Social Science Review
This article examines the causes and implications of the international debt crisis. It begins by first defining the debt crisis and offers some basic explanations for the crisis. The analysis examines the costs of the debt crisis and develops some basic explanations for the crisis. It explores the same conditions in both the North and South countries. Also, the article addresses the role of international financial institutions, and pays some close attention to the problems of international financial establishments in the 1980s. Finally, it reviews some general solutions to the debt crisis and provides some tentative suggestions for future considerations.

ANIMAL RESEARCH
Pain and distress caused by specific research models and techniques raise serious concerns for those in the animal welfare community as well as in the scientific community. Yet good estimates of how much animal pain and/or animal distress is caused by particular techniques or methods are not yet available. The HSUS has compiled a preliminary list of research models and techniques that cause pain and distress. Analyses by the USDA and HSUS indicate that the majority of the animals reported in Column E are used in various testing procedures, with vaccine testing prominent among them. California produces 90% of all wine within the U.S. and dominates the $33 billion/year domestic retail wine industry. Since the 1950s, wine grape growers in California have seen dramatic increases in premium wine quality, grape yield, and crop value. Advances in viticultural practices (irrigation, nutrition, pest/disease control, trellising etc.) and experience in wine making have certainly contributed to the success (Jackson and Lombard 1993). In spite of such advances, wine growers generally believe climate plays a significant role in determining the quantity and quality of a given vintage.

Dietary Fish Oil Sensitizes A549 Lung Xenografts To Doxorubicin Chemotherapy, W. Elaine Hardman, Mary Pat Moyer, Ivan L. Cameron

A549 xenografts were allowed to grow in nude mice to about 5 mm in diameter, then diets were changed to modified AIN-76 diets containing 19% wt/wt. fish oil (FO) or 20% wt./wt. com oil (CO). Ten days later dietary ferric citrate (0.3% wt./dry wt.) was added and doxoribicin (DOX) treatment (3.6 mg/kg i.v. each of the 5 days for 18 days) commenced. Treatment with DOX halted the growth of tumors in the CO fed mice. However, in those mice, which consumed FO or FO with ferric citrate, treatment with DOX caused significant tumor regression.

Feeding Habits Of Young-Of-Year Striped Bass, Morone Saxatilis, And White Perch, Morone Americana, In Lower James River, Va, Paul J. Rudershausen, Joseph G. Loesch

A total of 188 young-of-year (YOY) striped bass, Morone saxatilis, and 199 YOY white perch, Morone americana, were collected by pushnet, seine and trawl during 24-hour periods from June through August, 1992 in lower James River, Virginia. The purpose was to identify prey and temporal and spatial feeding habits. Copepods were the most numerous prey of both species. Fishes and mysids comprised the largest volumetric percentage of diets of striped bass and white perch, respectively. Using an index of relative importance, leptodorids and copepods were the most important prey of striped bass and white perch, respectively. Both species …

Strengths And Stresses Of Omaha Indian Families Living On The Reservation, Douglas A. Abbott, Glenna Slater
Great Plains Research: A Journal of Natural and Social Sciences (through 2013)
We studied current strengths and contemporary stresses of Omaha Indian families living on the reservation in northeast Nebraska. Interviews with 60 tribal members revealed that major family and tribal strengths included: extended family support, spiritual values and religious practices, community generosity and support, Omaha culture and traditions, and a determination of many tribal members to recognize and overcome their problems. Respondents also identified major stresses that included: alcohol use, family breakdown, tribal leadership, unemployment and their children's education. Social Interaction Theory suggests that the identification of stresses should be more common than the identification of strengths by an oppressed minority. …

Schertz and Doering have produced a useful, comprehensive volume that details key actions leading to passage of the 1996 Farm Act. Although both authors are distinguished economists, the book is more about the political process-and associated policymakers-than economics. It should have lasting value, if for no other reason than that the 1996 legislation differed greatly from the twenty or so farm acts preceding it. For anyone who has wondered why the outcome was different in 1996, this book is must reading.

Past conditions in North American prairies have left behind animals and plants whose features were shaped by interactions, some of which no longer exist. For example, pronghorns are fast runners but there are now no fast predators to chase them. Similarly, bison activity structured grasslands, but few prairie reserves now have bison. Here I draw attention to possible cases where ecological patterns are best explained by conditions not present in the modern prairie and propose that such outcomes may be more important than presently thought. In Search Of "Sound Practices" For Microfinance, Christopher Dunford
Journal of Microfinance / ESR Review
The notion of "best practices" for all microfinance is challenged in favor of "sound practices" that are appropriate for particular organizational strategies and situations. A simple conceptual framework is offered to facilitate understanding of the current diversity of experiments with product-market pairs (e.g., group-based lending to poor women struggling to earn enough for family survival). Since the microfinance movement is still in a mode of intensive learning, we should not presume too soon what will be "best" for all product-market pairs. We can expect to discover a somewhat different set of sound practices for each distinct product-market pair.
