Equity And Efficacy In Washington State's Gma Affordable Housing Goal, Henry Mcgee Jan 2000

Equity And Efficacy In Washington State's Gma Affordable Housing Goal, Henry Mcgee

Faculty Articles

This essay considers the basis for the Washington State's Growth Management Act’s (GMA) affordable housing goal, considers the relationship between its achievement and the reduction of urban sprawl. It also links the GMA's goal of an equitable distribution of housing resources to a fundamental social aspiration described by the United States Congress as a "decent home and living environment for all Americans." Indeed, it will be argued that the economic disparity and inequity directly linked to urban sprawl-both a cause as well as an effect-are locked ineluctably to a pathological social process in which they feed upon each other. Foreword: Re-Orienting Law And Sexuality, Tayyab Mahmud, Ratna Kapur

Faculty Articles

This forward to a symposium issue of the law review maps the terrain of legal regulation of sexuality. It locates sexuality within a matrix of power, knowledge, and resistance and the question of regulation of sexuality is approached from the perspective of the sexually marginalized subject -- the sexual subaltern. It briefly reviews the contributions to the symposium and forwards a research agenda about questions of theory and praxis related to the production and regulation of sexual subjects.

Localism, Self-Interest, And The Tyranny Of The Favored Quarter: Addressing The Barriers To New Regionalism, Sheryll Cashin Jan 2000

Localism, Self-Interest, And The Tyranny Of The Favored Quarter: Addressing The Barriers To New Regionalism, Sheryll Cashin

Georgetown Law Faculty Publications and Other Works

This article argues that our nation's ideological commitment to decentralized local governance has helped to create the phenomenon of the favored quarter. Localism, or the ideological commitment to local governance, has helped to produce fragmented metropolitan regions stratified by race and income. This fragmentation produces a collective action problem or regional prisoner's dilemma that is well-known in the local governance literature.

City Of Las Vegas Sidewalk Maintenance And Repair: Who Is Responsible?, Daphnee Legarza Jan 2000

City Of Las Vegas Sidewalk Maintenance And Repair: Who Is Responsible?, Daphnee Legarza

UNLV Theses, Dissertations, Professional Papers, and Capstones

The City of Las Vegas (CLV) has recently adopted several new plans and elements requiring the creation of more pedestrian friendly and cluster development communities. The City of Las Vegas’ 2020 Master Plan requires pedestrian friendly neighborhoods in newly developing areas by stating, “The importance of creating neighborhoods that are walkable and sustainable and which foster a sense of community must be key elements of our newly developing areas”. (CLV Master Plan 2020, October 2000, p. 47) Also, in neighborhood revitalization areas the City requires “That new commercial development be designed in a walkable and non-vehicular friendly manner, providing shelter …

From Rivers To Oceans: A Comparison Of Contrasting Aquatic Ecosystems Using Benthic Size Spectra, Ahmed El-Sayed Ahmed Abada Jan 2000

From Rivers To Oceans: A Comparison Of Contrasting Aquatic Ecosystems Using Benthic Size Spectra, Ahmed El-Sayed Ahmed Abada

School of Biological and Marine Sciences Theses

This thesis uses a range of different size spectra to compare contrasting benthic habitats in the aquatic realm. Temporal and spatial variation in benthic size spectra were investigated across a full salinity gradient (i.e. from freshwater, through estuarine to marine) in the River Yealm, south Devon, in order to gauge the influence of large differences in taxonomy and evolutionary history. Abundance and biomass size spectra showed a similar pattern among sites in all seasons but winter, suggesting that the size structure of benthic communities may be similar in sites with very different community compositions. A subsequent study comparing size spectra …

A Preferred Vision For Administering Elementary Schools : A Reflective Essay, Michael Ward

Graduate Research Papers

As an individual practicing school administration in a small private school and a former classroom teacher, I feel that I bring with me a set of values and beliefs about education into the completion of my Masters of Arts in Education degree. These values and beliefs were and still are being formed by my upbringing, education and environment. As an administrator, I hope that I can model my values and through collaboration with all stakeholders of our school, use my beliefs and theirs to develop a vision for the school.

The Effect Of Display On Students' Book Selections, Dianne Loughren Jan 2000

The Effect Of Display On Students' Book Selections, Dianne Loughren

Graduate Research Papers

The purpose of the study The Effect of Displays on Students' Book Selections was to investigate whether students would choose books from a display more often than when the books were shelved in regular order at the Starmont Community Schools K-8 Media Center. The thirty items selected for the display had not circulated five times during the current school year and were recommended in the 17th edition of Wilson's Children's Catalog. During the three week period when the display was in place students in third through eighth grade who visited the media center were videotaped to monitor book selection behaviors. …

Sensitivity Of A High‐Elevation Rocky Mountain Watershed To Altered Climate And Co2, Jill S. Baron, Melannie D. Hartman, L. E. Band, Richard B. Lammers Jan 2000

Sensitivity Of A High‐Elevation Rocky Mountain Watershed To Altered Climate And Co2, Jill S. Baron, Melannie D. Hartman, L. E. Band, Richard B. Lammers

Faculty Publications

We explored the hydrologic and ecological responses of a headwater mountain catchment, Loch Vale watershed, to climate change and doubling of atmospheric CO2 scenarios using the Regional Hydro‐Ecological Simulation System (RHESSys). A slight (2°C) cooling, comparable to conditions observed over the past 40 years, led to greater snowpack and slightly less runoff, evaporation, transpiration, and plant productivity. An increase of 2°C yielded the opposite response, but model output for an increase of 4°C showed dramatic changes in timing of hydrologic responses. The snowpack was reduced by 50%, and runoff and soil water increased and occurred 4–5 weeks earlier with 4°C …

Is The Rule Of Law Cosmopolitan?, Robin West Jan 2000

Is The Rule Of Law Cosmopolitan?, Robin West

Georgetown Law Faculty Publications and Other Works

What I will argue in the bulk of the paper is that whether or not the rule of law implies ethical cosmopolitanism depends: it depends on how we understand or interpret the legalistic sense of justice that law and the rule of law seemingly require. The virtue that we sometimes call legal justice, and the correlative meaning of the rule of law to which it is yoked, can plausibly be subjected to a range of different interpretations, each resting on quite different understandings of the point of law and of what the individual law is meant to protect. Some of …

A Synoptic Climatology Of Derecho Producing Mesoscale Convective Systems In The North-Central Plains, M.L. Bentley, Thomas L. Mote, Stephen F. Byrd Jan 2000

A Synoptic Climatology Of Derecho Producing Mesoscale Convective Systems In The North-Central Plains, M.L. Bentley, Thomas L. Mote, Stephen F. Byrd

Faculty Articles, Papers, and Other Scholarship

Synoptic-scale environments favourable for producing derechos, or widespread convectively induced windstorms, in the North-Central Plains are examined with the goal of providing pattern-recognition:diagnosis techniques. Fifteen derechos were identified across the North-Central Plains region during 1986–1995. The synoptic environment at the initiation, mid-point and decay of each derecho was then evaluated using surface, upper-air and National Center for Atmospheric Research (NCAR):National Center for Environmental Prediction (NCEP) reanalysis datasets. Results suggest that the synoptic environment is critical in maintaining derecho producing mesoscale convective systems (DMCSs). The synoptic environment in place downstream of the MCS initiation region determines the movement and potential strength …

On The Seasonal Mixed Layer Simulated By A Basin-Scale Ocean Model And The Mellor-Yamada Turbulence Scheme, Tal Ezer Jan 2000

On The Seasonal Mixed Layer Simulated By A Basin-Scale Ocean Model And The Mellor-Yamada Turbulence Scheme, Tal Ezer

CCPO Publications

Seasonal changes and vertical mixing processes in the upper layers of the North Atlantic Ocean are simulated with a basin-scale sigma coordinate ocean model that uses the Mellor-Yamada turbulence closure scheme. The cause of insufficient surface mixing and a too shallow summertime thermocline, common problems of ocean models of this type, is investigated in detail by performing a series of sensitivity experiments with different surface forcing conditions and different turbulence parameterizations. A recent improvement in the parameterization of the dissipation term in the Mellor-Yamada turbulence scheme, which has shown a significant improvement in one-dimensional calculations, had a positive but relatively …

Adolescent Pregnancy And Parenthood In South Africa, Carol E. Kaufman, Thea De Wet, Jonathan Stadler Jan 2000

Adolescent Pregnancy And Parenthood In South Africa, Carol E. Kaufman, Thea De Wet, Jonathan Stadler

Poverty, Gender, and Youth

South Africa’s total fertility rate is estimated to be one of the lowest in sub-Saharan Africa, less than 3.0 births per woman nationally and declining. At the same time, adolescent childbearing levels remain high more than 30 percent of 19-year-old girls are reported to have given birth at least once. Using evidence from focus groups conducted in urban and rural areas in South Africa with young black women and men, and with the parents of teenage mothers, we consider the experience of early parenthood. Specifically, the analysis explores four aspects of teenage childbearing as it relates to key transitions into …

Spatial Variation In Contraceptive Use In Bangladesh: Looking Beyond The Borders, Sajeda Amin, Alaka Malwade Basu, Rob Stephenson Jan 2000

Spatial Variation In Contraceptive Use In Bangladesh: Looking Beyond The Borders, Sajeda Amin, Alaka Malwade Basu, Rob Stephenson

Poverty, Gender, and Youth

This paper tries to promote a more complete understanding of social change by analyzing spatial patterns of contraceptive use in Bangladesh and the contiguous state of West Bengal in India. The paper takes it’s cue from earlier analysis which found strong evidence of higher contraceptive prevalence in districts of Bangladesh that border Bengali speaking districts on India, as well as from analysis of fertility decline in historical Europe where language played a critical role. Using multilevel analysis to control for variations in individual and household level correlates, mapping districts that deviate considerably from their regional averages, the analysis highlights an …

Daniel Elazar, Bogus Or Brilliant: A Study Of Political Culture Across The American States, Todd Zoellick '00 Jan 2000

Daniel Elazar, Bogus Or Brilliant: A Study Of Political Culture Across The American States, Todd Zoellick '00

Res Publica - Journal of Undergraduate Research

American states each have individual political cultures which are important to our understanding of their political environments, behavior, and responses to particular issues. While voters probably do not consciously think about political culture and conform to that culture on election day, they seem to form cohesive clusters in different areas of the state, creating similar group political ideologies. Because of these similarities, it is possible to measure the dominant political culture within states or areas of a state, gaining insight into the mind-set of state residents. Whatever the state culture, whether liberal or conservative, participatory or exclusive, political culture identifies …

Images Of Ruin: Decay In A Post-Industrial World, Juha Tolonen

Theses : Honours

This thesis will examine the significance of ruin and decay in today's society, particularly the sites of industrial ruin in a post-industrial environment. It will explore the ways in which sites of ruin have been used and represented by competing cultural interests in the past and present. A focus will be on the industry of photography and its effects upon our understanding of sites of ruin, revealing possibilities for change in our aesthetic awareness of these sites. I will also include a portfolio of my own images reflecting my views and interests on a decaying industrial landscape.

Biogeography Of A Changing Landscape: Pipidinny Swamp, Yanchep National Park Western Australia, Bradley W. Boucher Jan 2000

Biogeography Of A Changing Landscape: Pipidinny Swamp, Yanchep National Park Western Australia, Bradley W. Boucher

Theses : Honours

The resources of Pipidinny Swamp were utilised by the Nyoongar Aboriginal people for possibly 40,000 years. Since the late 1800s, the resources of Pipidinny Swamp were used by non-Indigenous settlers. More recently, the wetland was incorporated in the Yanchep National Park in 1991.This study sought to reconstruct the changes to the natural and cultural environments within the wetland to provide background knowledge for the management board of the Park. Field investigations abo demonstrated the dynamic state of the wetland over a six-month period between low water (Feb-Apr) and high water (Aug-Oct) by monitoring the groundwater system, the vegetation system, and …
