Effects Of Land Use Change On Channel Morphology In Northeastern Puerto Rico, J. J. Clark, Peter Wilcock Jan 2000

Effects Of Land Use Change On Channel Morphology In Northeastern Puerto Rico, J. J. Clark, Peter Wilcock

Watershed Sciences Faculty Publications

Between 1830 and 1950 much of northeastern Puerto Rico was cleared for agriculture. Runoff increased by 50% and sediment supply to the river channels increased by more than an order of magnitude. Much of the land clearance extended to steep valley slopes, resulting in widespread gullying and landslides and a large load of coarse sediments delivered to the stream channels. A shift from agriculture to industrial and residential land uses over the past 50 yr has maintained the elevated runoff while sediment supply has decreased, allowing the rivers to begin removing coarse sediment stored within their channels. The size, abundance, …

"Trapped" In Sing Sing: Transgendered Prisoners Caught In The Gender Binarism, Darren Rosenblum Jan 2000

"Trapped" In Sing Sing: Transgendered Prisoners Caught In The Gender Binarism, Darren Rosenblum

Michigan Journal of Gender & Law

This Article first summarizes gender, transgendered identity, and legal issues facing transgendered people to contextualize the lives of transgendered prisoners. Parts II and III explore respectively the placement and treatment issues that complicate the incarceration of the transgendered. Corrections authorities, through indifference or incompetence, foster a shockingly inhumane daily existence for transgendered prisoners. In Part V, I examine the plight of transgendered prisoners through the metaphor of the miners' canary. Transgendered prisoners signal the grave dangers facing all of us in a wide array of social structures, elucidating the apparently intractable problems of gender. This Article simultaneously explores a human …

A Guide To The Joseph Smith Papyri, John Gee Jan 2000

A Guide To The Joseph Smith Papyri, John Gee

Maxwell Institute Publications

Since the rediscovery of the Joseph Smith Papyri in 1967, the papyri have been the center of conflicting, and often confusing, claims. This full-color, reader-friendly guide contains an overview of the basic facts and major theories about the papyri, along with helpful maps, illustrations, charts, and glossaries of terms and names.

Written by Egyptologist John Gee, this guide reflects not only the latest Egyptological research but also the most recent Latter-day Saint thought about the papyri. It deals with the nature of the papyri, their contents, their provenance, their relationship to the Book of Abraham and the Book of Breathings, …

Punishment, Postgenocide: From Guilt To Shame To Civis In Rwanda, Mark A. Drumbl Jan 2000

Punishment, Postgenocide: From Guilt To Shame To Civis In Rwanda, Mark A. Drumbl

Scholarly Articles

Following the 1994 Rwandan genocide, national and international trials set out to encourage national reconciliation, promote peace, punish perpetrators, foster a culture of human rights, and effect justice. In this Article, Professor Mark Drumbl questions the ability of these trials to achieve these goals and suggests they may in fact aggravate ethnic identity politics, thereby threatening Rwanda's long-term stability. He argues that the highly interdependent yet dualist nature of Rwandan society, together with the widespread level of participation in and victimization by the genocide, create a situation where accountability for the violence and the deterrence of future violence can be …

Democratic Vistas For The Humanities, Richard J. Franke Jan 2000

Democratic Vistas For The Humanities, Richard J. Franke

Imagining America

Richard J. Franke, author, Cut from Whole Cloth, draws from his experience as founding chairman of the Chicago Humanities Festival and as CEO of John Nuveen and Company, to tackle the question, “How do we bring scholars and artists to a larger audience?” Stepping back, he also asks, “Why is it important to reach a larger audience?”

Franke argues here that the humanities can best train citizens to make the complex political, social, and moral decisions that constitute a healthy democracy. Not only are the humanities crucial to the political and social spheres, but also to the professional world where …

The Fifteenth Amendment's Prohibition Against State Suffrage Restrictions Based Upon Race Encompasses Ancestral Restrictions That Are Used As Substitutes For Race: Rice V. Cayetano, Tina L. Corcoran

Duquesne Law Review

The Supreme Court of the United States held that State voter eligibility statutes that limit suffrage to only those persons meeting a statutorily defined ancestry are prohibited by the Fifteenth Amendment when the legislative purpose behind the ancestral definition is to treat those defined persons as a distinct people so that ancestry becomes a proxy for race.

Rice v. Cayetano, 120 S. Ct. 1044 (2000).

Specifically, this paper focuses on students' perceptions of their science instruction and attitudes toward science learning, and parents' and teachers' perceptions about science instruction as a function of their experience with an interactive-constructivist teaching approach designed to focus on student ideas, utilization of literature connections, and incorporation of parents as partners. Findings indicate that the Science PALs project successfully improved teachers' content-pedagogical knowledge in specific science units, pedagogical skills and …

The Legislative Jurisdiction Of States Over Transactions In International Electronic Commerce, 18 J. Marshall J. Computer & Info. L. 689 (2000), Tapio Puurunen

UIC John Marshall Journal of Information Technology & Privacy Law

With increasing growth and development of E-commerce and a rapid increase in the number of Internet Users, government assessment of current protections granted to consumers in their states is encouraged. The author's purpose is to examine national legislation on e-commerce regulation and its limits, to resolve jurisdictional conflict of laws associated with e-commerce, and to propose possible solutions to these emerging problems. This article covers market functions between business and consumer transactions. First, government should not ignore consumer e-commerce since e-commerce trade is significant on both national and international levels. Secondly, the author pushes for an extensive effort to unify …

A Requiem For The Ifq In U.S. Fisheries, Keith R. Criddle, Seth Macinko Jan 2000

A Requiem For The Ifq In U.S. Fisheries, Keith R. Criddle, Seth Macinko

Economic Research Institute Study Papers

Despite their apparent economic benefits to harvesters, Individual Fishing Quotas (IFQs) have only been adopted in three U.S. fisheries: Mid-Atlantic surf clam and ocean quahog; South Atlantic wreckfish; and North Pacific halibut and sablefish. During the 1996 reauthorization of the Magnuson-Stevens Fishery Conservation and Management Act, Congress temporarily blocked implementation of additional IFQ programs in U.S. fisheries. In this paper, we argue that because of the emergence of an alternative, the cooperative, it is unlikely that new IFQs will be adopted in federally managed U.S. fisheries. From an economic perspective, cooperatives offer the advantage of eliminating production externalities that may …

Speed Of Innovation In High Technology Firms: Geographic And Organizational Strategies, Elsie L. Echeverri-Carroll, Lynn Hunnicutt Jan 2000

Speed Of Innovation In High Technology Firms: Geographic And Organizational Strategies, Elsie L. Echeverri-Carroll, Lynn Hunnicutt

Economic Research Institute Study Papers

Competition in high technology is increasingly based on rapid innovation. But what conditions quicken innovation? Some suggest innovation is faster in firms with many related organizations located nearby. Others propose relationships with customers and suppliers as key factors in rapid innovation. We attempt to differentiate between these hypotheses. We find that local amenities determine firm location, but not innovation speed. Instead relationships with suppliers and customers are the main determinants of innovation speed.
