Law And Values In Governance: The Singapore Way, Eugene K. B. Tan

The article examines the role of law and the legal system in catalysing Singapore's development success. It argues that there is a dichotomy in the approach with regard to commercial law and law relating to individual freedom and rights and civil society. Universalism characterises the treatment of commercial laws while cultural relativism and a communitarian-based understanding of rights and obligations are features of the law relating to the rights of the individual. Instrumentalism, driven by a particularistic 'communitarian' political philosophy underpinned by strong Confucianist values, is very much motivated by the need for good governance as a prerequisite for economic …

The Presentation Of Gender-Based Sexuality Scripts In Sex Education Films, Patricia Anne Drew

The manifest purpose of sex education films is to transmit factual information about sexuality to schoolchildren. However, films additionally contain covert messages informing students of proper and improper sexual roles. Films can reinforce patriarchal gender-differentiation within the sexual realm or, alternately, films can promote commensurate, non-patriarchal gender scripts for sexuality. This paper researches the ideological gender messages set within and transmitted by sex education films. Although sex education films represent only a small part of the sexual culture, the trends revealed in the films may indicate general parameters of US sexual culture.

Flavonols are polyphenols, secondary plant metabolites commonly found in plants and foods of plant origin. They have widespread biological properties in the human body. The recent discovery of their potential antioxidant activities has prompted extensive research. Flavonols particularly quercetin are potent antioxidants with higher antioxidant properties than the well known antioxidant vitamins C and E. Several epidemiology studies have demonstrated a strong inverse association between flavonoid intake and risk of coronary heart disease. The association with cancer is less defined with only some studies showing an inverse association and others not. In view of their potential to act as antioxidants …

Natural autoantibodies (NAA} are autoantibodies that are present in the sera of healthy individuals. NAA can belong to the lgA, lgG and lgM isotypcs. They exhibit high degrees of polyreactivity and connectivity but low affinity to self antigens. The main function of NAA in healthy people is probably 10 clear the catabolic waste and ageing cells. In this study, an indirect Enzyme-linked lmmunosorbent Assay (ELISA) method was used to detect NAA against hormones, namely adreno-co11ical (hydrocortisone, aldostcrone, androstcncdionc), adrcno-medullary (adrenaline. noradrenaline) and other related steroid hormones (progesterone, testosterone, P-cstradiol). John Doe has become a popular defamation defendant as corporations and their officers bring defamation suits for statements made about them in Internet discussion fora. These new suits are not even arguably about recovering money damages but instead are brought for symbolic reasons — some worthy, some not so worthy. If the only consequence of these suits were that Internet users were held accountable for their speech, the suits would be an unalloyed good. However, these suits threaten to suppress legitimate criticism along with intentional and reckless falsehoods, and existing First Amendment law doctrines are not responsive to the threat …

Two Degrees Of Speech Protection: Free Speech Through The Prism Of Agricultural Disparagement Laws, Howard M. Wasserman

In the wake of a 1989 national television broadcast reporting the alleged cancer risk of a chemical applied to apples on trees, many states passed agricultural product disparagement (APD) statutes. These statutes grant civil causes of action to the growers and sellers of perishable food products, against anyone who speaks negatively or disparagingly, without basis in scientific evidence, about the product's safety. In this Article, Howard M Wasserman explores the interplay between the APD statutes and the First Amendment. Cardiac myxomas are benign mesenchymal tumors that can present as components of the human autosomal dominant disorder Carney complex. Syndromic cardiac myxomas are associated with spotty pigmentation of the skin and endocrinopathy. Our linkage analysis mapped a Carney complex gene defect to chromosome 17q24. We now demonstrate that the PRKAR1α gene encoding the R1α regulatory subunit of cAMP-dependent protein kinase A (PKA) maps to this chromosome 17q24 locus. Furthermore, we show that PRKAR1α frameshift mutations in three unrelated families result in haploinsufficiency of R1α and cause Carney complex. We did not detect any truncated R1α protein encoded by mutant PRKAR1α. …

I have, however, used Carol Gilligan's In A Different Voice and Deborah Tannen's You Just Don't Understand in classes with good results.1 While students differ in their responses, these works are accessible to many and have inspired good discussion about how gender may affect decision-making and impact the way messages are sent and received. The financial collapse of Long Term Capital Management, L.P., has led federal regulators and financial regulators to question whether additional regulatory constraints on a hedge fund's use of leverage are necessary to protect against financial market disruption. This Article discusses whether additional regulation is needed to protect against the possibility of systemic loss triggered by a hedge fund's excessive use of leverage. In 1975, during photographic surveys of the continental shelf using the johnson-Sea-Link Research Submersible, scientists from Harbor Branch Oceanographic Institution discovered high relief pinnacles at depths of 70-100 m that were living coral reefs composed entirely of the ivory tree coral Oculina varicosa. Various research ensued including studies on coral growth rates, community structure of associated invertebrates and fishes, effects of upwelling, bioerosion, sediments, geology, and taxonomic studies of fish, decapods, mollusks, echinoderms, sipunculids, pycnogonids, and amphipods. The oceans continue to provide new opportunities for the discovery of marine-derived medicines and the deep sea is relatively untapped. The Division of Biomedical Marine Research (DBMR) at Harbor Branch Oceanographic Institution (HBOI) has conducted expeditions worldwide to collect a unique set of marine microorganisms and invertebrates, such as sponges and gorgonians, using the Johnson-Sea-Link submersibles to depths of 914 m. Discodermolide, a bioactive compound derived from the deep water sponges Discodermia spp., was discovered by HBOI and licensed for development as an anticancer drug. Other HBOI compounds in preclinical trials includetopsentins with potent anti-inflammatory activity and lasonolides with antitumor …

If nothing else, this Review Essay, like Professor Viteritti's book, should be timely. As I write, the United States Supreme Court in Mitchell v. Helms has just decided that publicly funded computers and other educational materials may be loaned to private and religious schools. The decision is widely viewed as signaling, if not determining, the constitutional fate of school-choice experiments like those in Cleveland and Milwaukee. As it happened, just one week before Mitchell, the Sixth Circuit heard oral arguments in Simmons-Harris v. The article discusses what types of legal cases constitute a “canon” on American constitutional theory and comparative constitutional law, examples of case law that illustrate important developments in the two subjects. It describes the process taken by the article's authors to select a small sampling of 90 “canon” cases for their course book on American constitutional law, which is designed for the academic community and for undergraduate students enrolled in a traditional liberal arts curriculum.

The Recusal Alternative To Campaign Finance Legislation, John Copeland Nagle

Typical campaign finance proposals focus on limiting the amount of money that can be contributed to candidates and the amount of money that candidates can spend. This article suggests an alternative proposal that places no restrictions on contributions or spending, but rather targets the corrupting influence of contributions. Under the proposals, legislators would be required to recuse themselves from voting on issues directly affecting contributors. I contend that this proposal would prevent corruption and the appearance of corruption while remedying the first amendment objections to the regulation of money in campaigns.

Some years ago, an international symposium of jurists described administrative law as encompassing "the entire range of action by government with respect to the citizen or by the citizen with respect to the government, except for those matters dealt with by the criminal law, and those left to private civil litigation where the government's only participation is in furnishing an impartial tribunal with the power of enforcement."
