The Public Justification Approach To Statutory Interpretation, Bernard W. Bell

Legislative history seems inextricably intertwined with the concept of legislative intentexamining legislative history makes sense only if one wishes to determine legislative intent. The contestants on both sides of the current battle over using legislative history may agree on little, but they seem to agree on this point. Legislative history’s devotees argue that determining legislative intent is the goal of statutory interpretation, and the legitimacy of referring to legislative history seems to follow without much argument. That is, legislative history merely serves as a tool to find illusive legislative intent, but, in itself, lacks significance. Those who attack legislative history …

Are Worker's Wages Driven By National Or Local Factors?, Dwight Adamson, David Clark, Mark Partridge

Previous studies of the linkage of national and regional labor markets have focused on aggregate employment growth and migration. By focusing on the separate effects of national and regional labor market economic conditions on wages, this study differs from much of the previous literature. In particular, this paper will extend the previous literature in two key directions. First, it will explore whether local economic activity and location-specific amenities have different effects on metropolitan and nonmetropolitan area wages. Second, it will determine whether these effects on workers varied by education level between metro and nonmetro workers. These issues will be explored …

This paper attempts to investigate the individual wage rate of return to college education. Over the last twenty years, the return to college education has increased dramatically. We propose to investigate how the return to college differs across educational and residential characteristics. We first consider differential returns to an associate, bachelor, advanced, and professional degrees and what characteristics of an individual's college education influence the rate of return to different degrees. Accessory Cell Defect In Unresponsiveness Of Neonates And Aged To Polysaccharide Vaccines., Subbarao Bondada, H Wu, D A Robertson, R L Chelvarajan

Microbiology, Immunology, and Molecular Genetics Faculty Publications

T independent antigens elicit antibody responses in the absence of carrier specific T helper cells but require signals from accessory cells (macrophages and dendritic cells) or specific cytokines. They are further subdivided into TI-1 and TI-2 categories based on the ability of TI-1 but not TI-2 antigens to elicit immune responses from neonates. Most bacterial polysaccharides including the pneumococcal polysaccharide vaccines belong to the TI-2 class. It is hypothesized that defects in accessory cell function play a critical role in the failure of neonates to respond to such TI-2 antigens.
