Managing Population-Environment Systems: Problems Of Institutional Design, Geoffrey Mcnicoll Jan 2000

Managing Population-Environment Systems: Problems Of Institutional Design, Geoffrey Mcnicoll

Poverty, Gender, and Youth

In population–environment systems human activity is inherently part of the system rather than something to be minimized in order to maintain or restore “natural” environmental conditions. Issues arising in managing such systems are discussed in this paper. The system’s boundaries must be identified, defining its human participants and its ecological content. Procedures for monitoring demographic and environmental change in the system must be set up and consensus must be reached on how to evaluate that change.

Charter School Legislation In Virginia: How Race, Regional Tension, And The Absence Of Crisis Produced A "Weak" Law, Frederick M. Hess, Bradley C. Davis Jan 2000

Charter School Legislation In Virginia: How Race, Regional Tension, And The Absence Of Crisis Produced A "Weak" Law, Frederick M. Hess, Bradley C. Davis

Richmond Public Interest Law Review

The widespread success of charter school legislation has fostered a perception that charter schooling is apolitical and has clouded our understanding of the politics of the issue. In a case study of Virginia's charter school program, we suggest that three important political variables have been largely overlooked to date. The "weak" form of Virginia's charter school legislation can be attributed in large part to: (1) the schism between the educationally privileged communities of Northern Virginia and those of the rest of the state, (2) the lack of a perceived educational crisis, and (3) the vocal presence of minority opposition. Teacher …

The Constitutionality Of Mandatory Public School Community Service Programs, Rodney A. Smolla Jan 2000

The Constitutionality Of Mandatory Public School Community Service Programs, Rodney A. Smolla

Law Faculty Publications

Proposals for public service programs have long had currency in America, and may be gaining a certain millennium momentum in current public debate. While proposals for national public service programs of varying ambition and scope continue to be debated, at the local level a growing number of U.S. public school districts are implementing community service programs for high school students. Community service programs generally require students to complete a specified number of hours of service as a condition for graduation. In a typical program, a student may be required to complete forty to sixty hours of community service with organizations …

Connecting Grounds Of Discrimination To Real People's Real Experiences, Dianne Pothier Jan 2000

Connecting Grounds Of Discrimination To Real People's Real Experiences, Dianne Pothier

Dianne Pothier Collection

From the outset, the prevailing approach to human rights statutes in Canada has been predicated on a closed list of prohibited grounds of discrimination. The early drafts of s. 15 of the Canadian Charter of Rights and Freedoms likewise had a closed list of enumerated grounds, but the final version qualifies those grounds as "in particular", opening the door for a broader application of s. 15. Nonetheless, the Supreme Court of Canada, with the exception of Justice L'Heureux-Dube, has insisted that establishing a prohibited ground, either enumerated or analogous, is a requisite condition to a s. 15 breach. In the …

Does successful implementation, and technology used in program development, have an impact on student achievement in distance learning courses?

Daniel Elazar, Bogus Or Brilliant: A Study Of Political Culture Across The American States, Todd Zoellick '00 Jan 2000

Daniel Elazar, Bogus Or Brilliant: A Study Of Political Culture Across The American States, Todd Zoellick '00

Res Publica - Journal of Undergraduate Research

American states each have individual political cultures which are important to our understanding of their political environments, behavior, and responses to particular issues. While voters probably do not consciously think about political culture and conform to that culture on election day, they seem to form cohesive clusters in different areas of the state, creating similar group political ideologies. Because of these similarities, it is possible to measure the dominant political culture within states or areas of a state, gaining insight into the mind-set of state residents. Whatever the state culture, whether liberal or conservative, participatory or exclusive, political culture identifies …

An Investigation Of Social Skill Group Counseling Intervention With At-Risk Students, Kathy A. Bennett Jan 2000

An Investigation Of Social Skill Group Counseling Intervention With At-Risk Students, Kathy A. Bennett

Theses

The purpose of this study was to investigate the benefits of teaching social skills to a group of 14 at-risk kindergarten students that were identified by their classroom teachers as exhibiting social skills deficits. A pre-test and post-test experimental design was devised using the Social Skills Direct Observation by Sheridan (1997). Students participated in a group social skills training program for five weeks. A statistical comparison between the pre and post test data was then performed by means of a nonparametric procedure. Results of the Wilcoxon's Matched Pairs-Signed-Ranks Test were indicative of positive gains in the students' acquisition of social …

Sicnn Optimisation, Two Dimensional Implementation And Comparison, Grant Walker Jan 2000

Sicnn Optimisation, Two Dimensional Implementation And Comparison, Grant Walker

Theses : Honours

The study investigates the process of optimisation, implementation and comparison of a Shunting Inhibitory Cellular Neural Network (SICNN) for Edge Detection. Shunting inhibition is lateral inhibition where the inhibition function is nonlinear. Cellular Neural Networks are locally interconnected nonlinear, parallel networks which can exist as either discrete time or continuous networks. The name given to Cellular Neural Networks that use shunting inhibition as their nonlinear cell interactions are called Shunting Inhibitory Cellular Neural Networks. This project report examines some existing edge detectors and thresholding techniques. Then it describes the optimisation of the connection weight matrix for SICNN with Complementary Output …

Biogeography Of A Changing Landscape: Pipidinny Swamp, Yanchep National Park Western Australia, Bradley W. Boucher Jan 2000

Biogeography Of A Changing Landscape: Pipidinny Swamp, Yanchep National Park Western Australia, Bradley W. Boucher

Theses : Honours

The resources of Pipidinny Swamp were utilised by the Nyoongar Aboriginal people for possibly 40,000 years. Since the late 1800s, the resources of Pipidinny Swamp were used by non-Indigenous settlers. More recently, the wetland was incorporated in the Yanchep National Park in 1991.This study sought to reconstruct the changes to the natural and cultural environments within the wetland to provide background knowledge for the management board of the Park. Field investigations abo demonstrated the dynamic state of the wetland over a six-month period between low water (Feb-Apr) and high water (Aug-Oct) by monitoring the groundwater system, the vegetation system, and …

Workplace Safety Policy: Past, Present, And Future, Thomas J. Kniesner, John D. Leeth

Center for Policy Research

With an annual budget of about $400 million, the Occupational Safety and Health Administration (OSHA) is about 5 percent the size of the Environmental Protection Agency, another federal agency created by President Richard M. Nixon in 1970, the "Year of the Environment." Nearly all workers in the United States come under OSHA's jurisdiction, with some notable exceptions, including miners, transportation workers, many public employees, and people who are self-employed. OSHA is currently responsible for projecting over 100 million workers at 6 million work sites with the help of only about 2,000 workplace health and safety inspectors. Nevertheless, suppers of OSHA …
