Publications and Research
An outbreak of encephalitis occurred in New York City in late August 1999, the first caused by West Nile virus in North America. Histopathologic and immunopathologic examinations performed on human autopsy materials helped guide subsequent laboratory and epidemiologic investigations that led to identification of the etiologic agent.

The Legacy Of Modern Urbanism In Brazil: Paradigm Turned Reality Or Unfinished Project?, Vicente Del Rio, Haroldo Gallo
The Legacy Of Modern Urbanism In Brazil: Paradigm Turned Reality Or Unfinished Project?, Vicente Del Rio, Haroldo Gallo
City and Regional Planning
The Modern Movement ideals of transformation and progress coincided with the national spirit and zeitgeist of the 1930s Estado Novo in Brazil. Despite a persistent conflict between distinct urbanist views a progressive approach of urbanism became eventually predominant. Its strong impact on urbanist manifestations reached its climax with the construction of Brasilia. This paper explores some negative aspects of the modern legacy in Brazilian urbanism, but by acknowledging that Modern Movement ideals helped to establish a great sense of social consciousness and promoted a common aim, also the creation of a particular identity is recognized. By strengthening local elements of …

Effect On Funding Equity Of The Arizona Tax Credit Law, Glen Y. Wilson
Effect On Funding Equity Of The Arizona Tax Credit Law, Glen Y. Wilson
Education Policy Analysis Archives (EPAA)
This article examines the results from the first year (1998) of the Arizona Education Tax Credit program. The tax credit law allows individuals a dollar- for-dollar tax credit of $500 for donations to private schools and a dollar-for-dollar tax credit of $200 for donations to public schools. Although one justification for this statute was that it would help lower income students, the primary beneficiaries of this program tend to be the relatively well off. The author concludes that Arizona's tax credit law increases educational funding inequity in Arizona. Data for 1999, only recently made available, show a 159.1 percent increase …
The Arizona Education Tax Credit And Hidden Considerations Of Justice: Why We Ought To Fight Poverty, Not Taxes, Michele S. Moses
The Arizona Education Tax Credit And Hidden Considerations Of Justice: Why We Ought To Fight Poverty, Not Taxes, Michele S. Moses
Education Policy Analysis Archives (EPAA)
The current debate over market-based ideas for educational reform is examined, focusing specifically on the recent movement toward education tax credits. Viewing the Arizona education tax credit law as a voucher plan in sheep's clothing, I argue that the concept of justice underlying the law is a crucial issue largely missing from the school choice debate. ...

Lichten (2000) argues that increased access to AP courses in high schools has led to a decline in AP quality. He uses a mix of actual data, inaccurate data, and fabricated data to support this hypothesis. A logical consequence of his argument is that a reduction in the availability of AP courses will lead to an improvement in AP quality. In this paper, we maintain that his thesis is flawed because he confounds quality with scarcity. ...

Juvenile Gangs In Schools: Characteristics, Causes, And Possible Solutions, Gordon A. Crews
Juvenile Gangs In Schools: Characteristics, Causes, And Possible Solutions, Gordon A. Crews
Criminal Justice Faculty Research
The purpose of this seminar is to acquaint participants with the ever-changing characteristics, often conflicting issues of causation, and various proposed solutions to the myriad of problems associated with gangs in schools. Special attention is given to the evolving nature of gangs in K-12 educational institutions (e.g., new types of juvenile groups developing and their associated behavior). Traditional subjects such as gang recruitment, initiation, and criminal activity are examined by discussing the many ways they manifest themselves in the school setting. Finally, a conceptual framework is presented by which a school can identify, understand, and begin to address a potential …

Moral Considerations Regarding The Arizona Tax Credit Law: Some Comments, Anthony G. Rud Jr.
Moral Considerations Regarding The Arizona Tax Credit Law: Some Comments, Anthony G. Rud Jr.
Education Policy Analysis Archives (EPAA)
I begin by commenting on the language used, both by the Arizona tax credit law, and by our commentators, and then turn to a discussion of a factor I believe fuels the impetus for sectarian education. I end with a consideration of questions related to the social, cognitive, and moral costs of such privatization, in contrast to a democratic commitment to education.

Human Conflicts with Wildlife: 2002 Symposium
At the request, and with the support, of the National Pork Producers Council we are conducting a comprehensive economic analysis of rodent control in swine production facilities. The authors represent an interdisciplinary working group that has been assembled to identify all necessary input variables and values associated with rodent damage and control. The working group consists of specialists in swine production, facilities management, agricultural economics, swine health, rodent control, the pest management industry, systems modeling, and distance education. We incorporated data from the scientific literature and personal experience into an interactive STELLA systems model. The model generates benefit-cost analyses and …

The Economic Impact Of Invasive Species To Wildlife Services’ Cooperators, David L. Bergman, Monte D. Chandler, Adrienne Locklear
Human Conflicts with Wildlife: 2002 Symposium
On February 3, 1999, the president of the United States signed an Executive Order 13112 on invasive species. Each federal agency was directed to detect and respond rapidly to control populations of invasive species, monitor invasive species populations, provide for restoration of native species and habitat conditions, conduct research on invasive species and develop technologies to prevent their introduction, and promote public education on invasive species and the means to address them. The United States Department of Agriculture’s Wildlife Services Program fulfills a federal responsibility for helping solve problems which occur when human activity and wildlife, including invasive species, are …

Factors Which Influence College-Aged Men To Perform Testicular Self-Examinât I On, Keith Odendahl
Factors Which Influence College-Aged Men To Perform Testicular Self-Examinât I On, Keith Odendahl
MSN Research Projects
Testicular cancer (TC) has been determined to be the most common malignancy in men 15 to 34 years of age. An estimated 7,400 new cases of TC will be diagnosed in 1999, and approximately 3 00 men will die this year from TC. Evidence suggests the incidence of TC is on the rise in North America, especially among Caucasian men. However, TC is nearly 100% curable if detected in its early stages. Testicular self-examination (TSE), a strategy employed by men to detect TC in its early stages, has not been endorsed by leading authorities on cancer. Education on the disease …

Pagophagia And Hemoglobin Levels In Pregnant Women, Contessa Ward
Pagophagia And Hemoglobin Levels In Pregnant Women, Contessa Ward
MSN Research Projects
Pica is a behavior characterized by the compulsive, persistent ingestion of non-food substances. It is a longstanding practice that has far-reaching implications for prevention and treatment. Pagophagia, or the excessive, compulsive consumption of ice, is a subcategory of pica. Although pica has been documented for centuries, there are limited studies regarding pagophagia and its effects in pregnant women. A comparative descriptive study was conducted to determine whether pagophagia is related to hemoglobin levels during pregnancy. Becker's Health Belief Model was utilized as the theoretical framework. Data were gathered by means of retrospective chart audit. The hypothesis was there would be …
Congestive Heart Failure In Elders: Relationships Among Adherence Behaviors, Depression, And Self-Efficacy, Sue Temple
Congestive Heart Failure In Elders: Relationships Among Adherence Behaviors, Depression, And Self-Efficacy, Sue Temple
MSN Research Projects
An estimated 4.8 million Americans have congestive heart failure (CHF). Increasing prevalence, hospitalizations, and deaths have made CHF a major disease affecting elders in the United States. Therefore, the purpose of this descriptive correlational study was to determine if correlations existed among depression, self-efficacy, and adherence behaviors of elders with CHF. Three null hypotheses guided the study: H^^, There is no correlation between depression and adherence behaviors in elders living with CHF. H^^, There is no correlation between self efficacy and adherence behaviors in elders living with CHF. Hq3 , There is no correlation between depression and self-efficacy in elders …

Measured Impact Of Advanced Windows On Cooling Energy Use, Florida Solar Energy Center, Michael Anello
FSEC Energy Research Center®
A significant portion of Florida's residential building stock consists of single-family homes with clear, single-pane, aluminum frame windows. Such windows can lead to considerable heat gain during the hot Florida summer. A side-by-side field test in two identical homes was conducted to evaluate the impact of high performance windows on space cooling demand under realistic conditions.

Cool Neighborhoods: The Measurement Of Small Scale Heat Islands, Florida Solar Energy Center, Jeffrey Sonne
FSEC Energy Research Center®
Rapid population influx in many Sunbelt cities has led to demands for converting natural areas to housing, many times by clear-cutting large tracts of land. This trend may be affecting the climate for existing and future residents and increasing energy bills. The heat island for large cities has been documented, however the impact of tree canopy on micro-climates in suburban environments has not been researched as much. Tree canopy in micro-climates has implications, both for preserving trees within recently constructed developments, as well as for tree-planting programs. To address this issue, temperature measurements were made over a one year period …
